RFP Section L-5.3.1
Section L-5.3.1 states, “Type size for text shall not be smaller than Microsoft Word Times New Roman 10 point font. The text for charts, tables, graphs, and figures shall be no smaller than Microsoft Word, Times New Roman 8 point font. Using Arial Narrow in tables and graphics makes them easier to read. Are other fonts other than Times New Roman acceptable, as long as they are no smaller than eight point?
L-5.3.1 will now state, “Type size for text shall not be smaller than Microsoft Word Times New Roman 10 point font… The text for charts, tables, graphs, and figures shall be no smaller than Microsoft Word, Times New Roman or Arial Narrow, 8 point font, and used only when absolutely necessary.

RFP Section L-7.4.1.5
In the Final Request For Proposal (RFP), Sub Factor 5, A Small Business Subcontracting Plan (For Large Businesses Only) was added to Volume 1, as part of the 40 page limitation. Previous draft RFPs had the requirement for a Small Business Subcontracting Plan (For Large Businesses only) in Volume 3 with no Page Limitation. May Volume I page count be increased for Large Businesses only or may Subfactor 5 be an attachment i.e. not included in page count? OR may we summarize in Vol I and include the full SB Plan as an Attachment in Vol III? A significant loss of page count for Large Business offerors, would put LBs at a significant disadvantage in addressing the Technical Factors/Subfactors.
See letter signed by CO posted to FedBizOpps on 20 Oct 10.
The Government’s spread sheet for computing the total evaluated price includes labor rates weighted against a total of 1000 hours. The spread sheet also includes plug numbers for material and travel which are summed with the labor cost to generate the total evaluated price for each site, location, and contract year. The plug-in dollar amounts for material/travel are very high relative to the dollar amounts that will result from the weighted labor hour cost. This results in an unbalanced cost/price factor where the evaluated price is not reflective of the actual performance of the contract. The approach greatly overemphasizes the value of the material/travel and underemphasizes the labor dollars in the Government’s evaluation of price.
We recommend that the Government reduce the material/travel numbers to be more reflective of the actual contract performance. For example, from our experience the material/travel for one full time person (1 FTE) would be roughly $10-15K per year. As such, for a .5 FTE (~1000 hours), a representative amount for material/travel would be $5K to $7.5K, instead of the $35K to $50K as currently is shown in the spreadsheet.
We reviewed impact to pricing table with current numbers and a variety of rates. In doing so, the Government determined that making the multiplier for travel and materials equivalent in nature to the labor is appropriate (i.e., based on 1000%) and puts the needed emphasis on labor. The multipliers have been adjusted accordingly to 130 for material and 870 for travel.
In RFP paragraph M-1.1, the Government identifies the competition as a Performance Price Tradeoff (PPT) in accordance with FAR Part 15 and AFFARS 5315.101-1. In the final RFP, the draft RFP paragraph was removed (M-3.1.6) that describes the tradeoff portion of the evaluation, i.e., under what circumstances the Government may exercise discretion to choose a higher priced Offeror. This change would appear to make the evaluation inconsistent with the FAR and AFFARS and make the competition Lowest Price, Technically Acceptable rather than a PPT.
Is this the Government’s intent? If not, does the Government reserve the right to make a best value tradeoff award to a higher priced Offeror and under what circumstances?
The Government will follow the evaluation methodology outlined in RFP Section M, paragraph M-3.1 and criteria for award in accordance with RFP Section M, paragraph M-1 (see in particular M-1.1 where it states (see underlined text), “This competitive best value source selection will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 15 and AFFARS Informational Guidance 5315.101-1, Performance Price Tradeoff (PPT), as further refined in this solicitation. “ and “The Government reserves the right to evaluate and/or award more than or fewer than the minimum and/or target number of contracts in each of the aforementioned competition pools based upon Source Selection Authority (SSA) determination that it is in the Government's best interest.“)

RESPONSE
PWS Section 1.2.1.10 – On CAASIII, Subcontractor DD254s are sent to the Servicing Information Protection Office (SIPO) at Langley AFB for approval (for all collateral DD254s). If the Subcontractor also requires access to SCI or SAP (blocks 10e(2) and 10f), then additional approvals must be obtained from those offices, which takes additional time for coordination. Our concern is that the PWS states that Subcontractors cannot start work until a DD254 is provided to the CO. Given the processes it takes to get a Subcontractor DD254 approved, would the Government consider changing the language to state that a copy of the DD254 will be provided within xx days to the CO after the start date?
Per referenced PWS paragraph (see underlined text), “If a subcontractor is contracted to perform the work on a CAAS IV requirement, a DD Form 254 between the primary Contractor and subcontractor must be signed and provided to Government CO before the subcontractor begins performance on any CAAS IV TO, unless otherwise approved in writing by the CO.”
Para M-3.1.1.4.2. states, “F&O Competition Pool. If the Government receives less than 10 proposals for evaluation in the SB Competition Pool, or less than 16 proposals remain after the Technical and Past Performance assessments, all proposals will be evaluated for Cost/Price. If any of the initial proposals is evaluated as unrealistically low (or unreasonably high) priced or has unrealistic costs, the proposal will be replaced with the next lowest priced, technically “Acceptable” or Reasonably Susceptible of Being Made Acceptable” proposal with “Satisfactory” or higher Performance Confidence Assessment until there are a minimum of 10 proposals for cost/price evaluation or until all proposals have been evaluated for cost/price.”
It appears that they did not correct in the highlighted areas for a cut and paste from Para M-3.1.1.4.1. SB Competition Pool. Should this be to correct this to read “If the Government receives less than 10 proposals for evaluation in the F&O Competition Pool, or less than 10 proposals remain…”?
Done.
In Step 1, “Set Up Business Relationships,” we have been unsuccessful in our attempts to change “Offeror’s Name” to anything other than “PMI Contractors.”
Please provide directions on changing “Offeror’s Name.”
In “Set Up Business Relationships,” select any item(s) that do not pertain to your proposal (e.g., PMI Contractors) and delete. Select “New” and create inputs related to your proposal.

RFP Page 63, Attachment 1, SectionL, Past Performance Information Tool, Step 2, Contract Info Tab
The instructions for contract type state: “If ID/IQ or BPA, offerors shall provide a separate list (outside of the tool) showing each of the task/delivery orders performed under the IDIQ contract or BPA, in addition to the period of performance, dollar value, place(s) of performacne, and a brief to description (not to exceed 500 characters) for each underlying task/delivery order. The limitations in L-5.3.1. apply to this list.” Question: Request the Government provide guidance on the minimum allowable task/deliver orders required for presentation on ID/IQ or BPA contracts. Rationale: some ID/IQ or BPA contracts under a prime, may have in excess of 50, 80, or 100 task orders, and in one particular case 800+ task orders over the life of the contract. Question: Would the Government confirm that the separte list is not included in the 5 page limitation for PPI Sheets?
Question 1: For the required attached list, include what you deem appropriate to demonstrate recency and relevancy in accordance with RFP Section L, paragraphs L-8.1.2.4 and L-8.1.2.5.
Question 2: The attached list is not included in the page count. However, only those items required for inclusion in the list will be considered.
9
Reference RFP section L-9.
The RFP asks for three sections to be submitted within Volume III-Cost Price (B-1 Tables, Section A, and Section K). Will offerors be allowed to submit a Pricing Narrative section?
We’ve considered your request; however, the Government has determined that a Pricing Narrative is not required in Volume III, Cost/Price.
10
Reference RFP section L-9.1.
Is it the Government intent to have offerors submit Tables B-1 in hard copies (in addition to the requested soft copies), and include them in Volume III?
Yes. Each of the items listed in L-9 shall be submitted in both hard and soft copy per the table at RFP Section L, paragraph L-5.3.3.
11
Reference RFP L-5.3.5
Pages Not Included in Page Count, indicates the “organizational chart” is excluded from page count. Please provide a definition of organizational chart. For example, is a table listing subcontracting partners considered an organizational chart?
See RFP Section L, paragraph L-7.4.1.1.1 for details.

Sections B & L
Per Section B CLINS 0001, 1001, 2001, 3001, and 4001, maximum rates will be used as a basis of negotiation for FFP LOE. This conflicts with Section B, Table B-1, Pricing Table, and L-9.1.1 Hourly Labor Rates, which states, “Proposed loaded hourly labor rates will be the maximum allowable rates used throughout the life of this contract for Firm-Fixed Price Level of Effort (FFP LOE) Term task orders.” Please clarify if the rates will indeed be used as a basis of negotiation or if they will be the maximum allowable for FFP LOE task orders.
You are correct. The X001 CLINs will be updated in RFP Amendment 1 to read, “The rates in Exhibit A, Table B-1, will be the maximum allowable rates for all FFP LOE Term Task Orders.” to be consistent with RFP Section B, and Section L, paragraph L-9.1.1.
13
Section M
Section M-1.1 states, “This competitive best value source selection will be conducted in accordance with FAR Part 15 and AFFARS Informational Guidance 5315.101-1, Performance Price Tradeoff, as further refined in this solicitation.” However, related language in Draft RFP paragraph M-3.1.6 seems to have been deleted. It stated, “The Government reserves the right to award a contract to a higher priced offeror if a lower priced offeror has a lower performance confidence assessment rating. In such cases, the SSA will decide whether the past performance advantage of an offeror is worth the difference in price.” Is it still the Government’s intent to award to higher rated Offerors over lower rated Offerors if the price differential is warranted, or will the Government’s award determinations be primarily based on low price, technically acceptable proposals that rate satisfactory or higher confidence?
See response to Question #4.
14
Section L
Per L-9.1.1, “Proposed loaded hourly labor rates will be the maximum allowable rates used throughout the life of this contract for Firm-Fixed Price Level of Effort (FFP LOE) Term task orders.” Also, PWS Appendix D 2.4.2.1, states, “FFP, CPFF Term, overseas and OCONUS requirements will be negotiated at the TO level, with the pre-established rates serving as the basis for negotiations. CAAS IV Contractors may propose alternate labor categories and rates, but must fully justify the new category(ies) and rate(s).” If an FFP LOE TORFP KSA requirement exceeds the bid labor category KSAs, will the government allow the addition of a labor category and rate that match the desired KSAs?
Yes, per the referenced PWS Appendix D paragraph 2.4.2.1, “Contractors may propose alternate labor categories and rates, but must fully justify the new category(ies) and rate(s).” Any rates associated with new labor categories will be negotiated at the TO level, regardless of contract type.

L-8.1.2 Past Performance Information (PPI) and L-8.2 Past Performance Questionnaires (PPQ)
Section L-8.1.2.2 authorizes the use of PPISs in which the Offeror (or subcontractor) is a subcontractor on the referenced contract or task order. L-8.2 directs Offerors to send PPQs to the Points of Contact (POC) or Customer identified in the Offeror’s PPI sheet(s). In some cases, Offerors are competitively disadvantaged because the Customers are themselves potential competing Offerors on the CAAS IV acquisition and, therefore, the unbiased assessment of such Customers would be in question.
Question: If a sub-contractor and its Prime are on competing teams for this solicitation, can the sub send the PPQ(s) directly to the Government sponsor(s)? In such situations, we recommend that Offerors be allowed to bypass their Prime customer and direct the PPQs to the Government customer. We recommend the Government include the following language, which was recently published in an Air Force draft Request for Proposal:
“If the customer for any PPIS is a potential offeror (or critical subcontractor) for this solicitation, the offeror shall provide the POCs for the next higher level customer. Example, if Contractors X and Y are both potential offerors for this solicitation and Contractor X was a subcontractor to Contractor Y on workload performed for the government, then Contractor X shall provide both Contractor Y and the government POCs for each applicable PPIS.”
It is up to the Offeror’s discretion whether or not to submit their PPQ(s) directly to the Government when a subcontractor and it prime are competing for this solicitation.
The Government will not add the recommended language to the PPQ.

RFP page 63
Section L, Attachment 1, paragraph A.2.
Section L, Attachment 1, paragraph A.2 on page 63 of the RFP calls for a list (with information and a brief description) for each underlying task/delivery order for ID/IQ contracts and BPAs used as past performance references. We are submitting an ID/IQ for past performance which currently has approximately 100 task orders, which will result in a very large amount of data.
a) Would the Air Force accept a list that contains some minimum number of relevant task orders on large ID/IQ contracts to permit an effective review? If so, what would constitute a minimum number to satisfy the Government’s evaluation needs?
b) Can we assume that these lists do not count against the 5-page limit of Section L-8.1?
See response to Question #8.

L-8.1.4 60 of 81
Regarding Organizational Structure Change History, the solicitation states that: "offerors shall include in this proposal volume a detailed "roadmap" describing all such organizational changes." If the Government's aim is to determine that the past performance that is being cited was conducted directly by the bidding entity and its subcontractors (not by some distant affiliate or subsidiary), will the Government confirm that the organizational roadmaps are to be provided only for those subcontractors / team mates whose past performance we are citing in the proposal?
Per RFP, Section L, paragraph L-8.1.4 (see underlined text), “To facilitate the Government’s past performance evaluation, offerors shall include in this proposal volume a detailed "roadmap" describing all such organizational changes (if applicable), to include specific names and dates.”
18
L-7.2 57 of 81
Regarding the cross-reference matrix, it is not fully clear exactly what is to be referenced to what. The Government only mentions that offerors should ensure that all RFP Section L and M requirements are to be addressed.
Will the Government clarify if they are looking for a full compliance matrix that lists all the RFP requirements on one side of the table and the location in the proposal (if applicable) where that requirement is addressed? Or is the Government looking only to ensure that specific Section L instructions and Section M evaluation factors have been addressed as per the example table?
Please prepare your matrix in accordance with the table at RFP Section L, paragraph L-7.2.

L-7.4.1.5 59 of 81
The Small Business plan is now required to be submitted as part of the technical volume, but the page count for the technical volume has not been changed to accommodate the substantial additional number of pages that the FAR Part 19-compliant SB plan requires.
Will the Government exempt Subfactor 5 (SB Plan) from the page count for the Technical Volume as was the original intention when the SB Plan was to be included as part of the cost/price proposal?
See response to Question #2.
20
K 47 of 81
Section K requires evidence of an accounting system to be provided to the Government, but does not specify how and when that information is to be delivered. If as part of the proposal, Para. L.9.2.2 would seem to be an inappropriate section under which to provide this information. We are unsure how you want this specific information presented in the proposal.
Please provide whatever is deemed appropriate to demonstrate evidence of an accounting system.
RFP Amendment 1 will include instructions for submittal at the beginning of Section K that requires this information to be submitted as part of Volume III, Cost/Price.
21
L-5.3.1 56 of 81
The font type is mandated to be Times New Roman
For ease of reading/evaluation, will the Government allow tables and graphics to contain Arial or similar font?
See response to Question #1.
22
RFP, SF 33, Section 12
Will the Government provide its anticipated contract award date so that offerors may determine the validity period to be inserted in Section 12 of the SF 33?
The Government’s intended award date is 15 October 2011.
23
L-8.1
“L-8.1 says that the ‘Content of Program Details Tab is limited to five (5) pages,’ but does not identify a page limit for the Contract Information Tab and the POC & Key Individuals Tab. Are we correct that these two tabs are not page limited, but that each Past Performance Information sheet’s Program Details Tab is limited to five pages?”
Yes, that is correct. There is not a page limitation associated with the Contractor Information Tab or the POC & Key Individuals Tab, and the contents of the Program Details Tab are limited to five pages.

L-7.4.1.5
Subfactor 5: SB Subcontracting Plan
E-mail received that this subfactor is not included in the Technical Volume page count, should this be an “Appendix” of the Technical Volume?
An “Appendix” is not required, but may be used at each Offeror’s discretion.
Are subcontractors required to submit a sealed package cost volume? If the subcontractors are required to submit a sealed package, what should be included in the subcontractor’s volume?
No, subcontractors are not required to submit a sealed package cost volume.
26
Section B, CLINs 0004, 1004, 2004, 3004, and 4004.
Discussion: The referenced CLINs refer to PWS Appendix D, paragraph 1.3.8. This paragraph does not exist; it appears the proper reference should be to paragraph 1.4.8. The latest changes to the Appendix D may have generated the mis-reference.
Question: Please confirm that the correct reference should be PWS paragraph 1.4.8.
The correct reference is PWS paragraph 1.4.8. RFP Amendment 1 will include this change.
27
RFP Paragraph L-8.1, Past Performance Vol. Contents table, line 5, Organizational Change History Paragraph L-8.1.4 Organizational Change History
Discussion: The referenced table at Paragraph L-8.1 sets pages limits for each section of the Past Performance volume, including 2 pages for Organizational Change History. Paragraph L-8.1.4 discusses Organizational Change History of terms of our past performance but does not state whether it applies only to the Prime or also to teammates for whom we submit past performance. With the increase in the maximum number of PPI references (now at eight), the 2-page limit for the organizational change history would appear to be insufficient to address the requirement for both the prime and multiple sub contractors.
Question 3A: Will the Government please clarify if Organizational Change History is required for only the prime, or for all companies for whom we submit past performance?
Question 3B: If the requirement applies to subcontractor past performance, will the Government please allocate additional pages to meet this requirement?
See response to Question #17.
The page count for the Organizational Change History will remain at two pages.
28
Section H, paragraph H-1, Competition Pools.
Discussion: Paragraph H-1, (a) 3) ii) refers to paragraph “H-1 (b)ii) below”. Paragraph H-1 (b)ii) does not exist; it appears the appropriate reference should be H-1 (b) 2.
Question: Please confirm that the correct reference should be H-1 (b) 2?
You are correct. RFP Amendment 1 will reflect this change.
29
RFP Paragraph M-3.2.6, Subfactor 5: Small Business Subcontracting Plan (Large Business Primes Only)
Discussion: The last sentence in the referenced paragraph states, “The $7 million size standard for NAICS code 541611 does not apply to subcontractors listed in large business prime subcontracting plans.” The RFP does not appear to include any other NAICS code or size standard which applies to the SB Subcontracting Plan for LB teams.
Question: Will the Government please clarify which NAICS code(s) apply to small businesses performing on large business teams?
Only the Prime’s NAICS is considered.
30
RFP L-8.1, PP Vol. Contents table, line 3, Content of Program Details Tab; Section L, Attachment 1, Program Details Tab
Discussion: Section L-8.1 limits the PPI Program Details Tab to 5 pages. On Section L, Attachment 1, the last block of the Program Details Tab, “Instructions”, states: “If a subcontracting plan was required, attach a copy of your most recently submitted ISR (formerly SF294). If goals were not met, explain why in this block.”
Question: Will the Government exempt any required SF294s required under this section from the 5-page limitation set for this tab?
See response to Question #2.
