1 PWS 1.22 Software Subscription Service and Updates
The Government’s answer does not specify the exact subscriptions needed to support installed equipment.
The Contractor shall determine the needed subscription service to meet the requirements of the PWS (1.3.8 and 1.22). Examples include, Jeppesen 2000FT Worldwide, TAWS and Vision-1 Airport Data, or equivalent.
2 Attachment_9_C-12_ Pricing_Matrix General The 1.5 line spacing for Signed Letters, RFP forms (SBPCD, Model Contract), Excel (Attachment_9_C-12_ Pricing_Matrix), large graphics (organization charts, MS Project Phase-in Gantt Charts, Screen Shots of electronic dashboards, etc.) and headers/footers, cover pages are highly unusual.
Q. First, we note it creates an excessive burden on Offerors since so many subcontractor and key personnel letters, with single spacing, have already been collected for submission. Second, there are no options in the PPI Tool database to change the line spacing for the Report Print out of the Forms. Third, does the Government want us to change the line spacing in Attachment_9_C-12_ Pricing Matrix?
Section L para 2.4.2 is revised for line spacing. Please see the document named Attachment_7_C-12_Section L-Instructions to Offerors_Rev02 (DRAFT).
Please do not change the line spacing in Attachment_9_C-12_Pricing_Matrix.
3 RFP Section L L.3.2.3.d, Page 11 Q&A 78 and 79 say, “See updated ITO Table 2.1 Volume I and paragraph 3.2.3.d [and 3.2.3.e.2] excluding from the 65-page limit” but neither the table nor the section L paragraphs currently mention exclusions
Signed LOIs are submitted as attachments. Table 2.1 under Volume I, ITO paragraph Number 3.2.3 states, "(3.2.3 attachments are excluded from 65 page limit)."
4 Section L 4.14, page 14; 4.3.3, page 16 Please verify that Attachment 1.6 is only required for those subcontractors whose experience we are including in Past Performance for considerations, and not for all the subcontractors that are listed on our Attachment 2-Team List.
In accordance with Section L, paragraph 4.1.4, Attachment 1.6 Commitment to Perform as Proposed Letter, “This letter shall be executed and signed by the Prime contractor and each Subcontractor.” Additionally, paragraph 4.1.4 states, “A separate letter shall be completed for each subcontractor separately.”
Therefore, the Government would expect to see Commitment to Perform as Proposed letters for all subcontractors and they must be executed by both the Prime and subcontractor. Failure to include this executed and signed letter may impact the Government's evaluation of the Offeror's proposed subcontractors as stated in Section L, paragraph 4.1.4.
5 Section L 6.1 Section L requires offerors to provide a signed copy of the Model Contract and Sections A-K as part of the Contract Documentation.
Q: Is the Government going to provide an updated Model Contract for this purpose?
Offerors are required to provide signed copy of all Model contract(s), SF 33 and SF30 as applicable. Please see the document named "Attachment_7_C- 12_Section L-Instructions to Offerors_Rev02 (DRAFT)".
6 Section L 6.1.1 Offerors are required to sign and date Block 27 of the SF1447. However there is no SF1447 in the solicitation Documents.
Q: Will the Government provide the SF1447?
Please disregard references to SF1447. The contract document used for this acquisition are SF33 and SF30. Please see the document named "Attachment_7_C-12_Section L-Instructions to Offerors_Rev02 (DRAFT)".
7 RFP NA Does the Government have desired liability insurance coverage levels for this contract?Contractors should self-insure to meet the requirements of the contract per Schedules of the contract to include FAR 52.228-5, FAR 52.228-7, FAR 52.245- 1, DFARS 252.228-7001, and the PWS. FAR Amend 02 will incorporate FAR 52.228-5.

8 Section L 3.2.3.a Will the Government permit offerors to submit Resumes and LOIs for Key Personnel as Attachments to Volume I Technical, and Volume IV Contracts in the same manner as other required documents rather than inserting dozens of pages into the middle of the Volume?
Resumes and LOIs shall be submitted as attachments to Volumes I and IV.
Section L para 3.2.3 is updated. Please see the document named "Attachment_7_C-12_Section L-Instructions to Offerors_Rev02 (DRAFT)".
9 Section L 3.2.3.a. Will the Government provide relief from the 1.5 line spacing requirement for the Key Personnel Resumes?
Key Personnel Resumes are not included in the 65 page limit; Government requests these remain 1.5 line spacing.
10 Section L 3.2.3.d. Offerors have no control over the line spacing provided by OEMs in their Letters of Intent. Will the Government provide relief from the proposal's 1.5 line spacing requirement for the OEM Letters of Intent.
OEM Letters of Intent are not included in the 65 page limit; these letters will be accepted in contractor format.
11 Section L 4.2.1 Section L requests offerors to submit the Past Performance Volume 15 Calendar days prior to the solicitation closing date. However the Government did not issue Amendment 1 until 10 days prior to the proposal submission date.
Q: Does the Government still desire the Past Performance volume early or should offerors submit it at the same time as the rest of the proposal?
Offerors may submit Past Performance volume either early or with other proposal volumes as stated in Section L para 4.2.1.

Table 2.0, pg 6 Rev 01 of Section L has removed the statement at the bottom of Table 2.0--Proposal Organization, "*Not included within 65 page limit" which explained the asterisks in the table.
Q: Please confirm that the Title Page and Team List are still not included in the 65-li i ?
Title Page and Team Lists are not included in the 65 page limit. The asterisk (*) under Table 2.1 explaining the page limit was inadvertently deleted. Section L, pg 6, is revised to restore the asterisk explanation.

L.3.2.3.d, pg 11 Q&A #12 and #78 answered that L.3.2.3.d-- LOI with OEM, Engine Maintenance agreements, and signed letters of intent with subcontractors were excluded from the Volume I 65-page limit, but there's mention of that in Section L.
Q: Are these documents are excluded from the page count?
Yes. They shall be submitted as attachments.

L.3.2.3.e.2, pg 12 Q&A #13 said that L.3.2.3.e.2 --Attachment 3.0 Small Business Participation Commitment Document (SBPCD) would not be excluded from the 65-page limit, but Q&A #79 says it is excluded from the 65-page limit and that section L had been updated to show that.
Q: Is Attachment 3-SBPCD excluded from the 65-page limit?
Attachment 3.0 SBPCD is excluded from the 65-page limit and shall be submitted as an attachment to Volume I.

L.2.4.1, pg 8 Q: Does single line spacing allowed for the reproduced sections of the solicitation document?
For reproduced section of the solicitation, Government accepts text sizes less than Arial 12 points but not less than Arial 8 points. Page line spacing shall be 1.5 lines.

L.4.1.4, pg 14; L.4.3.3, pg 16 The answer to Q&A #25 was not clear to the question asked regarding “L.4.1.4 Attachment 1.6 Commitment to Perform as Proposed Letter,” which says, “This letter shall be executed and signed by the Prime contractor and each Subcontractor".
However, L.4.1.4 and L.4.3.3 imply the letter is only necessary if significant subcontractors experience is submitted in our Past Performance Proposal for consideration.
Qa: Is Attachment 1.6 only required for subcontractors whose experience we include in Past Performance for consideration, and not for all subcontractors that are part of our team?
Qb: Is the Letter mentioned in L.4.3.3 "include a commitment signed by offeror and subcontractor" the same as Attachment 1.6?

In accordance with Section L, paragraph 4.1.4, Attachment 1.6 Commitment to Perform as Proposed Letter, “This” letter shall be executed and signed by the Prime contractor and each Subcontractor.” Additionally, paragraph 4.1.4 states, “A separate letter shall be completed for each subcontractor separately.”
Therefore, the Government would expect to see Commitment to Perform as Proposed letters for all subcontractors and they must be executed by both the Prime and subcontractor. Failure to include this executed and signed letter may impact the Government's evaluation of the Offeror's proposed subcontractors as stated in Section L, paragraph 4.1.4.

17 Official RFP- FA813425RB002 pg 187, Section L - Instructions, Conditions, & Notices to Offerors or Quoters
Listed under FAR Clauses Incorporated by Reference is Clause 52.222-46 Total compensation plan, which has a requirement under section (a) "As part of their proposals, offerors will submit a total compensation plan setting forth salaries and fringe benefits proposed for the professional employees who will work under the contract. ...Supporting information will include data, such as recognized national and regional compensation surveys and studies of professional, public and private organizations, used in establishing the total compensation structure."
Qa: Does the Government want us to include this Total Compensation Plan?
Qb: Can the Government confirm the Total Compensation Plan should be included as an attachment to Volume III Price Proposal?
FAR 52.222-46 will be rescinded when Solicitation Amendment 02 issues.

Regarding Q&A #30 and PWS 1.22 Software Subscription Service and Updates, which specific subscriptions will Offerors need to price for to cover "all software updates for avionics and NAVAIDS"?
Offerors should determine and price subscriptions they deem necessary to maintain the C-12 software for avionics and NAVAIDS. The Contractor shall determine the needed subscription service to meet the requirements of the PWS (1.3.8 and 1.22). Examples include, Jeppesen 2000FT Worldwide, TAWS and Vision-1 Airport Data, or equivalent.
