Section A – Preamble
As cited in Section A – Paragraph 2.0 of the Master Statement of Work for the SABER Program administered by the 18th Contracting Squadron, Kadena Air Base; this Master Specification serves as the governing document for regulations, specifications, instructions, and standards as they apply to any works performed under SABER for either engineering activity cited in the Master Statement of Work, and this Master Specification.
Unless otherwise indicated or specified, the Contractor’s work procedures and performance for both design and construction must comply with the applicable specifications and standards listed across this Master Specification, and other requirements as specified herein. Contractors must use the most recent and updated specifications, standards, and codes.
In cases of discrepancies, Contractors must use the most stringent code unless otherwise approved by the Contracting Officer. This applies both to discrepancies within each category outlined in this section, as well as any discrepancies that may arise in requirements that cross categories.
Any regulations not maintained by either engineering activity will provide a web address to the current iteration of that regulation in the paragraph it’s cited in. Any regulations maintained by either engineering activity will be provided in Section F of this Master Specification as an attachment. These regulations are provided as attachments in order to easier facilitate modification of this Master Specification if/when modification is required.
This Master Specification contains two separate groups of regulations and orders of precedence in order to meet the joint needs of both engineering activities under the SABER Program.
The regulations and their precedence found in paragraph 2.0 of this Section must be used for Task Orders being performed for the 718th Civil Engineering Squadron (718 CES). The regulations and their precedence found in paragraph 3.0 of this Section must be used for Task Orders being performed for the US Army Garrison, Directorate of Public Works (DPW).
Each set of regulations in this Master Specification are further broken out into three distinct areas, each with their own order of precedence, in order to facilitate ease of understanding for all parties in matters of regulation application.
1.1 Environmental
Japan Environmental Governing Standards (JEGS) provides environmental compliance criteria and management practices to be used by United States (U.S.) Department of Defense (DoD) installations in Japan. While 718 CES & DPW Environmental Specifications are written documents providing directive to Kadena AB & DPW in the area of pollution prevention, stewardship of natural and cultural resources, energy conservation and compliance with Japan Environmental Governing Standards and other regulatory requirements. It also provides direction on removal & disposal of hazardous wastes generated on base.
1.2 Minimum Quality Standard
These documents are minimum criteria/regulations & specification that contractor has to comply with in accomplishing each task order. See below for further description of each publication.
1.3 Engineering Activity Specific Standards
These documents supplements the minimum quality standard documents to ensure Task Orders are compliant with installation and service specific standards.

Section B – Environmental
Unless otherwise indicated or specified, the Contractor’s work procedures and performance for both design and construction must comply with the applicable specifications and standards listed in this Section, and other requirements as specified herein. Contractors must use the most recent iterations of any specifications, standards, and codes cited in this Master Specification. In cases of discrepancies, Contractors must use the most stringent code unless otherwise approved by the Contracting Officer.
2.0 718 CES Environmental Specifications
The 718 CES Environmental Specifications provides directive for works conducted on Kadena Air Base regarding; pollution prevention, stewardship of natural and cultural resources, energy conservation and compliance with Japan Environmental Governing Standards and other regulatory requirements. It also provides direction on removal and disposal of waste (including hazardous) generated on USFJ installations under the purview of 718 CES.
The current iteration of the 718 CES Environmental Specifications can be found in Section F - Attachment I; 718 CES Environmental Specifications.
3.0 Section 01560 Environmental Protection
The Section 01560 Environmental Protection provides directive for works conducted for DPW in regards to; pollution prevention, stewardship of natural and cultural resources, energy conservation and compliance with Japan Environmental Governing Standards and other regulatory requirements. It also provides direction on removal and disposal of any waste (including hazardous) generated on any USFJ installation under the purview of DPW.
The current iteration of the DPW Environmental Specifications can be found in Section F - Attachment II;
DPW Environmental Specifications.
4.0 Japanese Environmental Governing Standards
The primary purpose of the Japan Environmental Governing Standards (JEGS) is to provide environmental compliance criteria and management practices to be used by United States (U.S.)
Department of Defense (DoD) installations in Japan. This document implements DoD Instruction (DoDI) 4715.05, Environmental Compliance at Installations Outside the United States (Incorporating Change 2, dated August 31, 2018), and is based upon DoD Manual (DoDM) 4715.05, Overseas Environmental Baseline Guidance Document (OEBGD, Volumes 1 – 5, Incorporating Change 2, June 29, 2020).

Section C – Minimum Quality Standard

2.0 Unified Facilities Guide Specifications
The Unified Facilities Guide Specifications (UFGS) a joint effort of the U.S. Army Corps of Engineers (USACE), the Naval Facilities Engineering Systems Command (NAVFAC), the Air Force Civil Engineer Center (HQ AFCEC) and the National Aeronautics and Space Administration (NASA). The UFGS is for use in specifying construction for the military services. As the UFGS updated intermittently it will not be transcribed in its entirety in this Master Specification.

3.0 Unified Facilities Guide Specifications – 718 CES UFGS Division 01 Supplement
Task Orders executed being performed for 718 CES must adhere to the 718 CES UFGS Division 01 Supplement of the UFGS in lieu of the Division 01 found in the base UFGS cited in paragraph 2.0 of this Section.

4.0 Unified Facilities Criteria
The Unified Facilities Criteria (UFC) documents provide planning, design, construction, sustainment, restoration, and modernization criteria, and apply to the Military Departments, the Defense Agencies, and the DoD Field Activities in accordance with DoD Directive 4270.5 (Military Construction) and USD (AT&L) Memorandum dated 29 May 2002. UFC are distributed only in electronic media and are effective upon issuance.

5.0 Unified Master Reference List
The Unified Master Reference List (UMRL) lists publications referenced in the Unified Facilities Guide Specifications (UFGS) of the Corps of Engineers (USACE), the Naval Facilities Engineering Command (NAVFAC), the Air Force Civil Engineer Center (AFCEC), and the guide specifications of the National Aeronautics and Space Administration (NASA).

Section D – 718 CES Specific Standards
In addition to the standards specifically outlined in this section, 718 CES Specific Standards must be used in conjunction with Environmental and Minimum Quality Standards, as they provide further guidance for works conducted for 718 CES on Okinawa. Unless otherwise indicated or specified, the Contractor’s work procedures and performance for both design and construction must comply with the applicable specifications and standards listed in this Section, and other requirements as specified herein. Contractors must use the most recent iterations of any specifications, standards, and codes cited in this Master Specification. In cases of discrepancies, Contractors must use the most stringent code unless otherwise approved by the Contracting Officer.
2.0 Kadena Air Base Instructions
The follow regulations are Kadena specific supplements to Air Force Instructions, and must take precedence over the base regulations they supplement.
2.1 Kadena Air Base Instruction 13-213; Nuclear, Space, Missile, Command & Control
This instruction implements Air Force Policy Directive 13-2, Air Traffic Control, Airspace, Airfield, and Range Management. It establishes responsibilities, procedures, and restrictions for the safe control and operation of vehicles and equipment on airfield ramps/aprons, taxiways, and runways.

2.2 Kadena Air Base Instruction 32-2001; Fire Prevention and Protection
This instruction implements Air Force Policy Directive (AFPD) 32-20, Fire Emergency Services, and Department of Defense Instruction (DoDI) 6055.06, DoD Fire and Emergency Services (F&ES) Program, Department of Labor – Occupational Safety and Health Administration (OSHA), Code of Federal Regulations (CFR), and National Fire Protection Association (NFPA) standards as Air Force policy unless otherwise directed in DoD or Air Force instructions. This instruction provides guidance for implementing and maintaining a sound fire prevention program and establishes responsibilities, procedures and practices of effective control and elimination of fire hazards

3.0 US Air Force Regulations (AFIs & AFMANs)
Air Force Instructions (AFI) are documented instruction for members of the United States Air Force intended for use by active duty, guard, and reserve members and associated civilians that implements Air Force Policy Directive. Air Force Manuals (AFMAN) are supplements to specific AFI’s. These regulations/standards must be used to each Task Orders’ requirements, as applicable. These regulations will typically fall within the 32 Civil Engineering Publication Series. However, individual Task Orders may necessitate adherence to Air Force Regulations outside of this series. When required, the Task Order Statement of Work will cite the specific regulation.

4.0 Kadena Design Guide & Appendices
The Kadena Design Guide, and its Appendices serves as a guidance for design and construction projects for all KAB Planning Districts and its Geographically Separated Units (GSU). The goal of the guide is to provide measurable means to continually improve the quality of existing and future construction projects specific to the KAB mission with its unique physical and climate challenges.
