About this file
This document is a solicitation for an Air Damage Repair (ADR) Material contract issued by the Department of the Air Force Materiel Command Installation Contracting Agency. The solicitation requests proposals for ADR kits and shipping to repair airfields damaged by acts of war. Proposals are due by May 17, 2021 and award will be made to the lowest price technically acceptable offeror with acceptable past performance that is determined responsible. The contract will have a 5-year ordering period as an indefinite quantity/indefinite delivery contract with firm-fixed pricing. The estimated value is between $400,000 to $500,000. The NAICS code is 327320 and it is set aside for small businesses with 500 employees or fewer. The solicitation requires proposed technical descriptions, logistics and shipping plans, and pricing be submitted for evaluation. Past performance from the last 5 years must also be submitted and will be rated as acceptable or unacceptable. The successful offeror must meet all specifications in the Statement of Work and Appendices for the ADR materials.

Appendix R Rapid Set Concrete
1. General.
a. The Engineering Research and Development Center (ERDC), Vicksburg, MS, is the Department of Defense's lead pavements research facility for roadways, permanent airfields, contingency airfields, and railroads. ERDC is the approving agency for all Air Force ADR related repair materials.
b. Due to the critical nature of performing emergency airfield repairs, presumably after an act of war, and the requirement to support heavy aircraft loads, materials must be pre-qualified for procurement and use. Failure of the materials to meet performance metrics could result in failure to restore flight operations, failure in contingency operations plans, damage to or loss of individual aircraft, material and personnel.
c. ADR repair materials must meet testing criteria outlined within three categories: (1) Laboratory Certification Program; (2) Feasibility Study; (3) Full-Scale Traffic Tests.
Failure within any of the three categories will exclude the material from being an ADR rapid setting concrete candidate. If the material passes laboratory certification testing, it is added to a Qualified Products List (QPL). There are currently two products approved for use. Although, contractor must verify intended product approval and compliance with AFCEC/CXXM per task order.
