1) 360 degree coverage of the area extending 5,000 meters out from the site perimeter.” However, in Table 3-1 Assumptions in the description of “Ranges to BDOC”, it states that “No assessment or detection equipment will be required to be placed further than 1,200 meters from the BDOC.” Is the contractor restricted to a 1,200 meter radius around the BDOC to achieve a 5,000 meter “intrusion detection, assessment, and surveillance” capability?
There is no explicit restriction on placing equipment outside of the inner perimeter. If offerors choose to place equipment outside of the inner perimeter, they should explain the reasoning and advantages for doing so.

What types of “evidence of transmission” are considered valid for meeting this requirement?
Offerors may provide whatever reasonable form of evidence of transmission of their choosing. This requirement is intended to facilitate Government follow-up in the case that Past Performance information has not been received from the indicated POCs.

This will likely mean that the BOEs will have to be submitted twice: once in Section 3 (without labor cost info) and again in Section 5 with the Cost Formats so there is traceability from the BOEs to the WBS Excel Cost Formats. This will add considerably to the page count (200 – 300 additional pages). Would it be possible to include the BOEs only in Section 5 Cost Formats so full information (direct labor costs, indirect costs, etc.) can be presented once and can be verified against the Cost Format spreadsheets? |
| BOEs shall only be submitted in Section 3 of Volume IV. The Cost Formats indicate that the material, subcontracts, labor hour, and other direct cost spreadsheet tabs must reconcile back to the BOEs in the Cost Volume. However, this does not require duplication of the BOEs for the Cost Formats. The information included in the BOEs (i.e. labor hours) should correspond to the labor hours and WBS included in the Cost Format. As we work towards our solutions for the subject sample problems, we believe that we could be more complete and accurate if we had more information on the items in the Approved Equipment List. We believe that it would be prudent to have the Govt. provide all of the SCDs (source control drawings) for the TASS/AEL equipments. There may be a web site that we could visit. This information was provided in previous procurements and was very helpful.
SCD documents for the TASS/AEL are now available upon request in the Bidder’s Library. See cover letter dated 20 Dec 13 for instructions.

The RFP (Section L, page 19) says to use 1 October 2014 as a start date for T&M and sample problem pricing purposes. Our fiscal year runs on the calendar year so the period 1 October to 31 December 2014 is still in our fiscal year 2014. The T&M spreadsheets start with 2015. Can we add columns/rows to include 2014?

Tactical Site Installation Specific Assumption: Power – No permanent power exists on base. The offerer must provide power for installation and operation of the system.
Question: Will the base (GFP Base Support) provide continuous fuel for the generators or are we responsible to supply the cost associated with the logistical chain of providing fuel?
The Government is reviewing this question and will include a response in the next set of Q&As.

The government previously answered font size related to this proposal as shown below. Request reconsideration and recommend that tables, charts, graphs, and figures use no less than 9 point font? Our experience indicates this font is legible and doesn't degrade the ability to review or understand the material.
(Previous Answer) To clarify, no less than 11 point, Times New Roman font is permitted for the entire proposal.
Section L 2.2.2b now reads as follows: Tables, charts, graphs and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible and shall not exceed 11 by 17 inches in size. Arial or Helvetica font will also be permitted for use in charts, graphs or figures.

Section L-7 Cost Formats
In general they give us formatting instructions; but don’t really seem to say whether or not they want us to modify their cost model. A few of the tabs I checked seem to have margins lower than what is required; and most everything is fit to pages or scaled down; with different font sizes. We may want to ask if the formatting instructions apply to the Attachment 8 “Cost Format” excel model and whether we can scale down for printing purposes or not (it says tables can go down as low as 8 pt font; but if some of these are 10 pt and scaled down 50% or more like they are it would be much less)

Regarding Volume V – Contract Documentation
Do all the Exhibits and Attachments listed under 7.1.10 Section J (p.26-27 of Section L) belong in Volume V?
a. For example, Exhibit A under Section J are the CDRLs which the RFP says (p. 26 of Section L) will not be incorporated into the resulting contract.
b. Also listed are Sections L and M (p. 27) which aren’t usually part of the contract and which the earlier description of the Model Contract contents (just Sections A through K) omits Section 7.1.10 has been updated. It also clarifies what must be included in the offerors proposal Volume V submittal.
Exhibit A will be incorporated into the resulting contract, however, the solicitation does not call for submittal of CDRLs as part of the proposal and will not be included in an offerors proposal Volume V.
