Questions and Answers – ADR Materials
FA8051-21-R-3002
Question 1 Q: Are offerors required to be a manufacturer to qualify for this contract?
A: No, a non-manufacturer waiver was obtained because market research showed that the primary manufacturers did not intent on competing for this contract. Small businesses may still represent themselves as small businesses, even if they are not the manufacturer.
Question 2 Q: Since this requirement is closing so close to the other ADR requirement, ADR Equipment, would the Government consider an extension for the proposal due date?
A: Yes, the Government will extend the proposal due date. Q&A date will be extended as well. Please see updated solicitation.
Question 3 Q: How are offerors supposed to bill for overhead, G&A, and other fees?
A: Offerors may not bill for fees, rates, etc. individually. All fees, rates, etc. should be incorporated in the proposed fixed prices for the materials.
Question 4 Q: Does the Berry Amendment apply to this acquisition?
A: Yes, DFARS 252.225-7012 Preference for Certain Domestic Commodities applies to this acquisition.
