ACQUISTION LABOR CATEGORIES & QUALIFICATION
FOR
FORCE PROTECTION SITE SECURITY SYSTEM (FPS3)

Personnel assigned in each of the following labor categories shall accomplish tasks on Time & Materials CLINS only, and must meet the minimum requirements for that labor category as delineated below. This does not preclude contractors from proposing additional labor categories and associated rates at the individual order level. For engineering positions, current registration as a Professional Engineer by a state or federal agency will be considered to be equivalent to a Bachelor’s degree. Degrees may not be substituted for experience requirements. Experience may not be substituted for degree requirements except where stated otherwise in the following descriptions. (Note for Iraq/Afghanistan workers: Due to the extreme work environments encountered in these locations, individuals must be in excellent physical condition and fall under fitness guidelines outlined in the SOW of an applicable order).
a. System Engineer. Possesses a minimum of twelve years of experience in the design and development of physical and electronic security systems. Possesses a Bachelor’s degree in Electrical, Electronics, Computer or Systems Engineering or a related field. Possesses an advanced degree(s) or has conducted advanced studies in engineering or Information Technology (IT). An additional four years of experience may be substituted for the advanced degree requirement. Individual must be more technically competent than a senior engineer. Comprehensive knowledge and familiarity with physical and electronic security system implementation, including Air Force and Department of Defense standards, is required.
b. Senior Engineer. Possesses a minimum of ten years technical experience relating to the assigned project area. Possesses a Bachelor’s degree applicable to the design, development and installation of physical or electronic security systems. Possesses an advanced degree(s) or has conducted studies in engineering or IT. An additional four years of experience may be substituted for the advanced degree requirement. Individual must be particularly knowledgeable and competent in at least one function/technological area and familiar in all aspects of a particular project. Functional and technological areas include, but are not necessarily limited to, systems engineering management, system test and evaluation, project engineering support, software development, civil engineering, electrical engineering, mechanical engineering, reliability and maintainability, parts control program, electromagnetic compatibility, radio frequency management, system safety, and human factors. Comprehensive knowledge and familiarity with physical and electronic security system implementation, including Air Force and Department of Defense standards, is required.
c. Engineer. Possesses a minimum of six years of technical experience relating to the assigned project area. Possesses a Bachelor’s degree applicable to the design, development and installation of physical or electronic security systems. Individual must be particularly knowledgeable and technically competent in at least one of the functional/technological areas described for the Senior Engineer above. Possesses detailed knowledge and familiarity with physical and electronic security system implementation.
d. Senior Technician. Possesses a minimum of ten years of technical experience in a specific function/technological area related to physical or electronic security systems. Possesses an Associate’s degree or equivalent in that functional/technological area. An additional two years of experience may be substituted for the degree requirement. Working knowledge of physical and electronic security systems and equipment as well as their installation, test and operation is required.
e. Technician. Possesses a minimum of three years of technical experience in installation, testing, operation and maintenance of electronic systems. Possesses a high school diploma or equivalent GED.
f. Logistics Manager. Possesses ten years of experience in logistics management that includes at least five years of experience supporting Department of Defense systems, preferably Air Force. Possesses a Bachelor’s degree applicable to logistics management. An additional four years of experience may be substituted for the degree requirement. Must be knowledgeable and technically competent in all facets of product support to include, but not limited to, technical manual development, training, supply chain management and maintenance concepts.
g. Logistics Specialist. Possesses six years of logistics experience that includes assignments in one or more of the following areas: technical manual development, training material development, or supply management. Possesses a Bachelor’s degree applicable to logistics management. An additional four years of experience may be substituted for the degree requirement. Be competent in technical manual development or training material development covering both operational and maintenance documents.
h. Administrative or Clerical. Possesses a minimum of one year of experience as a secretary, technical typist, or in performing clerical duties related to the preparation of technical documents. Possesses a high school diploma or equivalent GED certificate.
i. Systems Field Engineer (FE). Possesses a minimum of five years of technical experience relating to physical or electronic security system projects. Possesses a Bachelor’s degree in an engineering discipline or computer science. An additional four years of experience may be substituted for the degree requirement. The FE shall support the maintenance, inspection, adjustments, reconfiguration, and introduction of new or advanced security technology including testing. The FE shall perform all related IT support required to host upgraded security systems.
The tasks to be performed/supervised by the FE may consist of, but are not limited to, the following:
· Work to ensure that all site work progresses as scheduled and contract specifications are met
· Install and maintain all security systems and associated IT networks, systems and support equipment
· Work closely with the site’s Force Protection and Security Forces personnel on all security system issues
· Provide technical expertise and maintain all security systems at designated sites.
· Perform security site surveys as required by Force Protection staff
· Write detailed trip reports to include sensor recommendations and sensor placement derived from site surveys
· Assist the System Administrator located at his/her assigned site(s).
· Provide initial and/or refresher training on equipment for personnel assigned to administer and/or operate the system. The FE shall train personnel on operational, field-level, or depot maintenance, as well as higher headquarters procedures. The FE shall help local Force Protection Commanders develop security system subject matter experts within their command
· The FE shall make recommendations to the Security Forces Commander on the placement of new or upgraded equipment
j. Systems Administrator (SA). Possesses a minimum of five years of technical experience relating to physical or electronic security system projects. Possesses a high school diploma or equivalent GED certificate. The SA shall support the day-to-day operations of security systems located at their assigned site.
The tasks to be performed by the SA may consist of, but are not limited to, the following:
· Install and maintain all security systems and associated IT networks, systems and support equipment
· Keep security systems located at his/her site in optimal operating condition
· Perform preventive maintenance and troubleshooting for suspect or faulty equipment as outlined in the manufacturer’s maintenance instructions
· Establish a maintenance routine to inspect and test security equipment
· Replace worn or broken equipment from available spares or residual equipment
· Return broken or damaged equipment to the depot facility IAW established Returned Material Authorization (RMA) procedures
· Run daily activity logs from the annunciator to analyze system performance trends
· Provide monthly alarm log reports to the FE (if present), unit command structure, and others as directed
· Keep a current inventory of all FPS3 equipment located at the site
· Maintain and update the system configuration of the Annunciator
· Provide refresher training on equipment for personnel assigned to administer and/or operate the system. The SA shall train personnel on operational, field level maintenance, depot, and any higher headquarters procedures. SA shall assist the FE in developing local security system subject matter experts.
k. Tactical Systems - Field Engineer (FE). Possesses a Bachelor’s degree in an engineering discipline or computer science. Possesses a minimum of five years of technical experience relating to physical or electronic security system projects. An additional four years of experience may be substituted for the degree requirement. The Tactical Systems FE shall support the maintenance, inspection, adjustments, reconfiguration, and introduction of new or advanced security technology including testing. The Tactical Systems FE shall perform all related IT support required to host upgraded security systems.
The tasks to be performed/supervised by the Tactical Systems FE may consist of, but are not limited to, the following:

m. Trainer. Possesses a minimum of five years of experience in training management related to military, physical and/or electronic security or similar systems. Possesses an Associate’s degree in a related discipline. An additional two years of experience may be substituted for the degree requirement. Possesses knowledge of service-based programs and objectives, military services training program processes or training program processes in parallel business and industry organizations in order to develop comprehensive training programs, identify training requirements, upgrade personnel skill levels, and development programs. Develop and deliver training that meets technical requirements and instruct DoD personnel in proper operation and maintenance of a system. Interpret technical information into practical language for training and instruction. Tasks to be performed may include the following:
· Develop training plans
· Develop education and training materials and testing procedures
· Manage training programs
· Conduct training courses
· Evaluate training effectiveness and improve training as required
n. Architect. Possesses a state Architect license. Possesses five years of experience with CAD systems or equivalent. Tasks to be performed may include the following.
· Develop contract plans and specifications
· Develop drawing packages from Site Surveys
· Develop “as-built” drawings
o. Project Manager. Possesses a minimum of seven years of experience in managing projects, including at least five years of experience with technical projects. Possesses a bachelor’s degree in management, business or a technical field related to engineering, construction or IT. Tasks to be performed may include the following.
· Oversee all elements of a project
· Lead and motivate a team and coordinate its efforts to ensure that a project progresses according to plan
· Communicate with stakeholders to solicit input, define requirements and provide updates from conceptual design through project completion
· Manage and mitigate risk
· Plan, build, analyze and manage schedules, budgets and technical requirements
p. Quality Assurance Inspector. Possesses a minimum of four years of experience in a technical field related to what this person is inspecting. Possesses a bachelor’s degree in construction, engineering or IT, depending upon what this person is required to inspect. An additional four years of relevant experience may be substituted for the degree requirement, provided that the person has a high school diploma or GED. Tasks to be performed may include the following.
· Coordinate with stakeholders and engineers to build a Quality Assurance plan
· Inspect work, either in-progress or after completion, to ensure that completed work complies with applicable federal, state and local standards and regulations
· Record inspection results; prepare and submit inspection reports as required
· Notify project managers if work is performed unsatisfactorily, or if a work environment is deemed to be unsafe
q. Information Assurance (IA) Specialist. Possesses a minimum of six years of experience in analyzing and applying IA requirements to computer systems. Possesses a bachelor’s degree in IA, IT or computer science. An additional four years of relevant experience may be substituted for the degree requirement, provided that the person has a high school diploma or GED. Also possesses a DoD 8570.01-compliant IA Technician (IAT) Level I certification. Tasks to be performed may include the following:
· Review DoD Security Technical Information Guides (STIGs) and identifying which ones apply to FPS3 projects
· Examine FPS3 systems for potential IA vulnerabilities; work with Government agencies to correct vulnerabilities
· Ensure that FPS3 systems comply with IA requirements as determined by the Defense Information Systems Agency (DISA) or other applicable DoD entities
· Prepare and submit IA documentation that illustrates a system’s IA configuration
· Configure FPS3 equipment to match established IA baselines
· Coordinate with other team members to prepare and submit interface control documents
