About this file
This is an Environmental Inspection Report prepared by the 72 Air Base Wing, Civil Engineering Environmental (CEIE) for Building 1 at Tinker Air Force Base. The inspection was conducted on November 9, 2023, by Inspector Michael Green at the requestor's request (Elisa Mercado) and addresses asbestos and lead-based paint concerns associated with repair work on an emergency generator and transfer switch located in the North Dock EU 7121.
The inspection involved XRF (X-ray Fluorescence) testing of two painted surfaces: green and brown paint on the generator and gray paint on the transfer switch/station. Both materials were classified as miscellaneous surfacing in good condition with no visible damage or deterioration. The analysis results indicate no lead-based paint (LBP) was detected above the regulatory limit of 1.0 mg/cm² on the generator sample (ND and PASS result), and lead was not detected on the transfer switch sample (ND result). No suspect asbestos-containing materials were observed during the inspection, and therefore no asbestos samples were taken. The inspector confirmed that most paint appeared to be factory finish. Based on the findings, CEIE determined that no suspect asbestos or lead-based paint is present, and no remediation recommendations are applicable to this project.

Gray paint Misc Good LBP N/A XRF ND
Condition:
Surfacing/Misc. Materials:
• Good Condition: Material with no visible damage or deterioration or showing only very limited damage or deterioration.
• Some Damage: Material crumbling, blistered, water-stained, gouged, marred, or abraded covering less than one tenth of the surface if the damage is evenly distributed (one quarter if the damage is localized).
• Significant Damage: Material crumbling, blistered, hanging from surface, deteriorated, adhesive failure, water-stained, gouged, marred, or abraded covering more than one tenth if the damage is evenly distributed (one quarter if the damage is localized).
Thermal System Insulation:
• Good Condition: Material with no visible damage or deterioration.
• Damage/Significant Damage: Material that has lost its structural integrity, its covering, in whole or in part, is crushed, water-stained, gouged, punctured, or not intact such that is not able to contain fibers.
Note: There is only one category of damage for TSI: Damaged or significantly damaged”.
Hazard:
• ACM = Asbestos Containing Material; defined by the EPA as any material containing more than 1 percent asbestos.
• LBP = Lead-Based Paint; defined by the EPA as paint with lead levels greater than or equal to 1.0 milligram per square centimeter
(mg/cm2), or more than 0.5% by weight.
Friable:
• Friable = Material, when dry, may be crumbled, pulverized, or reduced to powder by hand pressure, and includes previously nonfriable material that becomes damaged to the extent that it is now friable.
• NF = Nonfriable; Material, when dry may not be crumbled, pulverized, or reduced to powder by hand pressure.
Analysis/Results:
• PLM = Polarized Light Microscopy; Asbestos Present or Asbestos Not Present
• PACM = Presumed Asbestos Containing Material; TSI and SM found in buildings constructed no later than 1980.
• XRF = X-ray Fluorescence
• The XRF spectrometry identifies if lead is present and the quantifies the amount of lead present.
a. Pass = results for Pb are lower than the limit parameter (less than 1 mg/cm3)
b. Inconclusive = Quantitive analysis in the region defined as intermediate. Additional investigation performed with Pb check sticks.
Page | 2
c. Fail = Results for Pb are higher than the limit parameter (greater than 1 mg/cm3)
d. ND = Pb not detected
• Pb Stick = Lead Paint Check Stick; Qualitative analysis that determines if LBP is present on surfaces.
Inspection Observations:
• Civil Engineering Environmental (CEIE) conducted an inspection of the project equipment for asbestos and lead-based paint concerns.
Findings:
• Most paint appeared to be factory finish.
• No suspect asbestos containing material was observed and therefore no samples were taken.
• XRF analysis did not detect LBP above limits.
Recommendations:
• No suspect asbestos or LBP present. No recommendations applicable.
