| The Government indicated that Amendment 1 is forthcoming and will implement the changes identified in the questions and answers. The Government also instructed industry to submit Final RFP questions NLT 5:00PM (ET) on 6 Jan 14 to give the Government sufficient time to respond before the proposal due date. |
The Government has not released Amendment 1. There may be additional amendments resulting from questions due on 6 Jan 14. The contractor is required to incorporate requirements from all amendments into the proposal. To enable the prime and the primes subcontractors to be responsive to all Government requirements, would the Government extend the proposal due date to 24 Jan 14.
The Government anticipates releasing Amendment 1 on or about 13 January 2014. The Government anticipates extending the deadline for proposal submission to 31 January 2014.

However, the RFP (Section L, page 19) says to use 1 October 2014 as a start date for sample problem pricing purposes and this requirement is consistent with Government Fiscal Year (GFY). |
Should contractors still price the 2 sample problems based on Government Fiscal Year starting from 1 October 2014 without identifying Contracting Fiscal Year (CFY) in the Attachment 8 Cost Formats? Our fiscal year runs on the calendar year, so pricing with Contractor Fiscal Year (CFY) may cause potential confusion.
The 1 Oct 14 is the given start date for the Sample Problems and was not selected for the purpose of starting the Government Fiscal Year.
Tabs 5, 7 & 9 of the Cost Formats (Section L para 6.3.5.5, 6.3.5.7 and 6.3.5.9) shall use Contractor Fiscal Year (CFY). Offerors shall identify their FY.
Section L para 6.2.2, 6.3.5.2 and 7.1.10 have been updated to indicate that all T&M labor rates shall be based on Government Fiscal Year. Exhibit B template has also been updated.

Is it the Government’s intention to indicate only at the task level whether Davis Bacon specifically applies and provide the appropriate Wage Determination at that time?

Correct. Davis Bacon applicability and appropriate determinations will be made at the delivery order level.

Topic: TDB (To Be Determined) Question: Throughout the RFP, the term TBD is referenced in various “fill-in” sections. It is our assumption that these TBD fill-ins will be completed at contract award and/or at the Task Order/Delivery Order level. Is this correct?
Recommendation: Please clarify That is correct.

| Cost Model GFE List; Section L Sample Problem 2 Approved Equipment List |
Topic: Discrepancy of Approved Equipment Lists Question: There are discrepancies between the Sample Problem 2 Section L Approved Equipment List requirements and the Government’s cost model GFE list. Additionally the cost model GFE list does not include SCD/part numbers that clearly define the equipment/configuration. This prohibits Offerors from accurately pricing a solution according to the requirements for CLIN 0006AB. Will the government clarify the inconsistencies?
Recommendation: Revise the Cost Model to match Section L.
The GFE Summary tab of the Cost Formats has been updated to match the exact item descriptions, order in which items are listed, and SCD # specified in the Sample Problem #2 Equipment List.

| Operations Security (OPSEC): OPSEC guidelines are required in an effort to reduce a program’s vulnerability to an adversary’s collection and exploitation of critical information. The Contractor shall apply OPSEC IAW AFI 10-701, Operations Security. The Government will provide the Contractor with a copy of the Critical Information List (CIL) as part of solicitations for FPS3 orders. |
Question: Does the Government have its own OPSEC plan and program? Is the OPSEC manager going to be the contractor or the Government?
The government has its own OPSEC program in place. More detailed OPSEC information and requirements for the contractor will be provided in the solicitations for future orders.

| Table 4-6 of Section L of the RFP includes Diesel Generator (5.0 KVA to 7.5 KVA) with extended fuel tanks and desert kits. Tab 4. GFE Summary of the Cost Formats do not include that item. How are we to price this GFE? |
This description is provided to inform the basic requirements for the proposed generator; this item should be selected, priced, and proposed by the offeror and will not be available as GFE. A note has been added to this item description in Section L, Attachment L-2 Table 4-6 to reflect this.

What is the “resource code” that is referred to in Attachment 8 of the Cost Formats Excel document? “Each line item, shall identify the applicable source (i.e. prime, division, or subcontractor), applicable CLIN, resource code, WBS, and the basis of estimate…”
The resource code is a code associated with each separate element of cost. For example, a Senior Engineer at Company X that works at location Z may be coded SE1W. The resource code is an internal code unique to each individual offeror. If an offeror does not utilize resource codes, the offeror is not required to create one.

Are we restricted to the 100 meter or less sector distance for Problem #2?
The Government believes the question refers to Section L, Attachment L-2 para 4.2.3, which states that for the Fixed Site Sample Problem the sensor detection/alarm section shall be configured not to exceed 100-meter intervals. There is no such requirement for the Tactical Site Sample Problem.
