15 Section L 2.3.6, page 6 Section 2.3.6 says, "All pricing information shall only be addressed in the Price Proposal and Contract Documentation volumes" and yet Section 3.2.3.e requires us to include Attachment 3.0- SBPCD (which contains Pricing) in Volume I-Technical.
Q: Should the SBPCD be included only in the Price or Contract Volume, or should the actual dollar values be left blank in the Attachment 3?

16 Section L 2.4.2, Page 9 Para 2.4.2 Tables, Charts, Graphs and Figures states: "2.4.2 Tables, Charts, Graphs and Figures Legible tables, charts, graphs and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated and shall not exceed 11 x 17 inches in size. The following limitation only applies to the Technical Volume. Text intended for evaluation within all figures, charts, tables, and graphs, to include imbedded images, shall be no less than Arial 8-pt. Any text within figures, charts, tables, and graphs which do not meet this requirement will not be considered in the evaluation.

18 Section L 2.3.2.2 Relevancy Assessment, Under Past Performance Relevancy pertaining to Scope, #2. currently is limited to Twin "turboprop" fixed wing aircraft maintenance.
Discussion: There are some aircraft CLS contracts that meet the "very relevant" definition for Magnitude (#1 Number of OCONUS locations in developing nations where aircraft components are shipped and including single aircraft sites), and Complexity (#1 Accomplishing full CLS at multiple OCONUS single or limited number of aircraft sites in developing nations) that are performed with twin turbojet engine CDA aircraft. As such, in regard to Scope, it seems that a twin turboprop aircraft operating with the same magnitude and complexity would be equal to the same scope as a twin turboprop aircraft as stated in #2 under Scope.
Q: Will the government modify the scope relevency to include "Twin-engine (turboprop and turbojet) fixed wing aircraft maintenance" in Scope #2?
No, the Government will not be modifying the scope relevancy.
19 Section L 2.6, page 10 Please verify that in the statement, "All electronic documents and files submitted shall contain the volume number and title," means that the file name and or title page must include the volume number and volume title.

Q: Please confirm that we have to submit resumes and LOIs for ONLY the four (4) positions listed in 1.9.2.1-4, since the PWS says, "The Contractor shall submit resumes for the Program Manager (PM), Director of Maintenance (DOM), Avionics Manager and Site Lead Mechanic."
Yes, only the 4 positions called out in PWS paragraph 1.9.2
22 Section L 3.2.3.a, Page 12 The RFP states: "Approach for technical and engineering services. At a minimum, approach must include process for obtaining required data FAA Form 337 and for obtaining FAA approvals for modifications accomplishment and for obtaining data in accordance with PWS paragraphs 1.3.1.2, and 1.25.4."
Q: a) Request clarification on the "obtaining required data FAA Form 337." This does not seem to be a complete thought.
b): Request clarification on difference between "data FAA Form 337" and the data required by
1.3.1.2 and 1.25.4. The data on Form 337 is the same data required by PWS 1.3.1.2 and 1.25.4.

23 Section L 4.1.2, page 14 Please confirm that Attachment 1.4 Consent Letters are only required for significant subcontractors providing Past Performance Information (references to be evaluated) in Volume

24 Section L 4.2, page 15 We request and extension since the PPI Tool has not been available, and it would be too cumbersome to submit our Past Performance volume early (Jan 30).
PPI Tool uploaded to SAM.gov on 14 January 2025. RFP due date will be extended, and it is still preferred for contractors to comply with paragraph 4.2.1.
25 Section L 4.14, page 15; 4.3.3, page 16 4.1.4 and 4.3.3 (first paragraph) require very similar letters from subcontractors certifying that if “a contract is awarded” resulting from the proposal, the parties “commit to joint performance” as proposed.
Q: a) Are these the same, and if so, which requirement should we follow?
b) If they are not the same, please explain the difference so we can ensure thoroughness and compliance.
a) Both documents are required.
b) Attachment 1.4 is a Subcontractor consent for release of past and present performance information addressed to the PCO. Attachment 1.6 is a commitment document between the Prime and the Subcontractor.
26 Section L 4.3.2, page 16 When 4.3.2 says "For each PPIF, the offeror shall provide a narrative," please confirm that the narrative goes into the PPI Tool (and then shown in the PPI Tool Report).

28 PWS 1.1.4, Page 28 Para 1.14 states: "The Contractor shall provide and maintain a Quality System that is compliant, certified, and registered to meet the requirements of International Standard ISO 9001:2015 or current ISO Equivalent, Quality Management Systems Requirements."
Q: Is it the Government's intent that the Contractor have the C-12 CLS program certified/registered to the standard, or is it the Government's intent that the Contractor maintain a company-level certification/registration?
Yes, the contractor shall provide and maintain a quality system in accordance with ISO 9001:2015 or current ISO equivalent.
29 PWS 1.4.2.1, Spare Propellers Para 1.4.2.1 Spare Propellers states "The contractor shall stock one (1) spare propeller for the aircraft located at Accra, Ghana; Nairobi, Kenya; Tegucigalpa, Honduras; Bogota, Columbia;
Gaborone, Botswana and at Elmendorf AFB."
Q: a) These spare propeller stocking locations, are they from the twelve (12) spare GFP propellers or are these to be contractor provided in addition to the Government spares?
b) If they are contractor provided, request the Government provide the CLINS to charge the cost too.
a) The contractor shall stock their own spare propellers at the locations referenced in 1.4.2.1.

30 PWS 1.22 Software Subscription Service and Updates
The PWS states: "The Contractor shall subscribe to and install all software updates for avionics and NAVAIDS after PMO approval and authorization through the SARB process."
Q: Request details on the exact subscriptions available/requested
Subscriptions to maintain the C-12 software for avionics and NAVAIDS will be required.
31 Attachment 10 Wage Determinations
CBA
Andrews AFB MD/Holloman AFB NM CBA, Edwards AFB CBA, and C-12 Elmendorf CBA
All CBAs provided in Attachment 10 have a "Draft" watermark on them. The Andrews AFB MD/ Holloman AFB NM CBA and the Edwards AFB CBA both have expired unless they have been extended or renegotiated.
Q: Request the Government provide final CBAs not "Draft" versions and also provide current active versions or provide any Memorandums of Understanding that extended these agreements and/or adjust wages and benefits.
The Government has provided the latest CBA on file for reference and information purposes only.
At the commencement of the succeeding contract, the Government will comply with all requirements of

Attachment 12, Annex 1, Incentives Available for Evaluation Periods & Section L para 5.2.6 and para 5.2.7
Within the Attachment 12 Annex 1, the evaluation period 6 month transition and within the evaluation period 9 month transition, states "The Contractor shall provide a 6 Month phase-in plan…" and "The contractor shall provide a 9 month phase-in plan…" Within Section L para
5.2.6 if the Note it states "The length of the Phase-in Period and Basic Period may vary depending on the Offerors approach and contract performance. For example, the offeror could have a 12 month transition period or be incentivized for a six (6) or none (9) month transition period leading to either a six (6) or three (3) month basic period ..." In para 5.2.7 Phase-in Period and Basic Period it states "The pricing Matrix (Attachment 9) includes a nine-month Phase-In period and a three-month basic Period."
Q: Please clarify how many Phase-In plans Offerors are to submit and price to meet the requirements of the references. It appears an Offeror, other than the incumbent, is required to submit a 6 month, and a 9 month plan and possibly a 12 month plan.
Offerors shall provide a single Transition Plan in accordance with ITO paragraph 3.2.6. Please also see updated Attachment 12 C-12 Incentive Plan Rev 01.

Cell 82 of the Calculation Methodology tab states, "Proposed labor wrap rate (fully burdened) multiplied by the estimated labor hours for the Basic Period, all Option Periods, and the six-month extension." The cells highlighted yellow on row 84 of the Pricing Matrix tab are in the "Accounting" format.
Q: We seek to clarify that it is the Government's intent for Offerors to propose a Hourly Fully Burdened Labor Rate in dollars instead of Wrap Rate (i.e. $200 per hour vs 130%).
The Government's intent is for the vendor to propose an hourly rate in dollars.

Article 07.06 states, " The Company will post a seniority list at least once every twelve (12) months (once a year). The list will show each employee's name, hire date and classification. Any protest must be filed within ten (10) days of such posting. This provision will not prohibit the Union from requesting seniority lisits more frequently than once per year." Article 11.00 outlines the vacation accrual schedule based on years of service.
Q: Will the Government please provide Offerors with the most recent seniority list so all offerors may more accurately price vacation hours/dollars?

Article 17.03 states, "employees will be able to purchase medical, dental, or vision only coverage, or any combination. The employee's choice of tier must be consistent throughout." Article 17.04 depicts the possible tier choices.
Q: Will the Government please provide Offerors the current workforce Tier percentages breakout by "EE Only", "EE + Spouse", "EE+ Children", and "Family"?

Page 23, Article 17.04 1) Article 17.04 1) states, "The Vertex Dental plan and the Vertex Vision plan are the new Dental/Vision plans. The employees electing the Vertex Dental plan will pay the following bi-weekly rates effective 1/1/2022. Rates cannot increase beyond 20% in 2023 and 2024." Further, a table is provided with rates effective 1/1/2022.
Q: a) Will the Government please advise if the Dental/Vision rates shown in the table are the current rates applicable for compliance with the CBA?
b) If the rates shown are not the current rates, will the Government please provide them? The statement, "Rates cannot increase beyond 20% in 2023 and 2024" leads one to draw the conclusion that the rates shown in the table have been increased by 20% or less.

Page 25, Article 17.07 Paragraph three of the referenced Article states, "The Fringe Benefit Rate will be calculated and formally communicated in writing no later than December 31st of each year for the following year. The Fringe Benefit Calculations will be completed and available upon request to Union Representation at any time by contacting Vertex Human Resources Department."
Q: Will the Government please provide the current Fringe Benefit Rate so Offerors may more accurately price fringe benefits?

Q: Will the Government please provide the average PPT balance so Offerors may more accurately price PPT?

Q: a) Will the Government please clarify if these are the CBA wage rates currently in effect?

AFB?

& Article 16.08.
Article 16.01 b. states, "Vacation is determined by length of service, which includes the whole span of continuous service with the present contractor or successor contractor, and with the predecessor contractor in the performance of similar work wherever employed at the same federal facility." Article 16.08 states, "The provisions of this Agreement shall be binding upon the Company and its successors, assigns or future purchasers."
Q: Will the Government please provide the length of service list for Edward AFB in order for Offerors to accurately price the Vacation time. The Successor contractor will be responsible for vacation balances per Articles 16.01 b. and 16.08.

49 Edwards_AFB_CBA_2020-2023 Page 18/19, Article 17.00 Article 17.01 states, "Paid Personal Time (PPT) will be accrued to the individual employee's account at the rate of .47 hours for each credited work week. Effective 1/1/22 the individual employee's account will increase to .77 hours for each credited work wee. PPT accrual records will be made available to employees upon request."

In the Edwards_AFB CBA at para 1.02 it notes that Lead Mechanics are Union represented. In the Elmendorf CBA at para 03.01 All A/C Mechanics employed by the company are union represented. In the C-12 Andrews AFB MD - Holloman AFB NM at para 03.03 it notes that All Lead employees and A/C Mechanics employed by the Company are Union represented.
Requiring a resume for Union represented Site-Lead Mechanics is unusual, particularly as U.S.
based Site Lead Mechanics are CBA positions. Executive Order 14055, requires federal contractors and subcontractors on a covered successor contract to offer jobs to qualified employees employed under the predecessor contract. The Government requiring a resume may, in fact, may be a detriment to the Government. By requiring offerors to provide a resume for a Site-Lead Mechanic at each site, inclusive of CBA sites, the Government risks deterring competition and, more importantly, continuity on the program due to compliant resumes for candidates who may not be existing employees.
Q: Would the Government consider removing the resume requirement for the Site-Lead Mechanics?
No, the Government requires resumes for all key personnel positions, including the Site Leads on the 15 one-aircraft sites.

Under the "DFAR Clauses Incorporated by Reference" section, the RFP incorporates the clause 252.204-7021 - Contractor Compliance with the Cybersecurity Maturity Model Certification Level Requirement.
The prescription for this clause, 204.7503 states to use the 252.204-7021 clause as follows:
(a) Until September 30, 2025, in solicitations and contracts or task orders or delivery orders, including those using FAR part 12 procedures for the acquisition of commercial products and commercial services, except for solicitations and contracts or orders solely for the acquisition of commercially available off-the-shelf (COTS) items, if the requirement document or statement of work requires a contractor to have a specific CMMC level. In order to implement a phased rollout of CMMC, inclusion of a CMMC requirement in a solicitation during this time period must be approved by OUSD(A&S).

Section L.3.2.6.a) requires the Offeror to provide an approach to manage and accomplish phase-in with detailed schedule which describes the process to accomplish a transparent, to the Government, phase-in in accordance with PWS paragraph 1.24.1.
Section L.5.2.6, Note states: The length of the Phase-In Period and Basic Period may vary depending on the Offeror’s approach and contract performance. For example, the offeror could have a 12 month transition period or be incentivized for a six (6) or nine (9) month transition period leading to either a six (6) or three (3) month basic period as stated in paragraph 1.2.
PWS 1.24.1 requires the Contractor to provide a one year phase-in plan.
Annex 1 states that the incentive earned by the Contractor will be determined at the completion of evaluation periods. Incentive transition evaluation periods are for either 6 or 9 months for which the Contractor shall provide a 6 month, or 9 month, phase-in plan, provide monthly progress reports to the PCO/PM, and ultimately provide proof of at the end of the evaluation period that all requirements IAW the PWS, paragraph 1.24.1 has been met.
Question: Is it the Government's intent for the Contractor to provide a one year phase-in plan as required in PWS 1.24.1, or is it the Government's desire for the Contractor to submit a phase-in plan commensurate with the Contractor's approach to meet the requirements of PWS 1.24.1?

New Prime Transition Incentive
- If new contractor is able to fully transition within 6 months, possible incentive of $200K
- If new contractor is able to fully transition within 9 months, possible incentive of $100K Quality Assurance Incentive
- If the new contractor is able to maintain quality with zero corrective action reports/quality escapes within the first 12 months after contract transition, possible incentive of $500K Slide 70 - Pricing Matrix (last bullet) states:
For example, the Offeror could have a 12-month Phase-In period or be incentivized for a 6 or 9-month Phase-In period leading to either a 6 or 3-month Basic period.
Two questions have been submitted to the USG regarding the contract incentives. The first question was answered by the USG on December 6, 2024. Question #2 specifically asked "The PID identifies contract Transition/Phase- In and Quality Assurance incentives that can be earned for a contraors performance,. Is the USG going to offer incentives to all offerors"? The USG response to question #2 stated the "The Government will offer the same terms and conditions to all offerors".
The second question regarding contract incentives was submitted to the USG on January 9, 2024 and to date, has not been answered.
The Pre-Proposal Conference slide appear to conflict with the USG responses regarding contract incentives. As the USG clearly indicated that the contract incentive would be offered to all offerors, the Pre-Proposal slides still state new contractor. As of today, the RFP documents have not been changed to reflect the USG stated response to the question.
Question: Consistent with the Government's previous response in the answer to Q&A #2 for the Draft RFP, in reference to Transition/Phase-In and Quality Assurance incentives, wherein the Government stated that "the Government will offer the same terms and conditions to all offerors" will the contract incentives be available to all offerors? If so, when will the RFP documents be revised to reflect this?
