About this file

This is a General Requirements specification section for contractor facilities at Tinker Air Force Base (TAFB). The specification establishes comprehensive requirements for staging areas, storage facilities, and job site support areas that contractors must maintain throughout the duration of construction projects on the base.

Contractors must limit material and equipment storage to the immediate construction site or Contracting Officer-approved staging areas. Any request for additional storage or staging areas beyond the project site requires written submission utilizing the provided Staging Request Form at least twenty-one days prior to mobilization. Requests must include proposed location, square footage required, items to be stored, and alternative locations. Approval is subject to Base Civil Engineer and Installation Commander review, considering personnel safety, anti-terrorism/force-protection requirements, mission requirements, and distinguished visitor routes. Prior to establishing a staging area, contractors must provide photographic documentation. The specification mandates that staging areas be maintained in clean and orderly condition with clearly marked refuse containers, geotextile fabric underlayment if graveled, and contractor responsibility for all notifications, receipts, handling, and security. Contractors must provide temporary sanitary facilities (one self-contained single-toilet unit per twenty workers), temporary fencing (six feet tall chain link with dark green screening material providing 80% concealment), and fire suppression equipment including 10-pound Class ABC fire extinguishers with maximum 100-foot spacing and additional 5-pound units in enclosed trailers. All utilities are at contractor expense, grass must be maintained at six inches or less, and the staging area must be vacated and restored to pre-staging condition no later than ten calendar days before contract end. Job site support areas are subject to the same requirements except the Government provides no access from paved surfaces.
