Progress reports are used for computing payments, and for monitoring the progress against the Contractor’s baseline schedule.

The Contractor shall develop a progress report utilizing the ‘Reports’ feature of the scheduling software. Contractor developed reports shall provide the same information as AF Form 3065, Contract Progress Report. The progress report shall utilize the same work elements and schedule of values/cost loading data developed for the construction schedule.

Contractor shall submit a draft version of the progress report to the CO and the COR for approval within ten (10) calendar days after the NTP is issued (with the Baseline Schedule).

After approval, the Contractor shall submit progress reports weekly, or as directed by the CO, throughout the life of the Order. For each progress report, the Contractor shall include the following:

(1) Percentage of work completed for each work element during the reporting period.

(2) Cumulative percentage of work completed for each work element to date.

28 March 25 Statement of Work - 13 of 24 WWYK230052

(3) Cumulative percentage of work completed for all work elements (percent of Order completion).

(4) Scheduled cumulative percentage of work completed for all work elements, based on the baseline Order schedule (scheduled percent of Order completion).

Progress report’s will be reviewed by the Construction QA Inspector and/or the Project Manager, who will in turn provide a recommendation to the COR to approve/disapprove the progress report; approval of the Contractor’s progress report does not constitute acceptance of the work as being 100% in compliance with the Order requirements (i.e. project specifications, drawings, and this SOW).

In the event that the Contractor’s reported progress deviates from the baseline schedule, the CO may elect to hold progress meetings.

3.5 WORKING DOCUMENTS

The Government has provided this SOW and the attached drawings for the Contractor’s use in preparing working documents for use during construction. Working documents shall provide sufficient detail to prevent construction errors or code violations and minimize general coordination errors.

The Contractor shall provide the following working documents:

(1) Shop/detail drawings

(2) Scaled utility plan showing tie-in location of all new utility lines.

(3) Scaled Plumbing plan showing size and location of plumbing lines and fixtures.

Unless otherwise directed by the CO, the Contractor shall not begin construction activities until the required documents have been reviewed and approved by the Government.

3.6 MINIMUM GUIDANCE DOCUMENTS

Contractor generated working documents shall comply with the project documents (SOW, drawings, and specifications) and the most current editions of the publications listed below.

The term ‘most current’ is understood to mean, “Most current as of the date the solicitation is issued.”

Codes/standards/regulations referenced by the project and guidance documents are included as a part of this SOW to the extent referenced.

In case of conflict between the project documents, the guidance documents, and the governing codes/standards, the Contractor shall submit a request for information (RFI) to the Government for resolution.

(6) Backfill the entire excavation with approved select fill compacted to 95% Modified Proctor Density in 6-inch lifts to 12-inches below top of the existing grade.

(7) Excavate the area to facilitate proper drainage. Install sod grass over the area to restore its surface and ensure stabilization.

(8) The designated staging area for this project is located in the grass area southeast of Building 1032. This area will be used for the storage of materials, equipment, and tools necessary for construction activities. Contractors are required to maintain the staging area in an organized and safe condition throughout the duration of the project.

(7) Roughen slab concrete under pad prior to equipment pad installation.

4.3 MECHANICAL DEMOLITION

4.3.1 General

(1) All mechanical demolition work will require a licensed Oklahoma Corporation Commission (OCC) operator and a licensed OCC environmental consultant for soil sampling.

(2) Prior to demolition of the existing underground tank, remove and return to the base any fuel remaining in the main tank and the underground fuel lines. Test the soil to determine if the tank is leaking, determine if soil remediation is required, and inspect the underground pipe insulation for asbestos containing material (ACM).

28 March 25 Statement of Work - 16 of 24 WWYK230052

4.3.2 B1032 Tanks

(1) Prior to demolition of the main tank disconnect the day tanks from the main lines and the fire pumps in an approved phasing schedule, so that no more than one pump is inoperable during construction.

(2) Demolish the existing vaulted fuel storage tank and the underground vault once all new tanks have been installed and connected to the existing pumps.

(3) Demolish all underground fuel piping from the tank up to the existing day tanks and the pumps inside the building.

4.4 MECHANICAL CONSTRUCTION

4.4.1 General

(1) All mechanical construction work will require a licensed Oklahoma Corporation Commission (OCC) operator.

(5) Installation shall be phased so that a single day tank and pump is taken out of service at a time. A new equipment pad is then constructed and the new tank installed, hooked up to the fire pump, filled, tested and accepted in accordance with NFPA 20 before moving on to the next.

(6) Per NFPA 25 the replacement of a fire pump diesel engine’s fuel tank requires that the fire pump system undergo a NO-flow test as defined by NFPA 25 8.3.2. Testing must be performed by a Fire Sprinkler Inspector licensed by the Oklahoma Department of Labor and a NFPA Certified Water-Based Systems Professional. Testing reports shall be prepared in accordance with the minimum standards in NFPA 25.
