About this file
This document is a Special Provisions specification section for contractors working on Tinker Air Force Base (TAFB). The specification establishes mandatory requirements and procedures that contractors must follow when conducting work on the base, with emphasis on airfield operations and safety protocols.
Key requirements include: contractors must provide and maintain sufficient pumps to remove rainwater from excavated areas; haul routes must be as directed by the Contracting Officer; all contractor activities on the airfield require pre-coordination with the Contracting Officer and Chief of Airfield Management (CAM) prior to commencing work. Construction vehicle and equipment heights are limited to 12 feet above surface, and no equipment or personnel are permitted on aircraft movement areas or within 200 feet of runways without Tinker Control Tower permission. Contractor personnel operating equipment or vehicles within movement areas or on aircraft-parking ramps must complete flight line driver training and possess portable radios capable of communicating with Tinker Ground Control for projects exceeding seven days. Contractors must coordinate with the Contracting Officer for required airfield authorization passes. Traffic control requirements mandate compliance with the Manual on Uniform Traffic Control Devices for Streets and Highways, with all associated costs borne by the contractor. On two-lane roads, only one lane may be blocked at a time; on four-lane roads, at least two lanes must remain open at all times and three during rush hours. Unless otherwise specified, waste materials become contractor property and must be removed from base. The specification permits negotiation of a no-cost winter recess between December 1 and March 1, which extends the Delivery Order completion date by the recess duration.
