Section L, Attachment L-2
Table 4-5
The following change was made on page 54 in TABLE 4-5 - FPS3 Fixed Site Approved Equipment List (change highlighted in yellow):
“Video Image Control and Display System (VICADS) Version 4.0, 4.1(Approved with Vindicator V5 only)”
Does this mean that VICADS Version 4.0, 4.1 is not approved for use with the LINX Predator Elite system in the proposed solution to the Sample Problem?
Correct. As noted in the referenced table from Section L, as updated in Amendment 0001, VICADS is currently only approved for use with Vindicator V5. It is not approved for use with LINX Predator Elite
As a reminder, the Equipment List included in the FPS3 solicitation Sample Problems is based on the Air Force Approved Equipment List (AEL), but is not all inclusive and applies only to the Sample Problems (which are fictional scenarios that will not actually be ordered). The list is a snapshot in time and does not dictate whether a part may be approved for use on actual projects that will be accomplished in the future. The full AEL will be provided to awardees at time of award and is updated periodically. FPS3 will also include the flexibility for IDIQ-holders to propose using items that are not yet approved, which provides another avenue for new configurations and new items to get tested and added to the Air Force AEL.

Section L, Attachment L-2
Table 4-5
This is a clarification request to Attachment 8 (Section L) of Amendment 1 to the RFP (approved equipment list).
The Government has specified the following:
1. Video Management System (VMS)/Broadware 5.1.1(Approved with Predator Elite only)
1. Video Image Control and Display System (VICADS) Version 4.0, 4.1(Approved with Vindicator V5 only)
, but has not indicated which versions of either Predator Elite or Vindicator V5 each video management system is approved for use.
There are multiple approved versions of each annunciator, and multiple approved versions of at least one of the video management systems. We respectively request that the Government provide a list or matrix clearly identifying which version(s) of each video management system is approved for use with which version(s) of each annunciator.
For the purposes of the Sample Problem, any of the versions of Predator Elite that are listed as approved may be used with the Video Management System (VMS)/Broadware 5.1.1; any version of Vindicator V5 listed as approved may be used with VICADS Version 4.0 or 4.1.
For future orders, there may be additional restrictions on using various versions together, which will be identified in the Air Force Approved Equipment List (to be provided to IDIQ awardees at time of IDIQ award).
Answers Released on 15 January
Based on the answers received from the Government in regards to design efforts, is the Government going to modify Attachment L-2, paragraph 2.1.2.a, page 32 to remove ‘Design’ from the requirements?
No. Offerors are required to design the IDS that meets the requirements of the solicitation. The Government responses to previous questions state that offerors are not required to propose further future design efforts/deliverables beyond providing their proposed design as part of the proposal.
PPQs
I was just informed that one of our past performance references was “unable” to send the information “encrypted” as stated in the RFP. He claims that the site “certificate” is invalid.
We are experiencing issues with receiving encrypted email in the PPET account.
Password protecting the document should be sufficient, please have your customer follow the revised instructions below (also updated in Attachment 8 – Section L, L-4 and L-5)
a. Include the notation, "Source Selection Information - See FAR 2.101 and 3.104," in the e-mail subject line
b. Password protect the document for transmission
c. Send the email unencrypted
d. Send the password to the PPET in a separate e-mail - do not include the password in the same e-mail as the past performance information.
To password protect the document, go to “File” “Protect Document” and “Encrypt with Password”
Note: The password email is also unencrypted.
Unprotected conformed MS-Word copy of the model contract
The SF33 is locked or at the very least, limited as to where one can input information.
The first page of the word document SF 33 appears to have some limitations on fill-ins, however if you have Adobe Pro, you can convert it to a PDF and insert text, or in word you can add (“insert”) a text box in these areas.
In support of the subject solicitation, request a copy of the Air Force Nuclear Weapons Security Manual (AFMAN 31-108).
AFMAN 31-108 is not required to answer the sample problems and will not be released until after Contract Award.
