FPS3 Proposal/Contract WBS Dictionary

1.0 Project XXX – The entire contractual effort required to produce, deliver, install, integrate and test a system which meets specified requirements including required services and support.

1.1 Intrusion Detection System – The hardware and software used to accomplish the primary mission of the IBDSS security system. Includes the purchase, installation design, and delivery of equipment, software, material, parts, mating equipment, cables, conduits, connectors, shelters, and other devices which satisfies the requirements of the applicable specifications; meets information assurance requirements, and is comprised of subsystems below.

1.1.1 Detection (Sensor) Subsystem – The hardware and software components of the detection subsystem including design, purchase and delivery of subsystem equipment/components including applicable material, parts, mating equipment, cables, connectors, tamper devices, and other devices which satisfy the specified subsystem requirements. Contains all the resources necessary to design, procure, integrate subsystem components, and deliver the subsystem including technical and management activities associated with subsystem. Also includes all effort to support the Government Frequency Management activities and provide information necessary for the Government to obtain frequency spectrum allocation as applicable. Includes subsystem equipment Production Acceptance Test and Evaluation if applicable.

1.1.2 Assessment & Surveillance Subsystem – The hardware and software components of the subsystem including purchase, installation design, and delivery of subsystem equipment/components including applicable material, parts, mating equipment, cables, connectors, tamper devices, and other devices which satisfy the specified subsystem requirements. Contains all the resources necessary to design, procure, integrate subsystem components, and deliver subsystem including technical and management activities associated with the subsystem. Also includes all effort to support the Government Frequency Management activities and provide information necessary for the Government to obtain frequency spectrum allocation as applicable. Includes subsystem equipment Production Acceptance Test and Evaluation if applicable.

1.1.3 Command, Control & Display - The hardware and software components of the Command, Control & Display subsystem including purchase, installation design, and delivery of subsystem equipment/components including applicable material, parts, mating equipment, cables, connectors, tamper devices, and other devices which satisfy the specified subsystem and information assurance requirements. Contains all the resources necessary to design, procure, integrate subsystem components, and deliver the subsystem including technical and management activities associated with subsystem. Also includes all effort to support the Government Frequency Management activities and provide information necessary for the Government to obtain frequency spectrum allocation as applicable. Includes subsystem equipment Production Acceptance Test and Evaluation if applicable.

1.1.4 Access Control - The hardware and software components of the Access Control subsystem including purchase, installation design, and delivery of subsystem equipment/components including applicable material, parts, mating equipment, cables, connectors, tamper devices, and other devices which satisfy the specified subsystem requirements. Contains all the resources necessary to design, procure, integrate subsystem components, and deliver the subsystem including technical and management activities associated with subsystem. Also includes all effort to support the Government Frequency Management activities and provide information necessary for the Government to obtain frequency spectrum allocation as applicable. Includes subsystem equipment Production Acceptance Test and Evaluation if applicable.

1.1.5 Distribution Equipment - The hardware and software components of the Field Distribution Boxes and Internal Distribution Boxes, interior junction boxes including purchase, installation design, and delivery of equipment/components including applicable material, parts, mating equipment, cables, connectors, tamper devices, and other devices which satisfy the specified distribution requirements. Contains all the resources necessary to design, procure, integrate components, and deliver the subsystem including technical and management activities associated with the subsystem. Also includes all effort to support the Government Frequency Management activities and provide information necessary for the Government to obtain frequency spectrum allocation as applicable.

1.1.6 Communication Subsystem - The hardware and software components of the communications subsystem including purchase, installation design, and delivery of equipment/components including applicable material, parts, mating equipment, cables, connectors, tamper devices, and other devices which satisfy the specified subsystem requirements and meet the requirements for interoperability and net centric operations. Also includes all effort to support the Government Frequency Management activities and provide information necessary for the Government to obtain frequency spectrum allocation as applicable. Contains all the resources necessary to design, procure, integrate subsystem components, and deliver the communications subsystem including technical and management activities associated with subsystem.

1.1.7 Power Subsystem - The hardware and software components of the power subsystem including purchase, installation design, and delivery of equipment/components including applicable material, parts, mating equipment, cables, connectors, tamper devices, and other devices which satisfy the specified subsystem requirements. Contains all the resources necessary to design, procure, integrate subsystem components, and deliver the subsystem including technical and management activities associated with subsystem.

1.1.8 Ancillary Equipment (Other) - The hardware and software components including purchase, installation design, and delivery of equipment/components including applicable material, parts, mating equipment, cables, connectors, tamper devices, and other devices which satisfy the specified subsystem requirements and which are not part of the other subsystems. Also includes all effort to support the Government Frequency Management activities and provide information necessary for the Government to obtain frequency spectrum allocation as applicable. Contains all the resources necessary to design, procure, integrate ancillary equipment and components, and deliver as part of the IBDSS system including technical and management activities associated with subsystem.

1.1.9 GFE – Includes all effort to identify, checkout, test, report status, and maintain GFE which will be integrated into the IDS.

1.1.9.1 GFE Upgrade – The hardware components/material/parts, software and effort to upgrade GFE to the current approved configuration baseline and maintain it in accordance with contractual requirements.

1.1.9.2 GFE Repair/Replace – The hardware components/material/parts/software and effort to repair or replace GFE and maintain it in accordance with contractual requirements.

1.1.10 Fence – The hardware, material, parts, components to repair an existing fence or design and provide a new, AFI 31-101 compliant Type A fence to satisfy the requirements of the system specification and SOW. Contains all the resources necessary to design, procure, integrate the fence material/components, and deliver the material needed for repairs/replacement and/or new fence including technical and management activities associated with subsystem.

1.1.11 Lighting Subsystem – The hardware/software, material, parts, components to repair, replace or install a new lighting subsystem to satisfy the requirements of the system specification and SOW. Contains all the resources necessary to design, procure, and deliver the materials for lighting subsystem repair or replacement or new lighting system (IAW contract) including the technical and management activities associated with the subsystem.

1.1.12 Integration, Assembly, Test & Checkout – Includes all effort of technical and functional activities associated with design, development and procurement of mating surfaces, structures, equipment, parts, materials and software required to assemble the other Level 3 equipment to form a complete IBDSS system which meets specified requirements.

1.2 Tactical Automated Security System (TASS) - The hardware and software used to accomplish the primary mission of the TASS. Includes the purchase, installation design, and delivery of equipment, software, material, parts, mating equipment, cables, conduits, connectors, shelters, and other devices which satisfies the requirements of the applicable specifications and is comprised of subsystems below.

1.2.1 Sensor Subsystem - The hardware and software components of the sensor subsystem including design, purchase and delivery of subsystem equipment/components including applicable material, parts, mating equipment, cables, connectors, tamper devices, and other devices which satisfy the specified subsystem requirements. Contains all the resources necessary to design, procure, integrate subsystem components, and deliver the subsystem including technical and management activities associated with subsystem. Also includes all effort to support the Government Frequency Management activities and provide information necessary for the Government to obtain frequency spectrum allocation as applicable. Includes subsystem equipment Production Acceptance Test and Evaluation if applicable.

1.2.2 Assessment Subsystem - The hardware and software components of the assessment subsystem including design, purchase and delivery of subsystem equipment/components including applicable material, parts, mating equipment, cables, connectors, tamper devices, and other devices which satisfy the specified subsystem requirements. Contains all the resources necessary to design, procure, integrate subsystem components, and deliver the subsystem including technical and management activities associated with subsystem. Also includes all effort to support the Government Frequency Management activities and provide information necessary for the Government to obtain frequency spectrum allocation as applicable. Includes subsystem equipment Production Acceptance Test and Evaluation if applicable.

1.2.3 Data/Comm Subsystem - The hardware and software components of the Data/Comm subsystem including design, purchase and delivery of subsystem equipment/components including applicable material, parts, mating equipment, cables, connectors, tamper devices, and other devices which satisfy the specified subsystem requirements and meet the requirements for interoperability and net centric operations. Contains all the resources necessary to design, procure, integrate subsystem components, and deliver the subsystem including technical and management activities associated with subsystem. Includes subsystem equipment Production Acceptance Test and Evaluation if applicable.

1.2.4 Reporting & Display Subsystem - The hardware and software components of the Reporting & Display subsystem including design, purchase and delivery of subsystem equipment/components including applicable material, parts, mating equipment, cables, connectors, tamper devices, and other devices which satisfy the specified subsystem requirements and information assurance requirements. Contains all the resources necessary to design, procure, integrate subsystem components, and deliver the subsystem including technical and management activities associated with subsystem. Also includes all effort to support the Government Frequency Management activities and provide information necessary for the Government to obtain frequency spectrum allocation as applicable. Includes subsystem equipment Production Acceptance Test and Evaluation if applicable.

1.2.5 Power Supply Subsystem - The hardware and software components of the Power Supply Subsystem including design, purchase and delivery of subsystem equipment/components including applicable material, parts, mating equipment, cables, connectors, tamper devices, and other devices which satisfy the specified subsystem requirements. Contains all the resources necessary to design, procure, integrate subsystem components, and deliver the subsystem including technical and management activities associated with subsystem. Includes subsystem equipment Production Acceptance Test and Evaluation if applicable.

1.3 Remote Target Engagement System (RTES) - The hardware and software used to accomplish the primary mission of the RTES. Includes the purchase, installation design, and delivery of equipment, software, material, parts, mating equipment, cables, conduits, connectors, shelters, and other devices which satisfy the requirements of the applicable specifications and are comprised of subsystems below. Also includes all effort to support the Government Frequency Management activities and provide information necessary for the Government to obtain frequency spectrum allocation as applicable.

1.3.1 Weapons Observation Platform - The hardware and software components of the Weapons Observation Platform including design, purchase and delivery of subsystem equipment/components including applicable material, parts, mating equipment, cables, connectors, tamper devices, and other devices which satisfy the specified subsystem requirements. Contains all the resources necessary to design, procure, integrate subsystem components, and deliver the subsystem including technical and management activities associated with subsystem. Includes subsystem equipment Production Acceptance Test and Evaluation if applicable.

1.3.2 System Controller - The hardware and software components of the System Controller including design, purchase and delivery of subsystem equipment/components including applicable material, parts, mating equipment, cables, connectors, tamper devices, and other devices which satisfy the specified subsystem requirements and meets information assurance requirements. Contains all the resources necessary to design, procure, integrate subsystem components, and deliver the subsystem including technical and management activities associated with subsystem. Includes subsystem equipment Production Acceptance Test and Evaluation if applicable.

1.3.3 Remote Duress Disable Switch - The hardware and software components of the Remote Duress Disable Switch including design, purchase and delivery of subsystem equipment/components including applicable material, parts, mating equipment, cables, connectors, tamper devices, and other devices which satisfy the specified subsystem requirements. Contains all the resources necessary to design, procure, integrate subsystem components, and deliver the subsystem including technical and management activities associated with subsystem. Includes subsystem equipment Production Acceptance Test and Evaluation if applicable.

1.3.4 Tower - The hardware and software components of the tower including design, purchase and delivery of subsystem equipment/components including applicable material, parts, mating equipment, cables, connectors, tamper devices, and other devices which satisfy the specified subsystem requirements. Contains all the resources necessary to design, procure, integrate subsystem components, and deliver the subsystem including technical and management activities associated with subsystem. Includes subsystem equipment Production Acceptance Test and Evaluation if applicable.

1.3.5 Power - The hardware and software components of the power subsystem including design, purchase and delivery of subsystem equipment/components including applicable material, parts, mating equipment, cables, connectors, tamper devices, and other devices which satisfy the specified subsystem requirements. Contains all the resources necessary to design, procure, integrate subsystem components, and deliver the subsystem including technical and management activities associated with subsystem. Includes subsystem equipment Production Acceptance Test and Evaluation if applicable.

1.3.6 Comm - The hardware and software components of the communications subsystem including purchase, installation design, and delivery of equipment/components including applicable material, parts, mating equipment, cables, connectors, tamper devices, and other devices which satisfy the specified requirements and meet the requirements for interoperability and net centric operations. Contains all the resources necessary to design, procure, integrate subsystem components, and deliver communications subsystem including technical and management activities associated with subsystem.

1.3.7 Integration, Assembly, Test and Checkout - Includes all effort of technical and functional activities associated with design, development and procurement of mating surfaces, structures, equipment, parts, materials and software required to assemble the other Level 3 equipment to form a complete RTES system which meets specified requirements.

1.4 Systems Engineering – Includes the technical and management effort of directing and controlling the totally integrated engineering effort. Includes effort to define the system and the integrated planning and control of the technical program efforts of design, engineering, specialty engineering, and integrated test planning. Includes overall system design, requirements analysis, allocation and control, architecture definition, integrated planning, design reviews, control of the technical baseline, quality assurance, risk management and assessment, configuration management, interface management, requirements management, reliability/maintainability engineering, supportability analyses, human system integration, technical data management which identifies the essential technical data necessary for the definition and sustainment of the system, technical baselines, technical documentation, systems safety, and any other items required to design, procure, install and test a system which meets specified requirements. Excludes systems engineering which can be directly related to the product WBS elements with which it is related or associated.

1.4.1 System Architecture – Includes all system engineering effort related to developing, documenting, maintaining system architecture and related support and studies such as support to the Security Equipment Integration Working Group (SEIWG).

1.4.2 System Design – Includes all effort related to ensuring requirements traceability and developing and completing the overall system design, infrastructure design, and integration effort to satisfy project requirements.

1.4.2.1 Site Survey – Includes all effort to conduct the site survey to validate system requirements and site conditions and determine basis for systems and/or subsystem design and installation requirements to meet project requirements.

1.4.2.2 Design & Reviews – Includes all effort to prepare, conduct and complete system design, reviews, and associated related overall system design documentation.

1.4.3 Configuration Management – Includes all effort which supports the identification and management of the technical baselines (functional, allocated, product, and final product baseline including hardware and software).

1.4.4 Supportability Analysis (Obsolescence & other special studies) – All effort to ensure system supportability including reliability/maintainability analyses, special analyses to determine diminishing manufacturing sources and identify/recommend replacement for obsolete equipment, technical refresh studies and analyses, and other systems engineering effort to ensure fielded system/components meet reliability/maintainability requirements and can be sustained.

1.4.5 Quality Assurance - All effort to plan, implement and conduct a quality assurance program/system to ensure that the contractual quality requirements are fulfilled.

1.4.6 Risk Management – Includes all effort to conduct risk assessment and management including effort to identify project and/or contract risks; quantify those risks (cost/schedule/technical) and implement and track risk mitigation plans and actions.

1.4.7 Advanced Technology (SEIWG) Support – Includes all effort to provide architectural and technology support to the Security Equipment Integrated Working Group.

1.4.8 Special Studies & Analyses – Includes all effort to perform special technical studies and analyses and delivery of associated studies and analyses reports.

1.4.9 Information Assurance (IA) – Includes all effort necessary and provides information required to support the Government IA processes to obtain IA certification to operate and/or connect systems and/or equipment.

1.5 Program Management – All effort and resources necessary to manage, direct, and control all effort to accomplish overall contractual requirements which are not associated with specific hardware/software elements and not part of systems engineering. Includes, for example, project management, business management, project control and planning, cost/schedule performance management, contract/subcontract management, security management, data management, warranty management, logistics management, schedule management, all program status assessment and management reporting, and preparation and conduct of program management reviews as well as other management activities required to plan, direct and control effort to meet contractual requirements and report program status and or issues.

1.5.1 Financial Management – All effort to account, track, monitor and report contract financial status including cost/schedule/performance management assessment and reporting.

1.5.2 Program Management Reviews- All effort to conduct and present program management reviews including support to Government IPT meetings and informal and formal status reporting.

1.5.3 Schedule Management – All effort to plan, track and report on contractual schedule progress including establishing baseline schedules, conducting schedule baseline reviews, and reporting and updating the Integrated Master Schedule.

1.5.4 Data Management – Includes all effort to establish, manage, maintain, and deliver contract data in accordance with the Contract Data Requirements List.

1.5.5 Warranty Management – Includes all effort to manage vendor warranties to ensure compliance with contractual requirements.

1.5.6 Logistics Management – Includes the planning and management of the functions of logistics management including but not limited to equipment or system supportability analyses, maintenance support planning, determination of supply support requirements, packaging, handling, storage and transportation, preparation of logistics data, determination of common and peculiar support requirements, Item Unique Identification (IUID) & reporting, and other efforts required to plan and support for sustainment of systems and equipment.

1.5.6.1 Packaging/Storage & Transportation – Includes all effort to package, store, and transport equipment.

1.5.6.2 Item Unique Identification (IUID) – Includes all effort to comply with contractual requirements to identify, mark, and register equipment meeting IUID requirements.

1.6 Training - Includes all training services, devices, material, equipment, etc. used to plan and conduct on-site training.

1.6.1 Training Equipment (Annunciator Simulator) – Includes all effort to provide/deliver an annunciator simulator to the unit in accordance with the contract SOW.

1.6.2 Training Services – Includes all services, accessories and aids necessary to provide training in accordance with contractual requirements. Includes for example course material, contractor-conducted training, training plans, training data, etc.

1.6.3 Training Materials – Includes all effort to prepare training plans, materials, aids and guides and other information necessary to support training.

1.7 Data – Incudes all deliverable data required by the Contract Data Requirements List (CDRL). Includes for example acquiring, assembling, reproducing, packaging, and shipping data and only that effort that can be reduced or eliminated if the data item is eliminated.

1.7.1 Technical Orders/Manuals – Includes technical data, including COTS manuals, contractor developed supplements and instruction manuals and other data providing instructions for installation, operation, maintenance, and administration of the system/equipment.

1.7.2 Engineering Data – Includes technical information which defines and documents the engineering design or system/equipment configuration. Includes for example, plans, procedures, reports, and documentation pertaining to systems, subsystems, software, reliability, maintainability, drawings, lists and other documents defining the systems/equipment and installation.

1.7.3. Management Data – Includes financial, costs, schedule, contractual, program management and other data required by the CDRL.

1.7.4 Support Data –Includes logistics support data required by the CDRL.

1.8 System Installation/Integration (Operational Site Activation) – Includes all effort to ship system/components/equipment, install, and integrate, and test the system subsystems on-site including quality assurance of the installation infrastructure and installed system. Includes, for example, construction of supporting infrastructure and utilities, and equipment to provide the complete operational system. Also includes site mobilization, demobilization, site preparation and restoration, building modification, trenching for power/communication, cabling for power/communication, demobilization, and construction of other special-purpose facilities necessary to achieve system operational status.

1.8.1 Fixed Site Intrusion Detection System (IDS) – Includes all effort required to install, integrate and test the subsystems at the site.

1.8.1.1 Detection Subsystem – Includes all effort to install, integrate, test and checkout the detection equipment on site.

1.8.1.2 Assessment & Surveillance – Includes all effort to install, integrate, and test and checkout the assessment & surveillance subsystem on site.

1.8.1.3 Command, Control & Display (CCDE) – Includes all effort to install, integrate, and test and checkout the CCDE on site.

1.8.1.4 Access Control Subsystem – Includes all effort to install, integrate, and test and checkout the Access Control subsystem.

1.8.1.5 Distribution equipment – Includes all effort to install, integrate, and test and checkout the distribution equipment on site.

1.8.1.6 Communications – Includes all effort to install, integrate, and test and checkout the communications on site.

1.8.1.7 Power – Includes all effort to install, integrate, and test and checkout the power on site.

1.8.1.8 GFE – Includes all effort to integrate the on-site GFE with the new system.

1.8.1.9 Lighting Subsystem – Includes all effort to install a new lighting system and/or repair and/or upgrade existing lighting system and integrate test and checkout on site in accordance with the contract.

1.8.1.10 Fence – Includes all effort to install new fence and/or upgrade/repair existing fence (in accordance with the contractor) on site and integrate with the detection (sensor) system.

1.8.1.11 Infrastructure – Includes the delivery, constructions, installation and integration of supporting site and facility infrastructure including site planning and preparation of site and facility modifications required to support system installation, integration, and checkout on site. Includes for example cabling, conduits, wiring, manholes, handholds, grounding, shielding, foundations, supports, mounting brackets, environmental protection barriers, pollution control structures, lockable equipment cabinets, security bolts or screws, tamper resistant screws, facility modification, and any other construction, infrastructure, and system equipment, parts, materials and items required to complete the system installation and turnover to the user. Contains all the resources necessary to procure, deliver and install the supporting infrastructure and materials and equipment necessary to support system installation, integration and operation. Excludes all material and equipment and incidentals that are related to a specific subsystem such as subsystem tamper protection, grounding, etc.

1.8.2 TASS – Includes all effort required to re-deploy, install, integrate and test the TASS subsystems at the site.

1.8.2.1 Sensor subsystem - Includes all effort to re-deploy, install, integrate, and test and checkout the sensor subsystem on site.

1.8.2.2 Assessment subsystem – Includes all effort to re-deploy, install, integrate, and test and checkout the Assessment subsystem on site.

1.8.2.3 Data/Comm Subsystem – Includes all effort to re-deploy, install, integrate, and test and checkout the Data/Comm Subsystem on site.

1.8.2.4 Reporting & Display Subsystem – Includes all effort to re-deploy, install, integrate, and test and checkout the Reporting & Display Subsystem on site.

1.8.2.5 Power Supply Subsystem – Includes all effort to re-deploy install, integrate, and test and checkout the power supply subsystem on site.

1.8.3 RTES - Includes all effort required to install, integrate and test the RTES subsystem at the site.

1.8.3.1 Weapons Observation Platform - Includes all effort to install, integrate, and test and checkout the Weapons Observation Platform on site.

1.8.3.2 System Controller - Includes all effort to install, integrate, and test and checkout the System Controller Platform on site.

1.8.3.3 Remote Duress Disable Switch - Includes all effort to install, integrate, and test and checkout the Remote Duress Disable Switch on site.

1.8.3.4 Tower – Includes all effort to install, integrate, and checkout the Tower on site.

1.8.3.5 Power – Includes all effort to install, integrate, and checkout the system power on site.

1.8.3.6 Comm – Includes all effort to install, integrate, and checkout the system comm on site.

1.8.3.7 Infrastructure - Includes the delivery, installation and integration of supporting site and facility infrastructure including site planning and preparation of site and facility modifications required to support system installation, integration, and checkout on site. Includes for example cabling, conduits, wiring, manholes, handholds, grounding, shielding, foundations, supports, mounting brackets, environmental protection barriers, pollution control structures, lockable equipment cabinets, security bolts or screws, tamper resistant screws, facility modification, and any other construction, infrastructure, and system equipment, parts, materials and items required to complete the system installation and turnover to the user. 1.9 System Test & Evaluation – Includes all effort to plan and conduct Contractor Verification Testing and provide site support including support to Government Acceptance Testing.

1.9.1 Contractor Verification Test (CVT) – Includes all effort to plan and conduct system level contractor verification tests and stability testing to validate system performance and system maturity prior to Government Acceptance Testing (GAT). Includes systems level test planning, development of test procedures, and conduct of the CVT including stability testing. Includes identification and correction of all test deficiencies found during CVT and/or GAT, test reporting, and contractor regression testing as required to validate those deficiencies. Also includes contractor validation of technical manuals (both COTS and contractor-developed supplement and instructions).

1.9.2 Contractor Support of Government Acceptance Testing - Includes all effort to provide technical support to the Government; provide other site support as required; and maintain the system and GFE during GAT in accordance with contractual requirements. Also includes test spares and repair parts and components to maintain/repair system equipment including GFE during GAT prior to system turnover.

1.10 Interim Contractor Support –Includes organizational and depot level repair/maintenance of systems, infrastructure and GFE including sustainment engineering, required ICS spares, hardware & software, data and reports, and services required to plan for and maintain, repair, upgrade/modernize (e.g., replace obsolete equipment), test, conduct preventive maintenance, document maintenance/repair actions, manage OEM depot level repair (or replacement) of failed units as necessary to ensure the system remains operational. Includes identification of diminishing sources of supply, recommendations to improve equipment reliability/maintainability, conduct of obsolescence studies, identification of technology insertion to improve repair/maintenance, and performance of special sustainment analyses and studies required to support system sustainment activities.

1.10.1 Organizational Level Maintenance – Includes all effort to plan and accomplish organizational level maintenance (repair/replace) for installed systems and report in accordance with contractual requirements. Includes all support activity, hardware, and software required to provide maintenance of systems equipment, infrastructure, and GFE at the organizational level. Includes for example, removal and replacement of failed units, help desk support, spares, and other effort necessary to support contractual requirements for ICS at the organizational level. Also includes Preventive Maintenance Inspections (PMI) planning and conduct including but not limited to all effort to manage, plan and conduct PMI of systems/equipment in accordance with contractual requirements.

1.10.2 Depot level - Includes all activity required to manage OEM depot level repair and/or replacement of failed equipment (including hardware and software). Also includes all associated effort to prepare data, reports and other activity to ensure OEM depot level repair/replacement of failed equipment in accordance with contractual requirements.

1.10.3 Interim Spares/repair parts – Includes all effort to manage and provide all spare and repair parts required to replace/repair failed items and restore the system to operational status to support ICS ordered.

1.11 Contractor Logistic Support - Includes all effort to provide contractor logistics support which includes organizational and depot level repair/maintenance of systems, infrastructure and GFE including sustainment engineering, required CLS spares, hardware & software, data and reports, and services required to plan for and maintain, repair, upgrade/modernize (e.g., replace obsolete equipment), test, conduct preventive maintenance, document maintenance/repair actions, manage OEM depot level repair (or replacement) of failed units as necessary to ensure the system remains operational. Includes identification of diminishing sources of supply; recommendations to improve equipment reliability/maintainability; conduct obsolescence studies; identification of technology insertion to improve R/M and performance of special sustainment analyses and studies required to support system sustainment activities.

1.11.1 Organizational Maintenance – Includes all effort to plan and maintain (repair/replace) organizational level tactical and fixed systems and report in accordance with contractual requirements. Includes all support activity, hardware, and software required to provide maintenance of systems equipment, infrastructure, and GFE at the organizational level. Includes on-site mobilization and demobilization of contractor workforce and resources as well. Also includes PMI planning and conduct including but not limited to all effort to manage, plan and conduct PMI of systems/equipment in accordance with contractual requirements.

1.11.2 Depot level - Includes all activity required to manage OEM depot level repair and/or replacement of failed equipment (including hardware and software). Also includes all associated effort to prepare data, reports and other activity to ensure OEM depot level repair/replacement of failed equipment in accordance with contractual requirements.

1.11.3 Forward Warehouse – Includes all effort to establish, maintain and manage a forward supply warehouse in accordance with contractual requirements.

1.11.4 Spares/Repair Parts – Includes all spares/repair parts to support system sustainment/maintenance including spares provided for the warehouse as well as on-site organization support to replace/repair failed items and restore the system to operational status.
