1Solicitation Section HSection H, OCR-9, requires contractors to have “Defense Base Act” insurance for U.S. citizens, to include those resident in Japan and those with no SOFA status. The U.S. government currently has a waiver in place for performance of requirements in Japan. Confirm DBA insurance is not a requirement given the U.S. government waiver for Japan performance requirements?According to waiver 2021-02 issued under section 1651(e) of the Defense base act, the requirements IAW FAR 52.228-3 apply unless the contractor does not meet any of the conditions in D(1). Conditions of waiver that states:

“D. Conditions of Waiver 1. This Waiver does not apply to any employee who: a) Is a citizen of the United States of America; or, b) Is a lawful resident of the United States of America; or, c) Was hired in the United States of America.”

2Solicitation Section HSection H, OCR-15 identifies all work to be perform in Japan and that the Awardee “must be licensed and registered to perform work in the country of Japan”. Confirm that both a Business Registration (Tokibo) and a General Construction Business Operator License (Kensetsugyo Kyokasho) are required?Yes, both registration and license are required. Business Registration (Tokibo) is a company registration to GOJ to start business when new company is established. General Construction Business Operator License (Kensetsugyo Kyokasho) is a license issued by GOJ to certified construction business company.

And FAR 52.211-10Solicitation Block 11 states contractor must commence work within 5 days after Notice to Proceed. FAR 52.211-10 (P19 & 20), states contractor must commence work within 30 days after Notice to Proceed. Clarify the difference or correct accordingly?Work shall commence within 30 days following issuance of the notice to proceed IAW FAR 52.211-10. The initial mention of within 5 days will be corrected to 30 days.

Section 1.4Solicitation states applicable NAICS code is 236220. Confirm is this NAICS code is required to be listed in contractor’s SAM registration in order to receive the contract award?NAICS codes listed under a vendor's profile in SAM are important for tracking purposes, however we will not be requiring a vendor to have this particular NAICS code listed in their SAM profile as long as all other conditions for qualifications are met.
5GeneralWill you require stainless steel or galvanized steel bicycle rack mounted on the floor of the shelter? (Rack will be for bicycles only).Stainless steel is required.
6Proposed Site Sketch/Attachment+7 +Seed+Project+Attach#4+B177+Shelter+Site+PlanCan Contractor close a part of or whole of the parking lot for vehicles during the construction?Only part of the parking lot will be closed for construction. The contractor shall minimize the closure area and duration.

4.4.1.3.Do we need to purchase the RSMeans for the proposal? If there is a free soft or alternative solution, could you share the information?RSMeans UPG is the chosen resourse for this project, as such, a company must utilize at least their basic level catalog in order to build their proposal.

1.8. Key Dates There are some instructions for deadline, but I wonder how I should count days from.

Should I count the days from July 10th which is the day this project's information was released in SAM?

Dates were added for additional clarification, the intent was to start from 10 July, however please reference amendment 0001 and amended attachment 1 Section L para 1.8 which lists the upcoming dates as follows:

- 9 August 2023; Government Response to Request for Information I

- 16 August 2023; Offeror submission of Phase I Proposal, and Request for Information II

- 18 August 2023; Site Visit

- 23 August 2023; Offeror submission of Request for Information II

- 31 August 2023; Government Response to Request for Information II

10Exhibit A - Price ScheduleI wonder if you could provide us some references or instructions showing how to fill out CPC.
Please see amendment 0002 for changes to Attachments 1, 2, and 3 regarding removing verbiage of CPC and replacing it with UPG. The government is working with RSMeans personel to set up a run down of the program, but training with using the program will not be provided by the government.
11How many companies will be selected for this project.
A single awardee is anticipated.

4.1.8. Past Performance Questionnaires I wonder who should be the reference listed.

Is there any requirement to be the reference?

The requirement is that of a standard reference; work completed for said individual that is recent and relevent to the work captured within the scope of the SABER IDIQ.

Section L Phase I Proposal – Past Performance I would like to make sure the deadline for submitting the documents (Part A, B, C).

Is the dead line August 10?

Past performance document submission would fall under the phase I proposal which is due 16 August.
14Sec. L, FAR Clause 52.23627, Pg. 48 of 51 and Attachment 1, Sec. L, Par. 2.7Please clarify when will the mandatory proposal conference & organized site visit take place.18 August 2023, Site Visit participants will meet at Kadena Air Base, Gate One, at 0900 hours local time.
15Attachment 1, Sec. L, Par. 4.4.1.3Says, for, Seed Project Price Proposal, TO proposal prices must be calculated using Gordian CTC, and the approved software program, RS Means.Our question is, we do not have such software currently available. Does this mean that we need to buy the RS Means software just to meet this particular requirement despite the fact we are still in the bidding process? Are there any options or alternatives in lieu of RS Means? 16Attachment 1, Sec. L, Par. 4.5.2Says, Offerors must complete the spreadsheet found at Attachment 5; Price Schedule, however, it turns out Attachment 5 is the RFI form. For Price Schedule, it is eventually Exhibit A. Please confirmThe referenced attachments and exhibit were incorrectly labeled within Attachment 1. Please see the amended attachment 1 within SAM for the correct attachment and exhibit labels.
17Attachment 1; Section L- Instructions, Conditions, and Notices to Offerors/Under paragraph 4.1.8It is stated that "The offeror must complete Section A; Contractor Information, of Attachment 7; Past Performance Questionnaire and email to all past performance references in the list provided.…" However, Attachment 7 is for Sheed Project information. 1. Does it refer to Attachment 6? 2. If so, there is no Section A in the Attachment 6 Past Performance Questionnaire.

18Attachment 1, Section 4.4, Para. 4.4.1The offeror must submit a Task Order Proposal based on Attachment 8; Seed Project, of this solicitation. There is no filename Attachment-8 provided, do you mean Attachment-7? Please confirmCorrect, attachment 7 is pertaining to the seed project. The referenced attachments and exhibit were incorrectly labeled within Attachment 1. Please see the amended attachment 1 within SAM for the correct attachment and exhibit labels.
19Attachment 1, Section 4.5, Para. 4.5.2"Offerors must complete the spreadsheet found at Attachment 5: Price Schedule" Attachment 5 is Request for information. Do you mean Exhibit-A Price schedule? Please confirm.Correct Exhibit A Price Schedule is the document in question. The referenced attachments and exhibit were incorrectly labeled within Attachment 1. Please see the amended attachment 1 within SAM for the correct attachment and exhibit labels.
20Attachment 1, Section 2, Para. 2.11The schedule of events only stated numbers of days, it is possible to provide specific dates as mentioned "Proposal must be completed, submitted and received by the designated POC's listed in Section 2.8 of this provision prior to the time and date specified below"? Assumingly the countdown start when the solicitation was released which is July 10, 2023? 21Attachment 1, Section 4This Section does not mentioned/instructed where the SF 1442 will belong in the proposal whether in Phase 1 or Phase 2. Assumingly it will be included in Phase 2 proposal. Please clarify.As long as the evaluation criteria within the soliciation are met, we did not explicitly ask for the 1442 returned. However standard business practice is to provide the 1442 when providing your complete proposal. So in this case it would be with the final submission of phase II.
22Attachment 1, Section 4, Para. 4.1.8.1In lieu of a Past/Present Performance Questionnaire & CPARS, can we submit a signed DD Form 2626 (Performance Evaluation)?While a DD Form 2626 does include much of the information requested for past performance evaluation, please provide a Past/Present Performance Questionnaire & CPARS as requested.
