EXHIBIT A

REPRESENTATIVE CONTRACT DATA REQUIREMENTS LIST (CDRL)

FOR

FORCE PROTECTION SITE SECURITY SYSTEM (FPS3)

5 DECEMBER 2013

GENERAL INSTRUCTIONS

1. The Data Items on the DD Forms 1423 are cross-referenced thereon in Block 5, to the associated Contractor Statement of Work and Integrated Master Plan (IMP) paragraphs under which the specific tasks are generated. These data items shall be prepared in accordance with the applicable Data Item Descriptions (DIDs), tailored as specified in the DD 1423. The Acquisition Streamlining and Standardization Information System (ASSIST) web site is the official DoD source for DIDs. The ASSIST website has replaced DoD 5010.12-L, Acquisition Management System and Data Requirements Control List (AMSDL) as the official listing of approved DIDs.

a) Standard DIDs. Located on the ASSIST website at: http://assist.daps.dla.mil/quicksearch/

b) Tailored DIDs. These are standard DIDs which have specific modifications or tailoring applied to them. These are identified with the suffix “/T” at the end of the DID number in Block 4.

2. Block 10 of DD Form 1664 (DID), together with any DID tailoring, contains instructions, which shall be followed by the contractor in the preparation of data for delivery under this contract.

1. Unless otherwise specified in the DD 1423, data submitted in this contract shall be accompanied by a Letter of Transmittal (L\T) and be identified with the following elements:

a)Contractor
b)Contractor’s Transmittal Letter Number, including a running serial number and date
c)Contract Number
d)CDRL Data Item (Sequence) Number
e)DID number and Title
f)Revision Identification, if any
g)Block 14 (or modified) distribution list

4. Data shall be submitted for receipt by the customer in accordance with the delivery schedule specified on the individual DD Form 1423, except that due dates falling on non-working days (Saturdays, Sundays, and recognized national {legal} holidays) shall be construed to mean the next regular working day. All due dates (e.g., 30 DAC) are calendar counted unless designated otherwise.

5. Existence of an “A” in Block 8 on the DD Form 1423 indicates written approval by the Procuring Contracting Officer (PCO) is required. If the Contractor has not received approval/disapproval of a data submission within 30 days the Contractor shall notify the Government if there is an impact to the program. In the event that a data submission is disapproved, the PCO will advise the contractor of the reasons for disapproval and a resubmission shall be accomplished within 10 days unless designated otherwise. Approval indicates Government concurrence to proceed to the next event. In the absence of an “A” in Block 8, the Government has the inherent right to disapprove any data item. Approval does not ensure compliance with DID format and content requirements, since the Contractor is obligated to meet these requirements under the terms of the contract.

6. The contractor shall address all letters of transmittal to the Procuring Contracting Officer

CDRL Blocks 17 & 18 are not included in this RFP. As CDRLs are not separately priced for this order, the contractor is not responsible for completing this portion of the CDRL document.

INSTRUCTIONS FOR COMPLETING DD FORM 1423

(See DoD 5010.12-M for detailed instructions.)

Item A. Self-explanatory.

Item B. Self-explanatory.

Item C. Mark (x) appropriate category: TDP - Technical Data Package; TM - Technical Manual; Other - other category of data, such as “Provisioning,” “Configuration Management,” etc.

Item D. Enter name of system/item being acquired that data will support.

Item E. Self-explanatory (to be filled in after contract award).

Item F. Self-explanatory (to be filled in after contract award).

Item G. Signature of preparer of CDRL.

Item 1. See DoD FAR Supplement Subpart 4.71 for proper numbering.

Item 2. Enter title as it appears on data acquisition document cited in Item (optional entry).

Item 3. Enter subtitle of data item for further definition of data item (optional entry).

Item 4. Enter Data Item Description (DID) number, military specification number, or military standard number listed in DoD 5010.12-L (AMSDL), or one-time DID number, that defines data content and format requirements.

Item 5. Enter reference to tasking in contract that generates requirement for the data item (e.g., Statement of Work paragraph number).

Item 6. Enter technical office responsible for ensuring adequacy of the data item.

Item 7. Specify requirement for inspection/acceptance of the data item by the Government.

Item 8. Specify requirement for approval of a draft before preparation of the final data item.

Item 9. For technical data, specify requirement for contractor to mark the appropriate distribution statement on the data (ref. DoDD 5230.24).

Item 10. Specify number of times data items are to be delivered.

Item 14. Enter addressees and number of draft/final copies to be delivered to each addressee. Explain reproducible copies in Item 16.

Item 15. Enter total number of draft/final copies to be delivered.

Item 16. Use for additional/clarifying information for Items 1 through 15. Examples are: Tailoring of documents cited in Item 4; Clarification of submittal dates in Items 12 and 13; Explanation of reproducible copies in Item 14; Desired medium for delivery of the data item.

FOR THE CONTRACTOR

Item 17. Specify appropriate price group from one of the following groups of effort in developing estimated prices for each data item listed on the DD Form 1423.

a. Group I. Definition - Data which is not otherwise essential to the contractor’s performance of the primary contracted effort (production, development, testing, and administration) but which is required by DD Form 1423.

Estimated Price - Costs to be included under Group I are those applicable to preparing and assembling the data item in conformance with Government requirements, and the administration and other expenses related to reproducing and delivering such data items to the Government.

b. Group II. Definition - Data which is essential to the performance of the primary contracted effort but the contractor is required to perform additional work to conform to Government requirements with regard to depth of content, format, frequency of submittal, preparation, control, or quality of the data item.

Estimated Price - Costs to be included under Group II are those incurred over and above the cost of the essential data item without conforming to Government requirements, and the administrative and other expenses related to reproducing and delivering such data item to the Government.

c. Group III. Definition - Data which the contractor must develop for his internal use in performance of the primary contracted effort and does not require any substantial change to conform to Government requirements with regard to depth of content, format, frequency of submittal, preparation, control, and quality of the data item.

Estimated Price - Costs to be included under Group III are the administrative and other expenses related to reproducing and delivering such data item to the Government.

d. Group IV. Definition - Data which is developed by the contractor as part of his normal operating procedures and his effort in supplying these data to the Government is minimal.

Estimated Price - Group IV items should normally be shown on the DD Form 1423 at no cost.

Item 18. For each data item, enter an amount equal to that portion of the total price which is estimated to be attributable to the production or development for the Government of that item of data. These estimated data prices shall be developed only from those costs which will be incurred as a direct result of the requirement to supply the data, over and above those costs which would otherwise be incurred in performance of the contract if no data were required. The estimated data prices shall not include any amount for rights in data. The Government’s right to use the data shall be governed by the pertinent provisions of the contract.

16. REMARKS

BLK 4: DD Form 1664, Blk 10 (Preparations Instructions) is tailored as follows:

Add to paragraph 10.1 the following sentences: “The report shall be prepared in contractor format using MS Word or compatible format. Report shall clearly state Contract #, Contractor Name, CDRL # and Title or Subtitle, and Report Date.”

Modify Sub-paragraph 10.2 to read: “The report shall itemize the planned usage for all GFE by site. Provide a list of GFE intended for re-use/systems integration, including version(s) of software and firmware by equipment nomenclature and serial number as applicable. The report shall contain the following information:”

Modify subparagraph 10.2.7 to read: “Results of inspection/ checkout/test Report. Describe results and report conclusions regarding the function and physical condition of the GFE including infrastructure and rational explaining suitability/non-suitability for systems integration and proposed disposition of GFE not planned to be integrated. Also identify any grounding issues/discrepancies.”

BLK 9: The following distribution statement and destruction notice shall be on the title page of the document:

DISTRIBUTION STATEMENT C - Distribution authorized to U.S. Government agencies and their contractors for Administrative and Operational Use. Other requests for this document shall be referred to AFLCMC/HBU, 3 Eglin Street, Bldg. 1612, Hanscom AFB, MA 01731-2100.

BLKs 10, 11, 12 & 13: The GFE report shall be submitted NLT 15 work days prior to each design review.

If any changes occur to the planned GFE usage, subsequent GFE failure, need for replacement or other issue, the contractor shall provide an updated report to Government, within five work days.

If a GFE failure will require more than 24 hours for the contractor to restore equipment to operation, the contractor shall notify the Government electronically by email on the same day the failure occurs and provide schedule for when the GFE will be restored to operation.

Provide a list of GFE components/ equipment/software turned-in the central location within five work days of turn-in.

16. REMARKS

BLK 4: Data Item Description DI-QCIC-80510 (Preparations Instructions) is tailored as follows:

Replace paragraph 10.1 Content with the following:

10.1 Content. The Site Design Plans and Installation Specifications shall contain a detailed description of the methods and procedures the contractor intends to use installing and integrating the equipment and systems. The plan shall be standalone to the maximum extent possible, references to other documents shall be kept to an absolute minimum. The Plan shall be clearly marked at the bottom of each page “FOR OFFICIAL USE ONLY.” The plan shall contain the following:

Replace paragraph 10.1.1 with the following:

10.1.1. Environmental Conditions. The contractor shall identify the heating, ventilation & air conditioning (HVAC) requirements. The contractor shall state whether existing environmental control systems are adequate to handle the additional load.

Replace paragraph 10.1.3 with the following:

10.1.3 Interfaces. The contractor shall specify all demarcation points, as well as terminal designations, at which interconnection to base power, communications and existing grounding systems will be made. In addition, in order to comply with DIACAP requirements, the contractor shall supply Information Technology architectural diagrams and tables detailing the types of equipment used and the interconnection of system and network components. These diagrams will include local area network (intra-building) and wide area network (inter-building) connections. The documentation will include a list of the manufacturer, make, model and serial number of all components correlated by logical name. Interconnection documentation will include IT network diagrams including component logical name, IP address, and associated network port numbers as connected.

a. Tables. Tables shall provide a comprehensive listing of cables, conduits and terminations in table format and shall clearly illustrate the "from" and "to" routes of all cable connections. All cables shall be identified by cable number, size, type, length, gauge of conductor, applicable duct or raceway, manufacturer, and circuit function. Grounding conductors and connectors shall also be designated by size and type. Critical cable lengths shall be specified. There shall be one entry for each cable of the system

b. List of Materials (LOM) Format and Content. The LOM shall clearly distinguish between Government Furnished Equipment (GFE) and parts, and Contractor Furnished Equipment (CFE) and parts. The contractor’s format is acceptable but must include the following as a minimum:

10.1.7 Drawing Package Format and Content. The drawings package shall contain both site specific and standard drawings and details. In general, if a standard drawing is incorporated into a drawing package with only minor changes, the standard drawing title block shall state the originating agency, with revision notes annotated accordingly and the revision agency identified. All drawings must be reflected in the drawing index. The drawing package shall begin by conveying the macro view of the project and progress toward the micro views (e.g., Index and Abbreviations, Vicinity Maps, Base Maps, Site Plans, Floor Plans, Elevations, Sections, Details, Tables, and Part Listings). A comprehensive and fully integrated drawing package shall be organized in accordance with A/E/C CADD Standard Release 4.0 and shall be stamped certified by a licensed professional engineer as required.

All exterior infrastructure locations including, but not limited to, communications cables (buried, underground, open trench, and above ground) and associated structures and equipment, such as manholes, hand holes, duct banks, conduits, splice points, pedestals, etc., that are utilized for the security system shall also be identified by lat/long coordinates accurate to +/- 3 meters (verify accuracy using a commercial GPS receiver). The contractor shall provide this lat/long information on electronic media. The final design documents shall be labeled “Release for Construction”.

a. Other manufactured and customized items: For other manufactured and customized items, parts or components used in the installation, the drawing(s) shall be defined to the extent necessary for a competent manufacturer to produce such an item, which duplicates the physical, interface, and functional characteristics of the original item, without additional design engineering effort or recourse to the current design activity. This data shall reflect the approved, tested and accepted configuration of the defined item.

b. Drawing format. The drawings shall be prepared in ANSI D format using AutoCAD. Electronic drawings shall be provided in both AutoCAD .dwg format and .pdf format.

10.1.8 For Official Use Only Markings. The Drawings and LOM shall be clearly marked at the bottom of each page “FOR OFFICIAL USE ONLY”. The drawings are for Government use. No contractor ‘proprietary statements’ shall be included within the drawings or the LOM.

NLT the 65% design review submittal, the contractor shall identify its complete list of proposed long lead items and identify those items for which the contractor is requesting authority to purchase early (prior to 95% design review) to support its planned installation schedule.

An updated Government Comment Resolution Matrix reflecting agreed upon changes from the Design Reviews shall be submitted back to the Government 5 working days after the each design review as part of the meeting minutes submittal.

The complete updated submission of the Design Review package that incorporates 95% Design Review comments shall be submitted to the Government 15 working days after the completion of the 95% Design Review. Within 10 working days of receipt, the Government shall provide a notice of 95% design review submission approval/disapproval.

The final Site Design and Installation Plan shall be labeled “Release for Construction.”

The contractor shall submit a red-lined version of the Site Design and Installation Plan 10 working days after completion of Contractor Installation Verification. The redlined versions shall reflect all changes to the previously submitted drawing package and LOM. Redlines shall also capture and identify all known/found utilities, interferences and infrastructure anomalies.

NLT 30 working days after completion of Government Acceptance Testing, the Contractor shall provide a final “As-Built” version of the Site Design and Installation Plan that incorporates all redline changes.

“As-Built” electronic drawings shall be provided in both AutoCAD .dwg format and .pdf format. Within 10 working days of receipt, the Government shall provide a notice of approval/disapproval.

Unless otherwise specified, hard copy submissions shall be 50% reductions (with legible text) of the full size drawings.

1. General. Commercial Drawings and Associated Lists shall be prepared in accordance with ASME Y14.24M, Types and Applications of Engineering Drawings. These drawings shall be sufficient to support Government maintenance, modification, reprocurement and engineering analysis of installed equipment.

BLK 4: Data Item Description DI-CMAN-81516 (Preparations Instructions) is tailored as follows:

Replace paras. 10.1, 10.2, 10.2.1 and 10.3 with the following:

10.1 Format. The report shall be prepared in contractor format using MS Word and/or MS Excel. Report shall clearly state Contract #, Contractor Name, CDRL # and Title or Subtitle, and Report Date.

10.2 Content. The report shall be a listing containing all of the components and LRUs (Contractor furnished & GFE) installed at the site to comprise the IDS system to include all GFE that was available at the site and utilized as part of the complete system. The listing shall include the part name, part number, source control drawing (SCD) for the item (if applicable), manufacturer’s name, replacement cost of the item (if commercially available), next higher assembly part number, and quantities and serial numbers of the component/ LRU in the installed system for each of the items. The report shall also identify the exact, actual location where the equipment/items are installed (e.g., building number, room, FDB number, etc.).

BLK 9: The following distribution statement and destruction notice shall be on the title page of the document:

DISTRIBUTION STATEMENT C - Distribution authorized to U.S. Government agencies and their contractors for Administrative and Operational Use. Other requests for this document shall be referred to AFLCMC/HBU, 3 Eglin Street, Bldg. 1612, Hanscom AFB, MA 01731-2100.
