2Attachment 7, Seed Project-Task Order Statement of work, Section 2.4.4We believe that total of 156 calendar days is not enough to finish the construction. Due to global shortage of raw materials for electrical components, we experience extended lead time and delivery delay for electrical items specially for US Materials. 45 days procurement time is not enough, please consider 90-120 procurement time for US Materials.Procurement of materials will be IAW Task Order SOW; para. 2.4.4. See table for reference.
3August 18, 2023 Site VisitWe noticed that the existing panelboard from B70176 is quite deteriorating. Do you consider it for replacement?Please replace with new panel. All electrical devices installed outdoor shall be NEMA 4X type SST installation. See revised TO SOW section 3.6 for reference.

5Attachment 7, Seed Project B177 Shelter Site Plan and Task Order Statement of workWhich task order number is correct, LXEZ 211015 or LXEZ 211014?LXEZ211015 is the correct project number.
6GeneralDo you plan to issue a notice to proceed for the design stage and construction stage separately?Notices to proceed will be established in the task order SOW, however a vendor can likely expect two NTP. (In the event of design) an NTP, and one separately for construction.
7GeneralI would like to make sure that if it's allowed to cut down or trim the banyan tree that exists at the site. Branches amd roots might obstructs the construction.Cutting down is not allowed, however trimming work including disposal and cleaning the site can be included in this project as necessary.
8GeneralI wonder if you could provide us sample drawings for bike parking as a reference.
What we would like to make sure from the drawings are; a form of building foundation, an arrangement of rebars for dirt floor concrete, slab and beams, and a thickness of dirt floor concrete.Sample and As-built drawings are not available, but sample pictures of existing bike shelter has been provided in the Solicitation entitled “B760 Bike Shelter Photos”.
9GeneralIs there any electrical panels that are able to provide power to the new bike parking?

Do we have to upgrade the pannel in BUILDING 70176?

It seems there is no reserve on the panel in BUILDING 70176.Please replace with new panel. All electrical devices installed outdoor shall be NEMA 4X type SST installation. See revised TO SOW section 3.6 for reference.
10GeneralIs it allowed to provide prices with regular estimation form?
It might takes time to get started to subscribe RS Means.Task Order proposal shall be completed based on RS Means.

Confirm that only those contractors that met the Part A submission deadline and then submit Part B by the proper deadline will be considered and evaluated for Award.All soliciation criteria must be met by offerors in order for their proposal to be deemed responsive and evaluable.
16reference: RFP attachment 3 (Master SOW) Section E (other requirements) para 10.0 availability of materials, attachment 4 (Master Specification) Section C para 2.0 & attachment 7 (Seed project TO SOW) para 2.4.4Since UFGS applies to product specifications, and contractor is only allowed to start construction until contractor-furnished material are on hand, time allocated for procurement time (45 days) is insufficient to allow procurement of US material.
120-days (90-days minimum) procurement for US-sourced material is necessary.Procurement of materials will be IAW Task Order SOW; para. 2.4.4. See table for reference.
17MSOW 1.1Awardee is required to provide 5 seat licenses of the UPG compatible with Windows 10. Confirm government will be providing the computer work stations that the licenses/software will be installed on?IAW Para 3.0 of Attachment 3 SOW dated 10 Aug 23; "If Government Furnished Property (GFP) is required, it will be identified in each Task Order issued". No government furnished property will be provided for the purposes of SABER award. Additionally, the awardee will be responsible for the workstations in question.
18MSOW 1.1Awardee is required to provide 5 seat licenses of the UPG compatible with Windows 10 and 3 sets of RS Means Catalogs. Costs associated with these items should be included in the Seed Project Proposal cost and not part of the coefficient cost?The Contractor must incorporate the System License Fee in the competitively proposed Coefficients IAW Attachment 3 Section 3.0; "The Contractor must incorporate the System License Fee in the competitively proposed Coefficients. The Contractor is required to accept Gordian licensing and payment terms (available prior to proposal)."
19MSOW 5.0Regular Work hours are identified as 0730-1800, Monday thru Friday. Given several reasons, such as contractor’s SABER function office will be located on Kadena Air Base per MSOW and the fact that entry to Kadena Air Base each morning is congested, can the regular work hours be revised to 0700-2000, Monday thru Saturday, as it will also be expected that the additional hours and Saturday will be used to perform administrative functions, design functions, proposal preparations for Task Orders, as well as other non-site specific functions.The hours listed will remain, however if at the task order level a specific project requires an adjustment in the hours, then the task order SOW will reflect accordingly.
20MSOW 21.1Current Roof System warranties for Kadena Air Base and other installations on Okinawa is 10 years. MSOW is requiring 20 years. Research has determined that local roofing requirements for U.S. government cannot be provided 20 year warranty and roofing material manufacturers will not provide or support a 20 year warranty. Requested reconsideration of Roof System warranty requirement to reflect 10 years.10 years can be considered if it's Japanese material.
21Attachment+7+-+Seed+Project+-+Attachment+4+-+B177+Shelter+Site+PlanAfter conducting site visit and based on actual condition at site, we observe the following:

1) When constructing the foundation of new shelter, existing underground water line for the fire hydrant(③) located at the other side of the street will likely be affected. If so, existing underground water line needs be rerouted.

2) If the proposed location is shifted towards to the sidewalk, no space to construct the shelter.

3) If shifting the other way, the tree (②) will likely be an obstacle.

Is it posible to shift the location of the shelter as shown below(area A)

Location A is acceptable.
22Solicitation+-+FA527023R0006Is there a CLIN schedule for pricing the SEED project? If so, please provideReference Para 2.2 of attachment 3 - Master SOW. Seed project will be priced; (Unit Price x quantity x the applicable Cost Factor x Coefficient). There will be one CLIN for the seed project. The UOM will be job.
23Attachment+3+-+Master+Statement+of+WorkIn the Master Statemnet of Work section 3.0, the contractor must use RS Means as its UPG. However in the same section, this statement is also stated "For new construction of real property, the Contractor must use the USACE Area Cost Factor (ACF). For repair and alteration of real property the Contractor must use the USACE Sustainment Area Cost Factor (SACF).

To apply the Cost Factor, the appropriate Cost Factor is applied to total bare direct cost calculated in the UPG to adjust the cost to location-specific cost reflecting Japanese local market conditions in accordance with Unified Facilities Criteria (UFC) 3-701-01; DoD Facilities Pricing Guide. All applicable ACF’s and SACF’s can be found in Chapter 1-4; Data Tables, Related Materials; Data Tables, Tab 4-1; OCONUS. Works conducted under this SABER must utilize the most current Cost Factor cited for the appropriate Site Code. The most current data tables in this UFC are found in a combined file under “Related Materials” accompanying this UFC on the (WBDG) Web site: https://www.wbdg.org/ffc/dod/unified-facilities-criteria-ufc/ufc-3-701-01."

Question: Are we going to establish our cost factor considering the ACF and SACF plus our overhead, operational cost and profit? ACF and coefficients are to be applied to the bare cost separately, then combined. KTR is responsible in developing/coming up with their own coefficient factor. ACF & SACF are different factors and is used to localize RS means bare costs. For instance, 718 CES IGE coefficient rate is based on OH&P.

24Solicitation+-+FA527023R0006Please confirm if we will price the SEED project or we will only submit a coefficient as shown in Exhibit+A+-+Price+ScheduleThe contractor shall submit both proposal for seed project estimated based on RS Means and Contrator's Coefficient Structure.
25Solicitation+-+FA527023R0006Please confirm if we need to fill out the Section B - Supplies or Services & Prices or Costs
in page 4 of document Solicitation+-+FA527023R0006?Section B of the SF 1442 does not need to be filled in when submitting phase II of proposals as long as all other conditions of proposal submission within the soliciation are met.
