| 5 | SOW Section 2 | Per Section 2.2, Task Order Pricing, the value of all Non Pre-Priced Tasks are direct cost only and co-efficient is not included in calculation. This is believed to be a significant error, as co-efficient cost should be applied to all costs. It is understood that applicable cost factors related to RS means would not apply since costs direct from suppliers is considered for Non Pre-Priced items; however, coefficient should apply to all items included in a Task Order Proposal. Please confirm the correct calculation method for Non Pre-Priced items? | ***Amended as of 15 Sep 2023***Non-Pre-Priced tasks will be priced in the same manner as priced tasks. Adherance to Exhibit A Pricing schedule will allow conformance to the soliciation requirements. | |

| 7 | AF3052_LXEZ211015+Construct+Bicycle+and+Motorcycle+Shelter+B177+(KTR) | Is the SACF of 214% a standard and the KTR will only input value for SABER COFFICIENT & CONDITION? | For new construction of real property, the Contractor must use the USACE Area Cost Factor (ACF). For repair and alteration of real property the Contractor must use the USACE Sustainment Area Cost Factor(SACF). The SACF for the seed project is 214% because the project takes place on Kadena AB Okinawa, Japan. The appropriate Sustainment Area Cost Factor (SACF) should be used based on the location the project is to take place. Sustainment Area Cost Factor (SACF) applies to base cost. Contractor is responsible for inputting Coefficient and Condition. | |
| 8 | AF3052_LXEZ211015+Construct+Bicycle+and+Motorcycle+Shelter+B177+(KTR) | We need time to gather quotes for NPI items identified in the Cost Estimate Breakdown-KTR sheet. If so, what is the SACF for the optional years? | Currently the 214% SACF applies to any project on Kadena AB Okinawa, Japan. To apply the Cost Factor, the appropriate Cost Factor is applied to total bare direct cost calculated in the UPG to adjust the cost to location-specific cost reflecting Japanese local market conditions in accordance with Unified Facilities Criteria (UFC) 3-701-01;DoD Facilities Pricing Guide. All applicable ACF’s andSACF’s can be found in Chapter 1-4;Data Tables, Related Materials;Data Tables, Tab 4-1; OCONUS.
