We are getting an error while trying to use the Past Performance tool. Specifically, it says "Your EZSource database or project contains a missing reference to the file 'MSCALC.OCX' version 7.0". We are using Microsoft Access 2010.
Are others reporting a similar error? Is there a fix action planned?
No others have experienced this issue. You will need to use Microsoft Access 2007 or lower when completing your Past Performance Information to submit to the Government.

M-3.3.1.2
Rating/ Definition VR: “F&O and SB offerors’ efforts shall demonstrate the ability to perform work at multiple DoD locations simultaneously” Relevant: “F&O and SB offerors’ efforts shall demonstrate the ability to perform work at DoD locations simultaneously”
For “Relevant”, does the absence of the word “multiple” mean that the contractor needs only to perform work at a single location, or at multiple locations as mentioned in VR definition? In both cases, the definition includes “DoD locations” (plural) The discriminators between the portions of the Very Relevant and Relevant definitions addressed are the words ‘multiple’ and ‘simultaneously’ (‘simultaneously’ is not found in the Relevant definition as stated in your question):
Very Relevant: “F&O and SB offerors’ efforts shall demonstrate the ability to perform work at multiple DoD locations simultaneously” Relevant: “F&O and SB offerors’ efforts shall demonstrate the ability to perform work at DoD locations simultaneously”.

“As applicable, address how the proposed reference provided on each PPI relates to each of the five (5) technical subfactors shown in paragraph L-7.4.1/M-3.2
Subfactor 5: SB Subcontracting Plan is required by “Large Business Primes Only” per paragraph L-7.4.1.5. Should sub of the large business indicate “N/A” for SF 5 for PP responses?
The quoted reference from L-8.1.2.5 says to address each of the five technical subfactors, “as applicable”.

L-8.8.1.2.5
“As applicable, address how the proposed reference provided on each PPI relates to each of the five (5) technical subfactors shown in paragraph L-7.4.1/M-3.2
Do all areas of the subfactors need to be address, specifically the org chat that shows mgmt structure detailed in L-7.4.1.1.1 or is it acceptable to reference the similarity or differences with respect to what is being proposed.
See response to question # 3.

PWS Section 1.6.2.14
Performance Work Statement (PWS) 1.6.2.14 Theater/Country Clearances states, “These requirements will be identified in the TO PWS. DoD 4500.54-G, DoD Foreign Clearance Guide, states the requirements for travel to specific countries.”
Department of Defense (DoD) 4500.54-G, DoD Foreign Clearance Guide was cancelled 2009 December per Department of Defense Directive (DoDD) 4500.54-E. What alternate procedure should be followed, or is there a new DoDD that will be used/issued?
The PWS has been updated to reflect the following statement:
“The Electronic Foreign Clearance Guide at https://www.fcg.pentagon.mil/fcg.cfm states the requirements for travel to specific countries.”

PPI Tool
In working with the Past Performance Tool, I completed step one for my company and listed it as the Prime. However the Offeror’s Name did not change to our company’s name as specified in the Help area. After loading my subcontractors (as role “sub”) and completing the Past Performance for each. It still did not change the offeror’s name. I deleted my record and recompleted the relationship process and it still didn’t change the offer’s name and I had to reload my past performances. Is there a way to change the Offeror’s name from PMI Contractors to our company name or do we leave it as is?
Also in the Business relationship screen it ask for the % of work for each sub and states that it must equal 100%. However we are only use a few of our 14 partners past performance and since this is and IDIQ the % work will change based on the TO. Do I leave this field blank for my subcontractors?
I am bidding in the small business pool and have put 51% in for my company.
Question 1: We have put out a blank Past Performance Information Tool that should alleviate any issues with the ‘PMI Contractors’ in the sample.
Question 2: The total must equal 100% to complete the tool. Submit percentages only on the Prime and any partners for which you are submitting Past Performance Information IAW L-8.1.2.

Reference: H-2 Cross Teaming; SOW paragraph 1.2.1.9 – OCI Mitigation Plan
Discussion: H-2 provides the definition of Cross Teaming and defines government expectations relative to the disclosure and handling of Cross Teaming relationships. SOW paragraph 1.2.1.9 states “The Cross-Teaming Mitigation Plan shall address separate physical locations, separate work forces, separate management, separate computer systems, and a representation that there will be no “cross-talk” or information shared between the two affiliates in connection with all TOs.”
Assume a company is a Prime in the F&O Pool with exclusive teammates and is also an exclusive subcontractor on a SB team bidding in the SB pool. Likewise, the SB prime is on the LB team as an exclusive subcontractor. Assume also that the SB will not bid in the F&O pool.
Question 1A: In this scenario, will the Government allow the offeror to set up a single CAAS IV Program Management Office with oversight for both the large business contract and any work performed on the small business team, providing all actual task order work is separately managed with a separate TO PM, separate workforce, separate locations, etc?
Question 1B: In this scenario, does the Government consider this Cross Teaming?
Based on the information provided, this scenario appears to meet the definition of Cross-Teaming as identified in H-2. See PWS Paragraph 1.2.1.9 and RFP Paragraph H-3, for the documentation required for the OCI Plan.

References: RFP section H-3, L-7.4.1.2, M-3.2.3, Attachment 1 - PWS, 1.2.1.9
Discussion: Section L requires the offeror to provide their approach for detecting, disclosing, avoiding, and mitigating OCI issues/risks at the CAAS IV ID/IQ contract and task order levels. Section M describes evaluation of the offeror’s strategy for detecting, disclosing, avoiding, and mitigating OCI issues/risks.
Section H-3 requires the contractor to maintain an Organizational Conflict of Interest (OCI) Mitigation Plan to reduce the likelihood of an actual or perceived OCI. PWS 1.2.1.9 requires the contractor provide a Mitigation Plan for detecting, disclosing, avoiding and mitigating OCI.
Federal guidance, FAR Subpart 9.505, lists mitigation as one of three possible OCI resolution options once a potential or actual OCI is identified. Resolution may be achieved through avoidance, neutralization (limitations on future contracting), or mitigation. A mitigation plan is generally a formal document negotiated between the contractor and the Government and approved by the Contracting Officer prior to execution. Requiring a mitigation plan prior to actually identifying an OCI does not seem to align with Federal guidance.
Question: Assuming the offeror has identified no potential or actual OCI at the IDIQ level, is it the Government’s intent that the offeror provide their detailed approach/strategy for detecting, disclosing, avoiding, and mitigating OCI IAW section L and M; or does the Government require a formal Mitigation Plan as required by H-3 and the PWS?
All references to ‘OCI Mitigation Plan’ have been changed to ‘OCI Plan’ to allow Offerors to propose their plans for addressing OCI (recognizing the options for resolution other than mitigation). The words “a summary outline that identifies offeror’s approach for OCI issues/risks” have been added to L-7.4.1.2 to clarify that the summary of the OCI Plan will be considered as part of technical evaluation. The Government will require a formal OCI Plan as a post-award deliverable IAW Paragraph H-3 and the PWS. The PWS now includes the OCI Plan as a deliverable under Paragraph 1.2.4.
10
RFP Subsection L-8; Section L, Attachment 1
Discussion: This offeror would like to submit a PPI for a “black” contract for which much of the information required of Section L, Attachment 1 is “not releasable”. This particular contract is very relevant in size, scope, and relevancy to the CAAS IV procurement. In lieu of the required detail, the offeror can provide an approved unclassified description of contractor performance on this effort. Much of the information required which is not in the standard release may be available in Government-to-Government discussions.
Question: If the offeror provides the appropriate contact information and receives COR acknowledgement that they will discuss this contract, will the Government accept this submittal as one of the eight required PPIs?
Based on the discussion provided, if information is deemed “not releasable,” it should not be submitted as Past Performance Information.

RFP Section H-5
RFP Section L-7.4.1.5 FAR Part 19 Section H-5 states that For large businesses in the F&O Competition Pool, the Contractor’s small business subcontracting plan shall ensure a minimum of 23% of the total annual awarded contract value is subcontracted to small businesses. Section L-7.4.1.5 states that offerors Identify the percentage of intended business with each of the following small business socioeconomic categories: Small Disadvantaged, Women-Owned, HUBZone, and Service Disabled Veteran-Owned. FAR Part 19 goes beyond these requirements and requires total dollars planned to be subcontracted for an individual contract plan; and requires goals, expressed in terms of percentages of total planned subcontracting dollars, for the use of veteran-owned small business, in addition to the socio economic groups listed in the RFP.
Please confirm that you want offerors to provide the information requested in FAR part 19 and the RFP. It is difficult to express the goals in terms of dollars in an IDIQ RFP.
Offerors shall submit their small business subcontracting plan as described in H-5 and L-7.4.1.5 per the Department of Defense Small Business Subcontracting Goals and shall submit those goals in terms of percentages not dollar values. The Small Business Socioeconomic categories specified in H-5 and L-7.4.1.5 are areas for which DoD has identified specific goals. When you prepare your subcontracting plan you should show how you will meet the intent of Clause 52.219-9 Small Business Subcontracting Plan which is included in the Solicitation.

Section L, Attachment 1, page 64 (of 81) – Customer Points of Contact
The Past Performance Information sheet provides for three potential customer POCs: Program/Site Manager, Contracting Officer, and Administrative POC. May we assume that the Administrative POC will in most cases be the same person as the Contracting Officer and not the DCAA Administrative Contracting Officer?
An Administrative POC could serve many roles. Interpret the Administrative POC as you see fit.
13
Section L, Attachment 1, page 63 (of 81) -- Instructions for Contract Type
The PPI form states that “offerors shall provide a separate list (outside of the tool) showing each of the task/delivery order(s) performed under the ID/IQ contract or BPA.”
May we provide the required information only for task orders going back no more than three years, as some contracts go back many years and have potentially dozens or even hundreds of task orders?
For the required attached list, include what you deem appropriate to demonstrate recency and relevancy in accordance with RFP Section L, Paragraphs L-8.1.2.4 and L-8.1.2.5.
14
Section L, Attachment 1, page 63 (of 81) -- Instructions for Contract Type
Instructions state that for an ID/IQ a separate list outside the tool will be provided to show the Task Orders under that ID/IQ. We are showcasing some of our larger ID/IQs equivalent in scope to CAAS IV. Some have more than 100 Task Orders. Would the Government accept a mutually agreed limit on the number of Task Orders shown on this separate list?
See response to question # 13.
15
Attachment 1 Section L, page 63 (of 81) -- Instructions for Contract Type
Instructions state that for an ID/IQ a separate list outside the tool will be provided to show the Task Orders under that ID/IQ. It appears that these added lists are not a part of the 5-page limit for the PPI. Is that a correct statement?
Per answers to questions posted to FedBizOpps on 29 Oct 10, ‘The attached list is not included in the page count. However, only those items required for inclusion in the list will be considered.’
16

RFP Section E,
Page 18 of 81, Clauses Incorporated by Full Text – 52.246-4 (b) The referenced clause states the following:
“The Contractor shall provide and maintain an inspection system acceptable to the Government covering the services under this contract.”
Will the Government be providing guidelines stating what is acceptable?
The Performance Plan posted on FedBizOpps on 29 Oct 10 should provide insight into the Government’s surveillance expectations.
18
PWS Page 10 of 18, Section 1.4.3 Performance Evaluation
The referenced section states the following:
“Contractor performance is subject to Government QAE surveillance to ensure PWS compliance.”
Does this mean the QAE guidelines will remain the same as the “shall comply” requirements 1.4.3.1 through 1.4.3.2.2 at the task order level as in the solicited PWS?
The parameters in Paragraph 1.4.3 will apply at the ID/IQ level. Each TO PWS will document the performance evaluation criteria specific to that requirement.
Section 1.1.2.1.1 addresses administrative support for conferences” Please provide a description of the conferences anticipated. Will meeting spaces, travel arrangements, etc. be required as part of these task? Will conferences be on or off site or via teleconference and at what classification level?
This information will be provided at the Task Order level.
Section 1.1.2.1.1 addresses “training”. Please provide examples of the types of training that may be required.
See response to question # 19.
Please describe the type of data collection mentioned in Section 1.1.2.1.
See response to question # 19.
Appendix D lists Labor Categories; however there is no job description. Please provide sample job descriptions for key anticipated task orders.
See response to question # 19 and historical task orders posted 29 Apr 10. Knowledge, skills and abilities for task orders issued under CAAS IV will be included in TO PWSs.
Section 1.1.2.1.2 addresses “R&D’ studies and analyses. Please provide examples of the types of studies/analyses that may be required.
See response to question # 19.
Please describe what areas of “logistics management” are entailed as referenced in Section 1.1.2.1.1.
See response to question # 19.
RFP Section L-8.1, Item #3 in the table – Past Performance Information Sheets. This section states the page limit is 5 pages. Please confirm that it is 5 pages for each Past Performance Information submitted. For example, If an Offeror submits the maximum of 8 Past Performance references then the maximum page limit would be 40 pages.
Per answers to questions posted to FedBizOpps on 29 Oct 10, ‘There is not a page limitation associated with the Contractor Information Tab or the POC & Key Individuals Tab, and the contents of the Program Details Tab are limited to five pages.’
RFP Section L-8.2, Past Performance Questionnaire (Attachment 3) states that Offeror’s send PPQs to each of the Points of Contact identified on the Offeror’s PPI sheet.
Does the Offeror need to send Questionnaires to all three POCS (PM, CO & Admin POC) that they provide information on in Attachment 1/Past Performance Information Sheet?
Or, may the Offeror just send one contact the Questionnaire?
IAW L-8.2, it is the Offeror’s responsibility to send, “…PPQs with attached PPQ cover letter at Attachment 4 to each of the Points of Contact (POC) identified on the offeror’s PPI sheet(s) in the Past Performance Volume.”

L-7.4.1.5 (page 59 of 81) Small Business Subcontracting Plan
To adequately address Subfactor 5: Small Business Subcontracting Plan (Large Business Primes Only), will the Government consider excluding this requirement from the Volume I page count limit to ensure all requirements are sufficiently addressed in accordance with FAR Part 19? Also, as only Large Businesses are required to submit such plan, it would seem that Small Businesses have an advantage to addressed other subfactors more sufficiently as large businesses are bounded by the Volume I page count limit.
See letter signed by CO posted to FedBizOpps on 20 Oct 10; there is no advantage for Small Business.
28
L-7.4.1.2 Subfactor 2 (page 58 of 81)
To adequately address Subfactor 2: Organizational Conflict of Interest (OCI) Plan in accordance with FAR Subparts 9.5 and 9.6, will the Government consider excluding this requirement from the Volume I page count limit to ensure all OCI issues/risks are addressed? With the complexity of this acquisition, and the encouragement of cross-teaming, addressing any potential OCI issues/risks may consume a large amount of pages to ensure compliance.
The page count will not be increased. Also, see response to question # 9.
29
L-8 Instructions for Volume II, Past Performance (Factor 2)
When the Past Performance Report is printed, no header or footer is generated to protect the offerors proprietary information as described in Section L-1 -Special Notice to Offerors (page 55). Will the Government consider modifying the PPI tool, or can the offerors create such header and be excluded from Section L-5.3.1 Page Format (page 56) restrictions?
The information is protected and will not be disclosed outside of the source selection evaluation process for the CAAS IV procurement. However, to comply with FAR 52.215-1, Offerors may create a Past Performance Volume cover page with appropriate information. IAW Paragraph L-5.3.5, covers for volumes are not included in the page count.
In the PPI tool, specifically the Business Relationship Tab, the “Offeror’s Name” does not change to the prime listed in the group when the list is completed. Can the Government provide guidance on how to change the “Offeror’s Name” to our team’s prime and remove “PMI Contractors” as the “Offeror”?
See response to ‘question 1’ of question #7.
In the PPI tool, can the Government confirm that the “% Work” is defined as “% total invoiced to customer, to include travel expenses?”
See response to ‘question 2’ of question #7.
32
L-8.1 Instructions for Volume II, Past Performance (page 59 of 81)
According to the Past Performance Volume Contents (3), it states that offerors are only to include the Program Details Tab of the PP Tool. The content included for this tab prints, by default of the tool’s program, with the tab before and after it. Will the Government confirm that only the content of the Program Details Tab is limited to the 5 pages and “Contract Information” and “POC & Key Individuals” content can extend beyond 5 pages without limitation?
See response to question # 25.
33
L-8.1 Instructions for Volume II, Past Performance (page 59 of 81)
Will the Government confirm that the report generated from the “Business Relationship” tab is not to be included in the hard copy of the past performance volume given that it is omitted in Section L-8.
You do not have to print out your Business Relationship as part of the Past Performance Volume. Also, see response to question # 25.

L-8.1 Instructions for Volume II, Past Performance (page 59 of 81)
The instructions for the “Business Relationship” tab state to list “any company involved as subcontractor…% work shall total 100% of all offeror business relationships”. Please confirm this list is for our CAAS IV team and not listing the teams which generated the past performances cited within the volume.
See response to ‘question 2’ of question #7.
35
L-8.1 Instructions for Volume II, Past Performance (page 59 of 81)
Please confirm the “% work” requested for the prime, subcontractors and joint venture partners is for projected % work on the CAAS IV contract.
That is correct. Also, see response to ‘question 2’ of question #7.
36
M-3.2.6 Subfactor 5: Small Business Subcontracting Plan (Large Primes Only) (page 78 of 81)
Will the Government please provide clarity in the following statement “The $7 million size standard for NAICS code 541611 does not apply to subcontractors listed in large business prime subcontracting plans.” For the Subcontracting Plan, what is the applicable NAICS code to determine business size standard?
Per answers to questions posted to FedBizOpps on 29 Oct 10, “Only the Prime’s NAICS is considered.”
37
Attachment I – Section L Past Performance Information “Program Details Tab” (page 63 of 81)
For the subcontracting plan, the Government requires a copy of the most recently submitted ISR (formerly SF294). As offerors will utilize their team members past performance, does this mandate that team members submit their ISR’s if one was required?
This requirement only applies to CAAS IV Primes. Referenced instructions have been updated accordingly.
In reference to question 7 in the Oct 29th Q&A response, I went back and deleted all business relationships that I had set up and created them all again using the New tab. I had already deleted all of the PMI contractor data. It still left the offeror as PMI contractors. So I then deleted the tool from my system and went back to the FBO 15 Oct Change and downloaded the tool again. I went in and deleted all the PMI contractor data and load my data as prime. It still did not change the offeror to Nova Technology Solutions. It showed PMI contractors as offeror. The help function states that if you mark prime it will automatically change the offeror. There is no way to enter the offeror’s name it is done by the system. Are there any other suggestions on how to change the offeror from PMI contractors to our company name?
See response to ‘question 1’ of question #7.
I downloaded the EZ Source Past Performance Information tool from FedBizOpps, and when I tried to open it in Microsoft Access, I got an error message:
Have you seen this message before? Can you please e-mail me the file so I can try it that way?
See response to question #1.

In Section L-8.1.2.3 PPI Submission the RFP states that past performance information sheets need to be submitted using the past performance information tool. Does the government want the information submitted through the tool prior to the due date? If so, .what is the NLT due date / time?
Past Performance information is submitted per Paragraph L-8.1.2.3.
Section L-7.4.1.2 Subfactor 2 OCI plan has specific requirements that need to be answered. Will the government consider letting the offerors answer the specific requirements within the technical volume and adding the Prime’s complete OCI plan as an attachment that will not count against page count?
See response to question # 9.

RFP Section L-8.1.3 Subcontractor/Teaming Partner Consent Letter
Are prime offerors required to submit a signed Subcontractor/Teaming Partner Consent Letter in our Past Performance Volume for every subcontractor/teaming partner on our team or for just those in which we submit a past performance reference?
RFP Paragraph L-8.1.3 has been updated to reflect, “These letters are only required for subcontractors and teaming/joint venture partners for which the Prime submits Past Performance Information as part of the Past Performance Volume.”
43
RFP Section L-8.1.4 Organizational Structure Change History
Are prime offerors required to submit an Organizational Structure Change History in our Past Performance Volume for every subcontractor/teaming partner proposed on our team or for just those in which we submit a past performance reference?
Please submit what you believe is required to meet the requirement in L-8.1.4.
44
RFP Attachment 3, Section L, PPQ, Section 1, Part C, Role:
Are offerors supposed to check a box for our role based upon the role of the “Contractor” citied in Section 1, Part A relevant to their role in the CAAS IV bid or their role on the past performance reference being submitted.
On the Past Performance being submitted.
Item number 7 of the GOVERNMENT RESPONSES TO INDUSTRY QUESTIONS & RFP CHANGE MATRIX – 29 Oct 10, indicates a solution of “In “Set Up Business Relationships,” select any item(s) that do not pertain to your proposal (e.g., PMI Contractors) and delete. Select “New” and create inputs related to your proposal.”
This does not work. Please provide additional directions on changing “Offeror’s Name.”
See response to ‘question 1’ of question #7.
We are pursuing a Prime bid on the Small Business set-aside and have a question about the OCI section: “Clearly, OCI recognition, mitigation, and avoidance is a crucial aspect of the CAAS IV contract. We are concerned that with such a short page count limit (40 pages for the full tech prop), we will not be able to comprehensively address all potential OCI concerns for our complete team. Would it be possible to allow an enclosure with a longer page limit where we can discuss OCI for our company and each of our teammates in full detail, perhaps as part of the Price volume which is not page limited? If not, is it acceptable for us to submit our overall OCI processes at a high level in the proposal and submit OCI details for each of our teammates later (either pre-award, post-award, or at the TO level)?”

One last comment (this is not a question, just a comment to the CAAS IV Contracting Office directly) – I believe your office has done an outstanding and professional job throughout this acquisition of keeping us contractors informed, being fair to all concerned, and making good decisions. We have worked with a number of contracting offices over the years and this experience has been one of the best.

L-8.1.2.3. PPI Submission.
This says in part, “Offerors shall submit their Past Performance Information Sheets using the past performance information tool… Offerors shall provide hard copies of the pages generated from this tool as part of their Past Performance Volume. Offerors shall save the PPI database file as offeror name-volume name (PPI).mdb (e.g., XYZ Company-Past Performance Volume (PPI).mdb) to submit as part of the electronic copy of the Past Performance Volume.”
The FAR 52.215-1 says in part, “Restriction on disclosure and use of data. Offerors that include in their proposals data that they do not want disclosed to the public for any purpose, or used by the Government except for evaluation purposes, shall --
(1) Mark the title page with the following legend:
This proposal includes data that shall not be disclosed outside the Government … The data subject to this restriction are contained in sheets [insert numbers or other identification of sheets]; and
(2) Mark each sheet of data it wishes to restrict with the following legend:
Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this proposal.”
Clarification requested: The Past Performance tool does not allow offerors to insert the FAR-required nondisclosure of data statement or provide it directly on each sheet as part of the printed output. Is information submitted using the past performance tool protected as proprietary information and protected from disclosure outside the source selection evaluation process for this instant procurement?
See answer to question #29.
Attachment 1 to Section L / Past Performance Information. The “Brief Description of Effort” section requires the Offeror, “if submitting a reference for a subcontractor, teaming partner, joint venture, or a corporate division related to the Prime, describe the nature and portion (percentage) of the work to be performed on CAAS IV by the company referenced on the PPI sheet, and clearly define the relationship.” Since this is an IDIQ task order based contract with no guarantee for work, how can the government require the Prime to guarantee percentages of work to the subcontractors/teaming partners/etc.? Suggest the government remove the requirement for defining a percentage of work for subcontractors/teaming partners/etc. from this PPI sheet.

I have a systems question regarding the CAAS IV proposal. The following clauses are shaded, but not checked in the electronic version of the RFP. I just want to confirm that these clauses do not need to be completed.
----(i) 52.219-19, Small Business Concern Representation for the Small Business Competitiveness Demonstration Program.
----(ii) 52.219-21, Small Business Size Representation for Targeted Industry Categories Under the Small Business Competitiveness Demonstration Program.

----(iv) 52.222-18, Cert Regarding Knowledge of Child Labor for Listed End Products.
----(v) 52.222-48, Exemption from Application of the Service Contract Act to Contracts for Maintenance, Calibration, or Repair of Certain Equipment Certification.
----(vi) 52.222-52 Exemption from Application of the Service Contract Act to Contracts for Certain Services--Certification.
----(vii) 52.223-9, with its Alternate I, Estimate of Percentage of Recovered Material Content for EPA-Designated Products (Alternate I only).
----(viii) 52.223-13, Certification of Toxic Chemical Release Reporting.
----(ix) 52.227-6, Royalty Information.
---- (A) Basic.
---- (B) Alternate I.
----(x) 52.227-15, Representation of Limited Rights Data and Restricted Computer Software.
You are correct, these are (fill-ins) that would be marked by a Contracting Officer if they applied.
Reference - Attachment 1 to Section L / Past Performance Information (PPI). In the Program Details Tab, the government requests that Offeror’s, “identify whether a subcontracting plan was required by the contract you are submitting. If one was required, identify in percentage terms the planned versus achieved goals during contract performance. Explain why goals were not met, if applicable.” Furthermore, the instructions require Offerors to, “attach a copy of your most recently submitted ISR (formerly SF294),” if a subcontracting plan was required for the provided Past Performance contract. Due to the teaming arrangements for procurement of this size and scope, we will be submitting subcontractor/teaming partner past performance information as part of our proposal. Do the subcontractors/teaming partners submitting PPI need to submit LSR (SF294) documentation with this proposal? Or, is this information only required for any PPI submitted by the Prime Contractor on the proposal?

CAASIV Performance Plan – Section 3.2.1 indicates that the due date for ISR/SSR in eSRS as 31 Mar and 30 Sep of each contract year. The due dates indicated are when the reporting period ends. The FAR allows 30 days after this period to submit. The due dates should read 30 Apr and 31 Oct.
Performance Plan has been updated to read: “Semi-annually IAW FAR Paragraph 19.704(a)10(iii)A.”

RFP Section M-3.3.1.2 provides the following Past Performance relevancy definitions:
RATING DEFINITION VERY RELEVANT Past performance effort involved in identifying and sourcing qualified personnel required to support the scope of effort identified in the CAAS IV PWS for work performed on contracts $1M or greater annually for F&O; and $500K or greater annually for SB. F&O and SB offerors’ efforts shall demonstrate the ability to perform work at multiple DoD locations simultaneously (includes off-site work for DoD).
For F&O teams, must small business subcontractor work performed on contracts be $1M or greater annually to be rated Very Relevant as a PPI reference?
For F&O offerors, all Past Performance Information references must meet the F&O relevancy criteria.
I left a message last week that we are having difficulty opening the PP Tool. After my IT guys looked into the problem they tell me the file is not compatible with ACCESS 2010. Apparently Microsoft removed the calendar control from ACCESS 2010 and the result is a "MSCAL.OCX" error when we attempt to open the file. According to the Microsoft ACCESS 2010 website, the calendar control must be removed before we can open it. Is there an alternative method for submitting Past Performance?

In reference to Section L.8.1.3 Subcontractor/Teaming Partner Consent Letter does the government want consent letters from all subcontractors even if they do not have a PPI included in the volume?
See response to question #42.
In reference to Attachment 1 instructions under contract type. If a subcontractor is using an overall IDIQ contract as their PPI does the government want a separate list showing all of the task/delivery orders or does that requirement only apply to the prime?
Any Contractor submitting an ID/IQ or BPA as a reference.

RFP Section L -8
Section L-8.1.2.1 limits the number of PPI References to a total of eight
“This information is required on offerors, subcontractors, teaming partners, and/or joint venture partners considered critical to overall successful performance. Offerors shall submit a minimum of two (2) and a maximum of eight (8) contract references.”
Section L-8.1.2.3 states “Offerors shall submit their Past Performance Information Sheets using the past performance information tool, which offerors shall download from the CAAS IV RFP posting to Federal Business Opportunities (FedBizOpps) at https://www.fbo.gov. “ In Step 1 - Business Relationships, The performance information tool (EZSource) requires that the prime and all subcontractors percent work total to 100%. If the prime is not using a past performance from all subcontractors, how can the true %work be entered. Does the contractor need to provide information on each of its team mates regardless of whether past performance information is being submitted for them?

Section L-8-2.
Past Performance Questionnaires (PPQ). We have been informed by a few of our Past Performance Questionnaire (PPQ) recipients that it is not their policy to fill out PPQs. May a contractor substitute a Contractor Performance Assessment Report (CPAR) report in lieu of PPQs.
CPARS are not required. Also see response to question #26.
59
Section L-8-2.
Past Performance Questionnaires (PPQ). For one of our Past Performance citations, we have a “body of work”, all for the same government customer (AFGSC), that was procured under three separate contract actions. Two of the actions were separate Purchase Orders on the same ID/IQ vehicle and the third is a formal sub-contractor agreement under the same prime contractor (and the same ID/IQ vehicle).
Independently, the first two actions spanned 14 months (running concurrently) and had a total value in excess of $965K, but neither averages over $500k/annum.
The third action is a 12-month agreement valued at over $700k.
As you can see, taken together, this “body of work” would meet your Very Relevant criteria under the terms of the CAAS IV solicitation.
Given that the body of work is all for the same customer (it would be one set of PP Questionnaires for PM, CO, and QAE that would be submitted for all the work), can we submit it as a single citation / questionnaire?
See L-8.1.2.2.
For our PPQs, one of our QAE’s is a deployed active duty member and unable to respond; however, he has submitted CPARS ratings for the contract in question. Will this pose a problem for the Source Selection team?
See responses to questions 26, 58 and 59.
If a company submits past performance citations and related past performance questionnaires for the full and open competition and provides those same citations, as a subcontractor, to a company vying for a small business award, is it necessary for the same PPQs to be sent again by the Government POCs to AMIC? It would seem to be redundant and cause extra work for the POCs.
When submitting PPQs that apply to more than one offeror, it is the Contractor’s responsibility to advise the Government which proposals those PPQs apply to.

Attachment 3, Section L, Past Performance Questionnaire
I was wondering if it’s acceptable to submit to our PPs these pages as a PDF? I would convert here and then forward to our contract POCs. Converting these particular pages from Word to Acrobat PDF will facilitate our contacts completing and returning these documents to you.
If this will cause any problem at all for you, please let me know – and we certainly do not want to put ourselves out of compliance by doing this!
Yes, per L-5.3.2.
In addition to submitting a proposal as a prime under the F&O competition, we are also bidding as a subcontractor in the SB competition. There is nothing on the past performance questionnaire replies that identifies the bidding team. In these cases, the same returned questionnaire would need to be applied to a past performance citation on multiple proposals. Please confirm that the Government will be mapping returned questionnaires to multiple proposals.
