1.0 Governing Documents Preface
1.1 Master Statement of Work
The Master Statement of Work services as the governing document regarding basic contracts requirements and other terms & conditions for the SABER Program, and must be adhered to by the Contractor on matters of Task Order Preparation, Design Submission, Task Order Performance, Modification of Task Orders, and Completion of Task Orders.
1.1.1 Authorized Deviations
None.
1.2 Master Specification
The Master Specification services as the governing regulatory document for the SABER program, and must be adhered to by the Contractor on matters of environmental regulation, Air Force specific standards, and minimum quality standards.

2.0 General Information
2.1 General Scope of Work
The project scope consists of, but is not limited to, providing all plant, labor, supervision, materials, equipment, supplies, transportation, third‐party services, and all work necessary to execute the design‐build work defined in this Statement of Work and the attached documents.
The work consists of limited demolition of existing curb/gutter and grassed area and the design and construction of a masonry and concrete structure. Detailed construction tasks can be found in Section 3.0 of this Task Order Statement of Work.
The total area of work is approximately 393 square feet.
2.2 Anticipated Magnitude of Construction
The anticipated magnitude of construction is between $100,000 and $250,000.

2.4.1 As‐Built Drawings
Limited as‐built drawings have been provided in Attachment 2; As‐Built Site & Utility Plan.
The Contractor must verify actual site conditions and is responsible for all errors or delays attributed to the failure to do so prior to beginning design or construction work.
2.4.2 Regulated Building Materials
The works described in this Task Order Statement of Work consists of new construction and no regulated building materials shall be used as a part of the construction. Demolition is limited to curb/gutter and earth. No sampling of materials is expected within this contract.
2.4.3 Occupancy
The immediate project site will not be occupied by Government personnel during the work.
The Contractor will have full access during authorized working hours and will be held responsible for securing the facility/construction area.
2.4.4 Anticipated Construction Progress Schedule
The following table represents the Governments anticipated progress schedule.
35% Design shall be submitted 45 calendar days after issuance of Notice to proceed (NTP).

3.0 Specific Tasks

3.2 Civil
3.2.1 New Construction Work
a. The Contractor must provide minimum 6” compacted base material under curb and gutter, concrete ramp, and concrete drive.
b. The Contractor must provide compacted sub‐grade under slab and building foundation.
c. The Contractor must provide finish floor elevation minimum 6” above average finish grade on site at location of shelter.
d. The Contractor must provide finish grading and topsoil around new shelter to provide positive drainage away from structure.
e. The Contractor must provide sodding or mature seeded area in disturbed soil around shelter prior to leaving site.
f. The Contractor must clean access road to site daily of as required to limit soil and debris from existing roadways to remain.
g. The Contractor must provide/Install/construct concrete ramp and concrete drive from existing adjacent roadway/driveway up to opening into proposed structure. Drive width shall have a minimum width equal to the opening of the proposed structure.
h. The Contractor must provide/Install/Construct radius curb cut onto ramp from roadway/drive with a minimum radius of 10’. Curb profile shall match existing curb found on site.
i. The Contractor must provide 1‐meter deep trench for PVC conduit for new electrical power line from B 70176 (existing pavilion, see site sketch) to area of proposed structure. See Section 6.6 for additional information and requirements.
j. The Contractor must provide necessary survey to obtain topographic information for proposed structure and adjacent drive and parking. Proposed building and ramp shall be provided with slope to provide positive drainage away from building.
k. The Contractor must provide sub‐surface investigation prior to any excavation work to verify existence of known and unknown underground utilities/features.
3.2.2 Alteration/Repair Work

a. Demolish/Remove an adequate amount of curb and gutter within the designated area of work to provide access to site and future ramped area into proposed shelter.
b. Remove required soil/earth as determined by contractor to provide an adequate foundation system for the proposed structure.
3.3 Architectural
3.3.1 New Construction Work
a. The Contractor must construct a single story structure from concrete masonry units on cast in place floor slab. Exterior walls of the structure must be standard concrete masonry units with panels of decorative concrete units similar to photos found in Attachment 3; B760 Shelter Photos, similar to other structures on base which allow light and air flow. The floor must be coated with an epoxy paint minimum 2‐coats and shall have an abrasive finish for an anti‐skid surface. The roof structure must be poured in place concrete, and provide surface mounted LED lighting from the ceiling/roof. The size of the structure must be approximately 393 square feet or a structure approximately 22’‐8” x 17’‐4”. The Contractor must provide minimum 9’‐4” wide x 7’‐4” high opening on street side of building. The minimum ceiling height must be 10’‐0” above finish floor at the front wall of the structure with a minimum ceiling height at the rear wall of the structure of 9’‐4” above finish floor. The Contractor must provide an acrylic fluid applied elastomeric roof coating system with a minimum 10‐year manufacture warranty for materials and labor. The exterior and interior of building must receive a minimum of 1‐coat of concrete/masonry primer and 2‐coats of approved latex paint. Paint/color must be in accordance with the Master Specification.

a. The Contractor must provide/install min 1.5” EMT from electrical panel at B 70176 to
36” below grade, below grade use 1.5” sch 40 PVC horizontally to proposed structure, install 1.5” EMT vertically to new electrical disconnect on proposed structure. Horizontal PVC conduit must be a minimum of 3’‐0” below grade.
b. The Contractor must provide/install new electrical disconnect on wall within proposed structure. Disconnect must be NEMA 4x stainless steel and sized/designed appropriately for requirements of proposed shelter. Replace existing electrical panel with new NEMA 4x panel.
c. The Contractor must provide/Install IMC 316 stainless steel conduit and 2‐weather resistant GFIC 20‐amp duplex receptacles 18” above finish floor on two opposing walls of proposed structure.
d. The Contractor must provide/install 2‐LED surface mounted lighting fixtures with photocell and weather tight override single pole switch for proposed new structure.
Lighting shall provide minimum 6‐footcandles at 3’‐0” a.f.f.
e. The Contractor must provide/install 8 AWG wire from panel at B 70106 to new disconnect at proposed shelter. Provide/install 12 AWG from disconnect at new shelter to electrical devices and lighting fixtures.
f. All work must be in accordance with the Master Specification.
