1.0 PROGRAM STRUCTURE AND OBJECTIVES

The Force Protection Site Security System (FPS3) contract is a five (5) year ordering period IDIQ contract (with performance period extending an additional three years) utilizing Firm-Fixed-Price (FFP), Fixed Price Incentive Fee (FPIF), Cost-Plus-Fixed-Fee (CPFF), Cost Plus Incentive Fee (CPIF), Cost Reimbursement (CR), and Time & Material (T&M) contract types and the following initial order Contract Line Item Number (CLIN) structure:

CLIN “0001” of the FPS3 Request for Proposal (RFP) is a Firm-Fixed-Price Post Award Conference CLIN in the amount of $5,000.00 intended to meet the minimum ordering requirement of any resulting IDIQ contract. Each IDIQ awardee will receive an order against CLIN 0001 in the amount of $5,000.00.

The FPS3 contract provides for acquisition of Integrated Base Defense (IBD) electronic security systems including but not limited to the Integrated Base Defense Security System (IBDSS); tactical security systems such as the Tactical Automated Security System (TASS); and the delay/denial systems such as the Remote Target Engagement System (RTES). These systems provide electronic capabilities to support and enhance site security and assist security forces in protecting assets and personnel at nuclear and non-nuclear fixed and/or tactical sites around the world. The ultimate goal of the FPS3 contract is to provide security forces with the capability to “See First, Understand First, and Act First.” In short, through this contract, users will be provided with integrated systems and equipment, tailored to specific user needs, which provide an electronic means to assist security forces in protecting personnel, assets, and facilities worldwide. Systems capabilities include area intrusion detection; access control; alarm reporting and display; remote alarm assessment; and alerting security response forces to intrusions. Additionally, systems provide an integrated command and control capability, permitting situational awareness reporting and warning information to be rapidly and accurately passed among security and force protection communities. Associated capabilities such as fencing, lighting, power, ground communications systems, and other infrastructure improvements may also be required. The contract also provides for remote command and automated activation of delay/denial devices.

The contract provides associated project support including but not limited to program management, systems engineering, repair of contractor-furnished equipment and Government Furnished Property (GFP), test, training, interim contractor support and/or contractor logistics support. The contract also provides special studies and analyses, and qualification and acceptance testing of Commercial-Off-The-Shelf (COTS) equipment when ordered or proposed. It includes provisions for acquisition of security systems to support Department of Energy (DOE), Department of State (DOS), other DoD customers, and Foreign Military Sales (FMS) customers.

IBDSS Systems acquired under this contract will consist of either (1) already proven COTS equipment from the Approved IDS Equipment List, published by AF/A7S (hereafter referred to as the “Approved Equipment List [AEL]); or (2) non-AEL COTS equipment proposed by the offerors (or otherwise specifically required by the Government as part of a Delivery Order solicitation). All non-AEL equipment, if proposed as part of an FPS3 Indefinite Delivery/Indefinite Quantity (IDIQ) contractor’s proposal to satisfy subsequent DO requirements must be qualified (tested) to meet specified performance requirements and proven (through test) to be “certifiable” for use prior to installation should the FPS3 IDIQ contractor’s proposal be selected for DO award. Although new IDS security technologies may be proposed by the FPS3 IDIQ contractors throughout the life of this contract, offeror adherence to previously proven and approved technologies to the maximum extent possible will be encouraged.

Tactical security equipment purchases will be Government Off-the-Shelf TASS equipment. However, both TASS and RTES system upgrades/modifications (if ordered) may require use of either COTS and/or new development items as Government requirements (identified at the time of delivery order solicitation) may demand.

Installation and support requirements may require performance of multiple installations at different locations in parallel, and/or quick reaction support to sites around the world. Funding for FPS3 requirements may include multiple AF appropriations (e.g., 3600, 3080, 3400) or other DOD and Federal Agency appropriations and FMS funding as applicable.

1.1 Budget/Funding Information

For consideration in developing your proposal, the projected program/budget funding across the five-year FPS3 period of performance is as follows:

2.0 GENERAL INSTRUCTIONS

a. This section provides general guidance for preparing proposals as well as specific instructions on the format and content of the proposal. The offeror’s proposal must include all data and information requested and must be submitted in accordance with these instructions. The offer shall be compliant with the requirements as stated in the Statement of Work (SOW), Model Contract, including all Exhibits and Attachments thereto, and all attachments to this IFPP including supplemental instructions contained herein. Non-conformance with these IFPP instructions and/or submittal of an incomplete package may result in an offer being considered non-responsive and in an unfavorable proposal evaluation.

b. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. The offeror shall assume that the Government has no prior knowledge of the offeror’s facilities and experience, and will base its evaluation on the information presented in the offeror’s proposal.

c. Elaborate brochures or documentation, binding, detailed artwork, or other embellishments are unnecessary and are not desired.

d. The proposal acceptance period is specified in Section A of the model contract/solicitation. The offeror shall make a clear statement in Section A of the proposal documentation volume that the proposal is valid through this date.

e. In accordance with FAR Subpart 4.8 (Government Contract Files), the Government will retain one complete copy of all unsuccessful proposals. Unless the offeror requests otherwise, the Government will destroy extra copies of such unsuccessful proposals.

2.1 General Information

2.1.1 Point of Contact

The Contracting Officer (CO) is the sole point of contact for this acquisition. Address any questions or concerns you may have to the CO. Written requests for clarification may be sent to the CO at the address located in Section A of the model contract/solicitation.

2.1.2 Debriefings

The CO will promptly notify offerors of any decision to exclude them from the competitive range, whereupon the offerors may request and receive a debriefing in accordance with FAR 15.505. The CO will notify unsuccessful offerors in the competitive range of the source selection decision in accordance with FAR 15.505. Offerors desiring a debriefing must make their request in accordance with the requirements of FAR 15.505 or 15.506, as applicable.

2.1.3 Discrepancies

If an offeror believes that the requirements in these instructions or the RFP contain an error, omission, or are otherwise unsound, the offeror shall immediately notify the CO in writing with supporting rationale. The offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussion.

2.1.4 Bidder’s Library

There will be a “virtual” FPS3 Bidder’s Library containing pertinent reference and technical data, supporting documents, announcements and information for offerors. This virtual library can be accessed through the FedBizOpps site at http://www.fedbizopps.gov.

2.1.5 Notification to Offerors/Organizational Conflict of Interest (OCI)

2.1.6 Cost or Pricing Information

All cost or pricing information shall be addressed ONLY in the Cost/Price Proposal and Contract Documentation Volumes. Cost tradeoff information, workhour estimates and material kinds and quantities may be used in other volumes only as appropriate for presenting rationale for alternatives or design and tradeoff decisions. Hard copy and electronic copies of non-Cost/Price Volumes shall be “sanitized.” “Sanitized,” as used herein, means free of unit prices, total item prices, or other information that would conform to the definition of “Cost or Pricing Data” as defined in FAR Part 2.

2.1.7 Classified Information

Proposals must not include classified information.

2.2 Organization

The offeror shall prepare the proposal as set forth in the Proposal Organization Table 2 below. The titles and contents of the volumes shall be as defined in this table, all of which shall be within the required page limits and with the number of copies as specified. The attachments for volumes shall be properly marked and included within the same three-ring binder with its respective volume. The contents of each proposal volume are described in the IFPP paragraphs as noted in the table below.

2.2.1 Page Limitations

Page limitations shall be treated as maximums. If exceeded, the excess pages will not be read or considered in the evaluation of the proposal and (for paper copies) will be returned to the offeror as soon as practicable. Page limitations may be placed on responses to Evaluation Notices (ENs). The specified page limits for EN responses will be identified therein. EN responses shall include proposal page revisions as applicable. For all Volumes and Attachments thereto, each page shall be counted except the following:

2.2.2 Page Size and Format

a. A page is defined as each face of a sheet of paper containing information. When both sides of a sheet display printed material, it shall be counted as two pages. Page size shall be 8.5 x 11 inches, not including foldouts. Pages shall be single-spaced. Except for the reproduced sections of the solicitation document, the text shall be Times New Roman and the size shall be no less than 11 point. Tracking, kerning, and leading values shall not be changed from the default values of the word processing or page layout software. Use at least 1-inch margins on the top and bottom and 3/4 inch side margins. Pages shall be numbered sequentially by volume. These page format restrictions shall also apply to responses to ENs. These limitations shall apply to both electronic and hard copy proposals.

b. Tables, charts, graphs and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible and shall not exceed 11 by 17 inches in size. Arial or Helvetica font will also be permitted for use in charts, graphs or figures. Foldout pages shall fold entirely within the volume, and each 8.5 x 11 surface of a foldout shall be counted as a separate page. Foldout pages may only be used for large tables, charts, graphs, diagrams and schematics; not for pages of text. These limitations shall apply to both electronic and hard copy proposals.

2.2.3 Cross-Referencing

To the greatest extent possible, each volume shall be written on a standalone basis so that its contents may be evaluated with a minimum of cross-referencing to other volumes of the proposal. Information required for proposal evaluation which is not found in its designated volume will be assumed to have been omitted from the proposal. Cross-referencing within a proposal volume is permitted where its use would conserve space without impairing clarity.

The offeror shall provide a completed Solicitation Cross Reference Matrix indicating the proposal reference information as it relates to the IFPP, Section L, Section M, Statement of Work, and other references found therein. The Solicitation Cross Reference Matrix is provided at Attachment L-1.

2.2.4 Indexing

Each volume shall contain a more detailed table of contents to delineate the subparagraphs within that volume. Tab indexing shall be used to identify sections.

2.2.5 Glossary of Abbreviations and Acronyms

Each volume shall contain a glossary of all abbreviations and acronyms used therein. The glossary shall be used only to spell out abbreviations and acronyms, not to provide an expanded definition of terms. Glossaries do not count against the page limitations for their respective volumes.

2.2.6 Binding and Labeling

Each volume of the proposal should be separately bound in a three-ring loose-leaf binder which shall permit the volume to lie flat when open. Staples shall not be used. A cover sheet should be bound in each book, clearly marked as to volume number, title, copy number, solicitation identification and the offeror’s name. The same identifying data should be placed on the spine of each binder. All unclassified document binders shall have a color other than red or other applicable security designation colors. Be sure to apply all appropriate markings including those prescribed in accordance with FAR 52.215-1(e), Restriction on Disclosure and Use of Data, and 3.104-4, Disclosure, Protection, and Marking of Contractor Bid or Proposal Information and Source Selection Information.

2.2.7 Electronic Offers

The content and page size of electronic copies must be identical to the hard copies. In the event there is a difference in content or page size between hard and electronic copies, the Government will base its evaluation on the hard copies. For electronic copies, indicate on each CD/DVD the volume number and title. Use separate files to permit rapid location of all portions, including subfolders, exhibits, annexes, and attachments, if any. The offeror shall submit volumes I through V in electronic format, using a separate read-only CD/DVD for each volume. If files are compressed, the necessary decompression program must be included. The electronic copies of the proposal shall be submitted in a format readable by Microsoft (MS) Word 2010, MS Excel 2010, MS-Project 2010, and MS-Power Point 2010, as applicable.

2.2.8 Distribution

The "original" proposal shall be identified. Proposals shall be addressed to the Contracting Officer and delivered to:

3.0 VOLUME I - EXECUTIVE SUMMARY

In the Executive Summary volume, the offeror shall provide the following:

3.1 Master Table of Contents

Include a Master Table of Contents of the entire proposal (not included in the 5 page limit for the Volume).

3.2 Narrative - Summary

Offeror’s executive summary shall include the following: A concise narrative summary of the entire proposal, including significant risks, and a highlight of any key or unique features, excluding cost/price. The salient features should tie in with Section M evaluation factors. Any summary material presented in this volume shall not be considered as meeting the requirements for any portions of other volumes of the proposal.

3.3 Attachment 1 – Solicitation Cross Reference Matrix

Complete the Solicitation Cross Reference Matrix, provided at RFQ Attachment L-1, indicating the proposal reference information as it relates to the SOW, Section M, Section L, and other references found therein.

3.4 Attachment 2 - Organization Chart

Provide an organization chart of the company and the department where the FPS3 effort will be managed.

4.0 VOLUME II - TECHNICAL

4.1 General

The Technical Volume should be specific and complete. Legibility, clarity and coherence are very important. Your responses will be evaluated against the Technical Factor in Section M, Evaluation Factors for Award. Using the instructions provided below provide as specifically as possible the actual methodology you would use for accomplishing/satisfying the sample problem requirements. All the requirements specified in the solicitation are mandatory. By your proposal submission, you are representing that your firm will perform all the requirements specified in the solicitation. It is not necessary or desirable for you to tell us so in your proposal. Do not merely reiterate the objectives or reformulate the requirements specified in the solicitation.

4.2 Format and Specific Content

Your proposed technical approach and methodology/processes/procedure for accomplishing /satisfying all technical requirements and objectives shall be presented in the Technical Volume. In this volume, your proposed approach shall map to the Technical Factor identified in Section M.

4.3 Table of Contents

The offeror shall provide a table of contents of the Technical Quote that includes a List of Tables and Drawings and attachments included in the Technical Volume. For clarity, each table, drawing, and attachment shall be referenced to its applicable Section, and Sub-section of the Technical Volume.

4.4 Technical Volume IIA Sample Problem #1 - Fixed Site Sample Problem (15 page limit)

4.4.1 Design/Install Approach

Provide a narrative description of the proposed system security conceptual design, installation, and integration solution to Sample Problem #1 (Fixed Site Sample Problem) in sufficient detail to explain the rationale for the design including supporting infrastructure, coverage areas, integration of GFE, rationale for location of equipment, and other information which conveys a description of the proposed sample problem design and how it proposes to satisfy requirements. Include a narrative description of the proposed approach to identify, validate, verify, and manage variable infrastructure requirements for installation work. Include mitigation plans which the offeror proposes to use to ensure infrastructure needs are identified and corrected early in the process.

4.4.2 Test Approach

Provide the test plan and procedures which depict the offeror’s approach to verify that the system installation complies with sample problem requirements. The plan and procedures shall also include a description of proposed test procedures that will verify the functionality of proposed subsystems, and shall include a proposed test verification matrix in the format described in Attachment L-2, Table 4.3.

4.4.3 Quality Assurance Approach

Describe the offeror’s approach to assuring the quality of the Sample Problem #1 installation, to include the following items: a description of the inspection system that will cover all work tasks as required by the sample problem; specific areas to be inspected; the methodology for evaluating, recording and correcting the results of the inspections; and quality assurance checklist(s) proposed to adequately document the installation process and confirm quality assurance of the system equipment/installation and infrastructure.

4.4.4 Interim Contractor Support

Provide a description of the proposed approach to provide organizational & depot level support of the IDS Fixed Site System for one year after system turnover in accordance with Attachment L-2.

4.4.5 Attachments to Sample Problem #1 (No Page Limit)

Attachment 1 - Site Design & Install Drawings

Provide Site Design & Installation drawings for the proposed conceptual design solution to Sample Problem #1 (Fixed Site). Include sufficient detail to reflect locations where the equipment will be installed, integrated with GFE, infrastructure, coverage areas and other information and details to provide a conceptual overview of the proposed design.

Attachment 2 - Organization Chart

Provide an organization chart for the sample problem which depicts the offeror’s proposed organization structure; identifies the management reporting chain including management reporting relationships among the offeror and project subcontractors.

Attachment 3 – List of Equipment

Provide a separate proposed list of equipment to be used for the sample problem. Include the quantity of each piece of equipment. For Sample problem #1, the list of Intrusion Detection System (IDS) equipment (such as cameras, sensors, annunciators, etc.) proposed to be used to support the IDS system installation must be selected from the approved equipment list (Attachment L-2, Table 4.5). The contractor may select ancillary equipment that is not on the IDS list (such as displays, fiber optic converters, etc.) needed to support the installation. Separate the Sample Problem #1 list into those equipment items selected from the IDS equipment list and other ancillary equipment proposed to support the installation. All network equipment selected by the offeror shall be pre-certified, Joint Interoperability Testing Center (JITC) approved.

Attachment 4 – Integrated Master Schedule (IMS)

Provide an Integrated Master Schedule (IMS) (in Microsoft Project 2010 format) for the sample problem. The IMS shall be defined to the level of detail to which the offeror plans to manage execution of the projects to successfully meet the requirements of the sample problem. The IMS shall depict the critical path, each task’s duration, and its relationships with other tasks (both Government and offeror).

Attachment 5 - Risk Matrix

Provide a risk matrix for the sample problem identifying those significant programmatic risks or aspects of the sample problem projects you consider to have the potential for disruption of schedule, increased cost, or performance impact. Classify each risk as low, medium, or high and identify the probability and impact of occurrence. Propose a risk mitigation strategy for each identified risk. Identify and classify any new risks introduced by such risk mitigation.

Attachment 6 - Technical Assumptions

Identify assumptions associated with the technical proposal and impact if the Government does not accept the assumption (technical/cost/ schedule). For clarity, each assumption shall be referenced to the Section and Sub-section of the proposal to which it applies.

Attachment 7 - DODAF Architecture Data

Describe proposed DODAF Architecture for Sample Problem #1. This will include the SV-1 Systems Interface Description, which depicts system views, and the SV-2 System Communication Description, which depicts the system interconnections.

4.5 Technical Volume IIB Sample Problem #2 – Tactical Site Sample Problem (10 Page Limit)

4.5.1 Design/Install Approach

Provide a description of the proposed system security conceptual design, installation, and integration solution to Sample Problem #2 (Tactical Site Sample Problem). The description shall provide sufficient detail to explain the approach and depict proposed TASS configurations, to include where the equipment will be set up and how it will be integrated. The description will also address coverage areas.

4.5.2 Test Approach

Provide a summary level installation and checkout test plan and procedures proposed to verify the proposed solution to Sample Problem #2. The installation and checkout plan and procedures shall depict the offeror’s approach to verify that the system installation complies with sample problem requirements. The plan and procedures shall also include a description of proposed test procedures that will verify the functionality of proposed subsystems, and shall include a proposed test verification matrix in the format described in Attachment L-2, Table 4.3.

4.5.3 Attachments to Sample Problem #2 – (No Page Limit)

Attachment 1 - Site Design & Install Drawings

4.6 Technical Volume IIC Supply Chain Risk Management (5 Page Limit)

Provide a description of offeror’s supply chain risk management approach/processes and procedures.

4.7 Technical Volume IID Cost/Schedule Control (5 Page Limit)

Describe processes to manage schedule and control costs. Describe the proposed approach to identify, respond to and mitigate impacts of unanticipated schedule delays caused by external circumstances (weather, base exercises, operational constraints, etc.) that could impact schedule or cost.

5.0 VOLUME III – PAST PERFORMANCE

5.1 Contents

a. Table of Contents

b. Summary Page describing the role of the offeror and each subcontractor, teaming partner, and/or joint venture partner that the offeror is required to provide Past and Present Performance Information Sheets on in accordance with paragraph 5.2 below.

c. Past and Present Performance Information Sheets in accordance with Attachment L-3 (see paragraph 5.2 below).

d. Consent Letters executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing the release of past and present performance information so the offeror can respond to such information. A sample consent letter is included as Attachment L-6.

e. Client Authorization Letters for each identified effort for a commercial customer authorizing release to the Government of requested information on the offeror’s performance.

f. Organization Structure Change History - see paragraph 5.7 below.

5.2 Past Performance Information Sheets

Submit information on contracts/task orders you consider most relevant in demonstrating your ability to perform the proposed effort. The offeror shall submit Performance Information Sheets in accordance with the format contained in Attachment L-3. This information is required on the offeror and subcontractors, teaming partners, and/or joint venture partners proposed to perform aspects of the effort the offeror considers critical to overall successful performance. Offerors are cautioned that the Government will use data provided by each offeror in this volume and data obtained from other sources in the evaluation of past performance. “Prime contractor” means the legal entity with which the Government creates contractual privity by entering into a contract. “Subcontractor,” “teaming partner,” and “joint venture partners” mean any supplier, distributor, vendor, or firm that furnishes supplies or services to or for a prime contractor or another subcontractor, teaming partner, or joint venture partner. The offeror shall submit up to twelve (12) total Performance Information Sheets identifying active or completed contracts or task orders, either Government or commercial. Each relevant contract/task order shall have been performed during the past 5 years from the date of issuance of this solicitation and continuing up to date of award. Performance Information Sheets, up to twelve, are limited to a maximum of 48 pages total. Offerors are cautioned that the Government will use data provided by each offeror in this volume and data obtained from other sources in the evaluation of past and present performance

5.5 Relevant Contracts

Submit information on contracts/task orders that you consider relevant in demonstrating your ability to perform the proposed contractual effort. Include rationale supporting your assertion of relevance. Indicate whether your performance on the contract was/is as a prime, subcontractor, teaming partner, or joint venture partner. For a description of the characteristics or aspects the Government will consider in determining relevance, see Section M, Clause M002, paragraph d, Past Performance Factor. Note that the Government will only consider contracts/task orders performed during the past 5 years from the date of issuance of this solicitation and continuing up to date of award. Offerors are required to explain what aspects of the contracts/task orders are deemed relevant to the proposed effort, and to what aspects of the proposed effort they relate. To clearly link the past performance information to the IDIQ SOW requirements, the offeror should identify which contracts/task orders are relevant indicators of performance against the SOW. A prime contractor can use any combination of individual contracts or task orders to show they have managed different projects at different bases concurrently.

5.6 Specific Content

Offerors are required to explain what aspects of the contracts/task orders are deemed relevant to the proposed effort, and to what aspects of the proposed effort they relate. Offerors may include a discussion of efforts accomplished by the offeror to resolve problems encountered on prior contracts/task orders as well as past efforts to identify and manage program risk. Merely having problems does not automatically equate to a Limited or a No Confidence rating, since the problems encountered may have been on a more complex program, or an offeror may have subsequently demonstrated the ability to overcome the problems encountered. The offeror is required to clearly demonstrate management actions employed in overcoming problems and the effects of those actions, in terms of improvements achieved or problems rectified.

5.7 Organizational Structure Change History

Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant present or past efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. To facilitate this relevancy determination, include in this proposal volume a "roadmap" describing all such changes in the organization of your company. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation/performance confidence assessment. Since the Government intends to consider present and past performance information provided by other sources as well as that provided by the offeror(s), your "roadmap" should be both specifically applicable to the efforts you identify and general enough to apply to efforts on which the Government receives information from other sources.

5.8 Questionnaires

The offeror shall send out Past and Present Performance Questionnaires to each of the Points of Contact (POCs) identified in their Past and Present Performance Volume, and provide evidence of transmission to those POCs if requested. This shall be accomplished in advance of the due date of the Past and Present Performance Volume to ensure that information is provided by POCs by requested due date. POCs will submit completed questionnaires directly to the Government. Once the Past and Present Performance Questionnaires are completed by the POCs, the information contained therein shall be considered sensitive and shall not be released to you, the offeror. The Past and Present Performance Questionnaire and a cover letter for transmitting the questionnaire to each POC for Past and Present Performance Questionnaire are provided at Attachments L-4 and L-5. The offeror may add its own transmittal letter to provide a company point of contact in case questions arise from the POC.

5.9 Past Performance Information Disclosure

Past performance information concerning subcontractors and teaming partners cannot be disclosed to a private party without the subcontractor's or teaming partner's consent. Attachment L-6 provides a sample of a Subcontractor/Teaming Partner consent Form for release of Past and Present Performance Information to the Prime Contractor which must be submitted as part of your Past Performance Volume.

6.0 VOLUME IV - COST/PRICE

6.1 Introduction

These instructions are to assist you in submitting information other than cost or pricing data that is required to evaluate the reasonableness and realism of your proposed cost/price. Compliance with these instructions is mandatory and failure to comply may result in rejection of your proposal. For award purposes, evaluation will be in accordance with Section M.

6.2 General Instructions

6.2.1 Cost/Price Reasonableness and Realism

Note that unrealistically low or unreasonably high proposed costs or prices, initially or subsequently, may be grounds for eliminating a proposal from competition either on the basis that the offeror does not understand the requirement or has made an unrealistic proposal. Offers should be sufficiently detailed to demonstrate their reasonableness and realism. The burden of proof for credibility of proposed costs/prices rests with the offeror. All cost information included in the proposal must be consistent with the Cost/Price Volume.

6.2.2 Ground Rules and Assumptions

The ground rules and assumptions (e.g., contract type, contract items, delivery schedule, GFE/GFP, etc.) of the prospective contract are provided in the appropriate sections of the RFP. Note that AFI 31-101, Air Force Installation Security Program, which is not releasable until after contract award, is not required to complete the sample problem solutions.

Proposals for T&M labor rates shall be based on the Contractor fiscal year (CFY), offeror shall identify their FY. Assume for pricing purposes a Period of Performance commencing 1 October 2014 for the T&M tables and the sample problems.

For T&M efforts, labor hour rates are for both price and contract purposes. Offerors may not propose other labor categories at this time.

6.2.3 Estimating Techniques, and Methods

When responding to the Cost/Price Volume requirements in the solicitation, the offeror, subcontractor, teaming partner and joint venture partner may use any generally accepted estimating technique, including contemporary estimating methods (such as Cost-to-Cost and Cost-to-Non-Cost Estimating Relationships (CERs), commercially available parametric cost models, in-house developed parametric cost models, etc.), to develop their estimates. If necessary, reasonable and supportable allocation techniques may be used to spread hours and/or costs to lower levels of the work breakdown structure (WBS).

The Government intends to use Microsoft (MS) Excel to analyze the offerors' proposals and to create the Government' Estimate of Most Probable Cost (GEMPC). Offerors are required to submit electronic files of the proposal estimate using sample Excel cost formats (FPS3 Cost Formats.xls) provided by the Government Section L, Attachment L-7. Offerors are to provide narrative documentation to support the Basis of Estimate.

6.2.4 Non-Required Information

Information beyond that required by this instruction shall not be submitted, unless you consider it essential to document or support your cost/price position. All information relating to the proposed price including all required supporting documentation must be included in the section of the proposal designated as the Cost/Price volume or in the associated Price Tables (B-Tables). Under no circumstances shall this information and documentation be included elsewhere in the proposal.

6.2.5 Cost or Pricing Information Requirements

The Contracting Officer (CO) has made a preliminary determination of “Adequate Price Competition”. Therefore, a Certificate of Current Cost or Pricing Data per FAR 15.403-4 will not be required. In the event that adequate competition does not emerge in response to the solicitation, the CO may require current cost and pricing data in accordance with FAR 15.4.

In accordance with FAR 15.403-1(b) and 15.403-3(a), information other than cost or pricing data may be required to support cost or price reasonableness and cost realism. Information shall be provided in accordance with FAR 15.403-5. If, after receipt of proposals, the CO determines that there is insufficient information available to determine price reasonableness and none of the exceptions in FAR 15.403-1 apply, the offeror shall be required to submit cost or pricing data.

6.2.6 Subcontractor/Interdivisional Transfer Cost Proposals

A separate Cost Volume, including a Cost Format, shall be submitted by each subcontractor, joint venture partners, teaming partners, and/or interdivisional transfer (IDT) (including subsidiaries) that exceeds a threshold of twenty (20) percent on the CPFF efforts. (NOTE: If the Basis of Estimates (BOEs) for an IDT or subcontractor over the twenty (20) percent threshold is included in the prime contractor’s consolidated BOE, the subcontractor proposal need not include a separate BOE submission as long as there is a one-to-one match between BOEs and the subcontractor proposal.) If a subcontractor considers any portion of cost documentation “proprietary,” that portion of the documentation shall be submitted under separate cover directly to the Contracting Officer. This documentation must be submitted by the same date and time that the prime contractor’s proposal is due to the Contracting Officer. The prime contractor proposal, however, shall uniquely identify subcontractor, interdivisional, and other subcontractor labor hours, material prices, and total burdened costs. The prime contractor is responsible for the consistency of the cost data between the prime contractor submission and the subcontractor/interdivisional submission. Any price adjustments to the subcontractor/interdivisional submission, and vendor’s and other subcontractor’s proposed prices, that is included in the prime proposal submission, including discounting or expected decreases to be achieved in negotiations, shall be fully identified and explained.

6.2.7 Rounding

All dollar amounts provided shall be rounded to the nearest dollar. All loaded labor rates shall be rounded to the nearest penny.

6.3 Volume Organization

The Cost/Price Volume shall be prefaced by a table of contents, which shall specify, by page number, where each requested section of cost narrative documentation is located. The Cost Volume shall include the following:

As noted in Table 2.2 above, the offeror shall provide four (4) hard copies (including one original, two (2) copies, one (1) sanitized version) and two (2) electronic copies of the Cost Volume (including one (1) sanitized version). The offeror’s Sanitized Cost Volume shall include Sections 1, 2, 3 and 4 but shall not include any cost information such as unit prices, rates, or dollar amounts.

6.3.1 Section 1 – Proposal Summary and Estimating Methodology Overview

6.3.1.1 Proposal Summary. Provide information in accordance with FAR Part 15, General Instructions, Table 2.

6.3.1.2 Estimating Methodology Overview. Provide an estimating methodology overview as described below.

6.3.1.2.1 Estimating System. Provide a summary description of your standard estimating system or methods. The summary description shall cover separately each major cost element (e.g., Direct Material, Engineering Labor, Manufacturing Labor, Indirect Costs, Other Direct Costs, Overhead, G&A, etc.). Also, identify any deviations from your standard estimating procedures in preparing this proposal volume. Indicate whether you have Government approval of your system and if so, provide evidence of such approval.

6.3.1.2.2 Purchasing System. Provide a summary description of your purchasing system or methods (e.g., how material requirements are determined, how sources are selected, when firm quotes are obtained, what provision is made to ensure quantity and other discounts). Also, identify any deviations from your standard procedures in preparing this proposal. Indicate whether you have Government approval of your system and if so, provide evidence of such approval.

6.3.1.2.3 Accounting System. Indicate whether you have Government approval of your accounting system and estimating system and if so, provide evidence of such approval. Also, identify any deviations from your standard procedures in preparing this proposal.

6.3.1.2.4 Explanation of Estimating Methods Used. Explain the methodology used to estimate each cost element. As a minimum, provide the following information for each cost element.
