Regarding lighting around the restricted area perimeter for assessment and surveillance in Problem 1: Is emergency backup lighting required for this lighting to maintain a minimum level of illumination in case of a power outage?
Per Section L, Attachment L-2 para 4.2.15, battery backup is only required for sensors, CCDE, and data transmission equipment. For assessment/surveillance devices and supporting lighting (including lighting proposed by the offeror to meet Sample Problem requirements), backup generator power is provided as GFE in case of power outage.

Is there a description of the mantowers of the outer perimeter for problem #2?
The towers referenced in Section L Attachment L-2 Table 3-1 are structurally sound and may be used to mount equipment. Because no other details have been specified, any reasonable assumptions regarding the height or other characteristics of the towers that relate to mounting equipment on them are acceptable.

To ensure common estimation parameters for the offerors, can the Government provide a plug number for the quantities of On Site Support requests in each of the three categories category (Catastrophic Failure, Major Malfunction, Partial Failure)?
The Government will not provide a specific number of service calls to be priced. The offeror is required to develop and price their solution to meet the required level of support detailed in the solicitation.

Just to confirm, small businesses do NOT have to submit a small business subcontracting plan with their proposal. Is this correct?

That is correct.

Based on the Government’s response to question 33 from December 20, 2013, each individual asset requires its own dedicated line of detection. In order to implement these lines of detection, multiple buried line sensor (BLS) systems are needed. In addition, based on the spacing between the adjacent parking spots, these BLS systems are required to be placed closer than the manufacturer recommended spacing of 98 feet required between parallel cables from different processors. The only solution the manufacturer has for this situation is to utilize a sync cable to connect each adjacent parking spot line of detection. However, the sync cable is not identified as an approved component in the siting guide. Please advise as to whether the sync cable is allowed to be used to provide the necessary lines of detection for the FPS3 sample problem response.
Offerors may use manufacturer installation guidance that does not conflict with ESE-SIT-0001. ESE-SIT-0001 does not prohibit use of a sync cable.

L.6.3.1.1
6.3.1.1 Proposal Summary. Provide information in accordance with FAR Part 15, General Instructions, Table 2.

Question: Section L.6.3.1.1 directs that the Offeror “Provide information IAW FAR Part 15, General Instructions, Table 2.” Please confirm if the reference to Table 2 is Table 15-2 in FAR Part 15. If this is the case, the General Instructions indicate that Table 15-2 is to be used for submitting Cost/Price Proposals when Certified Cost or Pricing Data are Required. Please verify that the exception to a requirement for “Certificate of Current Cost or Pricing Data per FAR 15.403-4” in the form of “Adequate Price Competition” is valid.

Concur. The reference to "FAR Part 15, General Instructions, Table 2" in Section L 6.3.1.1 is Table 15-2 in FAR Part 15. At this time, "Adequate Price Competition" is anticipated (reference Section L 6.2.5); therefore, offerors are not required to submit Certified Cost or Pricing Data. In the event that adequate price competition does not emerge in response to the solicitation, compliance with FAR Part 15 Table 15-2 will be required. It was intended that the General Instructions section of FAR Part 15 Table 15-2 be used as a guide in preparing a summary of the data other than certified cost or pricing data contained within your cost volume. Specific adherence to FAR Part 15, General Instructions, Table 15-2 is not required at this time.

5.8 Questionnaires

The offeror shall send out Past and Present Performance Questionnaires to each of the Points of Contact (POCs) identified in their Past and Present Performance Volume, and provide evidence of transmission to those POCs if requested.

Question: Many Government clients will not complete past performance questionnaires for individual contracts. Would the government consider accepting CPARS as an alternative to the Questionnaire?

As described in Section M, the Past Performance rating will be assessed using information from the Offeror's Past Performance proposal volume, Past Performance Questionnaires (PPQ), and information obtained from other sources. These other sources include CPARS evaluations. The PPQs are intended to provide additional information for evaluators to consider. In the case that a PPQ is not submitted for a specific Past Performance effort, the Government will evaluate information available from other sources.

7.1.1 Section A - Solicitation/Contract Form

Completion of blocks 12 through 16 and signature and date for blocks 17 and 18 of the SF 33. Signature by the offeror on the SF 33 constitutes an offer, which the Government may accept. The "original" copy should be clearly marked under separate cover and should be provided without any punched holes.

Question: Please clarify what is to be submitted “unbound” and under separate cover in Volume 5 – is it the SF33 document or the entire Conformed Solicitation as released in Amendment 01. If the entire solicitation, would the use of a binder clip be permitted to ensure the pages remain intact and in the proper order.

Just the SF33 should be submitted without any punched holes (you may use a plastic document protector).

If our proposal package is postmarked by the U.S. Post Office Thursday 1/30/2014, for delivery overnight to Hanscom, if for some reason it does not arrive before Friday 1/31/2014, 2pm EST, will it still be acceptable? (We would send you a copy of our overnight confirmation number.) We are anticipating potential bad weather and want to make sure that our package is accepted when received. Sometimes the weather has delayed when sending via UPS or FedEx.
It’s an offeror’s responsibility to ensure that the proposal arrives before the due date/time. Proposals received after the due date and time will not be accepted.
