This document is a Questions and Answers file for federal contract opportunity WWYK200051 MAC BOA regarding switchgear replacement in Building 1 at Tinker Air Force Base. The project involves demolition of existing electrical equipment and installation of new 480/277V and 120/208V switchgear, associated distribution equipment, and auxiliary systems. Work must comply with drawings and specifications sealed and dated 04/10/26, the 2026 Tinker AFB Electrical Standards, and relevant IFC specifications provided on contractor CD. The contract period is 180 calendar days including normal anticipated weather delays, with time extensions only available for unusually severe, unforeseeable weather that directly impacts critical path work.

Key project requirements include temporary power provisions during equipment replacement (500KVA capacity), coordination with OG&E and facility personnel with 21-day notification lead time for outages, exploratory testing and verification of existing conditions prior to final outage, and inspection/testing of affected conductors for NFPA 70 compliance. Unforeseen conditions discovered during inspection—including old cloth-covered wire, inadequate equipment ratings, or non-compliant installations—will be addressed through RFI process for government evaluation and potential modification. Multiple planned outages are acceptable. Normal working hours are 0700-0500; weekend and after-hours work requires prior approval. The contractor is responsible for utility coordination, outage approvals, staging area submission, subcontractor quotes, and disposal of demolished materials. Performance and Payment Bonds are required post-award within 10 days. Bid bond requirements are specified in Clause 52.228-1. Equipment specifications, including manufacturer selections, must comply with contract documents and Tinker AFB standards, with equivalent manufacturers permitted only where specifically authorized in specifications. The point of demarcation is the set of secondary lugs of the transformer. Therefore the meter is on the Government owned side. From the diagram it is directing the meter be “per TAFB Electrical Standards”. I believe that document will direct where to put the meter.

Of note, when connecting to the transformer with the secondary conductors, please contact OG&E as they will want to land the cables on the contractor provided lugs.
