CAAS IV PWS APPENDIX D
TASK ORDER (TO) PROPOSAL PROCESS & LABOR CATEGORIES
AMENDMENT 1 DATED 19 NOVEMBER 2010
1.0 GOVERNMENT REQUESTS FOR TASK ORDER (TO) PROPOSALS.
1.1 When the Government has a TO requirement, the Contracting Officer (CO) will issue a Request for Proposal (RFP) to all Contractors in the applicable (Full and Open (F&O) or Small Business (SB)) competition pool. Any task order with an annual estimated value at or below $1M will be set-aside for award in the SB competition pool. For task orders with an annual estimated value above $1M, the CO will conduct an analysis, based on task order requirements, to determine if two or more small business concerns are capable of performing the work, and make a decision as to whether or not the task order should be set-aside. There will be no specific socio-economic set aside other than the SB set-aside competition pool. The $4.7B ID/IQ ceiling will be applied by awards up to a $1.9B contract ceiling in the SB competition pool and awards up to a $2.8B contract ceiling in the F&O competition pool.
1.2 The standard method of Government transmission of a TO RFP will be via e-mail. The Government may provide advance notice to the Contractor of upcoming solicitations via a “Heads-Up Memo” which will include an attached draft Performance Work Statement (PWS).
1.3 The TO RFP does not obligate the Government to issue TOs under the CAAS IV contract, nor does it authorize the Contractor to perform any work. The Government will not solicit for proposals on any effort unless the owning finance office has provided a certified funding document. If the Government does not have adequate funding, the Government will notify the contractor(s) of the TO RFP cancellation.
1.4 As a standard, TO RFPs will include the following:
1.4.1 TO Number. Usually a 4-digit number that identifies the administrative contracting office, which will become part of the TO contract number upon award.
1.4.2 Task Name. Customer identified name that should easily distinguish the TO effort from other TO efforts
1.4.3 Anticipated TO Performance Start Date. The TO performance start date is driven by pre-established milestones that as a standard, allow approximately 30 days between contract award and performance start. There may be occasions where mission-critical requirements mandate a shorter acquisition timeline resulting in as little as one (1) day between TO award and TO performance start. In those cases, vacancies at the start of the contract are addressed per the instructions in CDRL A001, Attachment 1, Format/Instructions.
1.4.4 Source Selection Methodology. The source selection methodology will be specified in the TO RFP and comply with current Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS) and Air Force FAR Supplement (AFFARS) guidance. Current methodologies include:
1.4.4.1 Full Trade-Off (FTO). The Government will evaluate and trade-off among Mission Capability (assessing Technical and Risk ratings at the subfactor level), Past Performance, and Price factors, as specified in the TO RFP and detailed in the Evaluation Methodology Description and Criteria attachment to the TO RFP.
1.4.4.2 Lowest Price Technically Acceptable (LPTA). The Government will evaluate Technical acceptability on a pass/fail basis and Price for reasonableness in accordance with FAR Part 15. The Government will provide details in the Evaluation Methodology Description and Criteria attachment to the TO RFP. NOTE: The LPTA source selection methodology is not appropriate and will not be used for Cost Plus Fixed Fee (CPFF) Term TOs, because CPFF Term requirements do not lock offerors into the rates they propose.
1.4.4.3 Performance Price Trade-Off (PPT). The Government will evaluate Past Performance and Price and may also evaluate Technical acceptability on a pass/fail basis. Trade-offs may occur between the Price and Past Performance factors. The Government will provide details in the Evaluation Methodology Description and Criteria attachment to the TO RFP.
1.4.5 Competition Pool. The Government will solicit TOs in either the F&O or SB competition pool in accordance with the CAAS IV ID/IQ RFP, Section H, paragraph H-1. The competition pool applicable for the requirement will be specified in each TO RFP.
1.4.6 New or Existing Requirement. The Government will state whether the requirement under solicitation is new work or if it is a recompetition for existing work. If it is a recompetition for existing work, the Government will also provide the name of the contractor performing the work.
1.4.7 Contract Type. The Government will specify the type of contract required so CAAS IV Contractors can propose accordingly. The CAAS IV contract type options include:
1.4.7.1 Firm Fixed Price Level of Effort (FFP LOE) Term. Per FAR 16.207, this contract type will be used will be used for CAAS IV TOs when work can only be stated in general terms and the contractor must provide a specified level of effort, over a stated period of time. The Government will pay the contractor a fixed dollar amount. It is noted that a FFP LOE Term contract is suitable for investigation or study in a specific research and development area. The product of the contract is usually a report showing the results achieved through application of the required level of effort. However, payment is based on the effort expended rather than on the results achieved. More specific to CAAS IV TOs, FFP LOE Term will be used when the desired work cannot otherwise be clearly defined; the required level of effort may be defined, but the quantities associated with that work may not exist. In all cases, the required level of effort will be identified and agreed upon prior to performance start based on reasonable assurance that the intended result cannot be achieved by expending less than the stipulated effort. FFP LOE Term TOs will normally utilize pre-determined hours (typically 1920 hours/year).
1.4.7.2 Firm Fixed Price (FFP). The FFP contract type will be utilized for well-defined and well-quantified requirements where actual historical pricing information exists in order for the CO to deem the price fair and reasonable. The Government will use the applicable labor categories and pre-negotiated rates to determine the Independent Government Estimate (IGE) for each FFP requirement; however, these will not be provided in the solicitation or necessarily expected in an offeror’s proposal. FFP contracts will be negotiated at the TO level, with the IGE, pre-established rates, and price actuals of historical work performed serving as the basis for negotiation and comparison prior to award. The Studies, Analyses and Evaluations A&AS category is a good candidate for true FFP requirements where the number of full time equivalents (FTE) is not defined and end deliverables are clearly delineated. Specific to the CAAS IV requirement, this contract type will be issued when acquiring services on the basis of reasonably definite or detailed specifications, and fair and reasonable prices can be established at the outset.
1.4.7.3 Cost Plus Fixed Fee (CPFF) Term. The CPFF Term form permits the Government to describe the scope of work in general terms and obligates the Contractor to devote a specified level of effort for a stated time period. Under this form, if the performance is considered satisfactory by the Government, the fixed fee is payable at the expiration of the agreed-upon period, upon Contractor statement that the level of effort specified in the contract has been expended in performing the contract work. Renewal for further periods of performance is a new acquisition that involves new cost and fee arrangements. CPFF Term will not be used unless the Contractor is obligated by the contract to provide a specific level of effort within a definite time period. Offerors are required to have adequate accounting systems and approved purchasing systems. CPFF Term contracts will be negotiated at the TO level, with the IGE and pre-established rates serving as basis for negotiation and comparison prior to award.
1.4.8 Travel and/or Materials Estimate. If travel or materials is predicted for the TO requirement, the Government may provide a travel and/or materials estimate, which CAAS IV Contractors shall use in their TO price proposals.
1.4.9 Outside the Continental United States (OCONUS) and Overseas Requirements. The RFP will state whether any OCONUS or overseas work is required, in whole or as a portion of any TO requirement. OCONUS and overseas rates will be negotiated at the TO level.
1.4.10 Contractor Personnel Requirements. The Government may specify the number of FTEs and/or any personnel deemed “Key” to performance of the requirement.
1.4.11 Cost/Price Proposal Format. Each TO RFP will specify the format in which offerors will submit cost/price proposals. The Government will request a break-out of cost elements for all CAAS IV TOs, regardless of contract type, to determine reasonableness. The level of detail required will be prescribed in the TO RFP. See CAAS IV ID/IQ contract, Section B, Table B-1, Pricing Table description and Section H, paragraph H-10(d) and (e) for details.
1.4.12 Proposal Delivery. The Government will specify how and where to deliver TO proposals. E-mail is the preferred delivery method.
1.4.13 Proposal Due Date and Time. The Government will specify the exact due date and time for all TO proposals. The Government standard will be ten (10) business days from RFP release to proposal due date. Mission critical requirements may require fewer days; however, the Government will not request proposals with less than five (5) business days from RFP release to proposal due date under any circumstances. Consideration will be given to the timing of the Heads-Up Memo and accuracy of the documentation at the time of its release. More importantly, the proposal due date will be a reflection of the requirement’s dollar value, complexity and uniqueness, such that the Government thoroughly considers these dynamics when determining proposal response time and subsequently, the proposal due date (i.e., higher dollar value, more complex/unique requirements will result in longer response times (more time from RFP release to proposal due date)).
1.4.14 Deadline for Any Inquiries or Concerns Regarding the TO RFP. The Government will also provide a deadline for addressing any inquiries or concerns regarding the TO RFP. This gives the Government time to react and inform CAAS IV Contractors of any changes prior to the final proposal due date, or extend the proposal due date should it become necessary.
1.4.15 Attachments. All TO RFPs will include a draft PWS and Evaluation Methodology Description and Criteria, to include a Cost/Price proposal template. Other attachments may include sample Past Performance Questionnaire (PPQ) and/or draft DD Form 254, Department of Defense Contract Security Classification Specification, and Visitors’ Group Security Agreement (VGSA), as applicable.
1.5 Post RFP Communication. Once a TO RFP is released, all communications with the Government shall only be made through the CO who signed the TO RFP letter, unless otherwise specified. This restriction will remain in place until award is made.
1.6 No-Bid Statement. If a CAAS IV Contractor in the competition pool applicable to the TO RFP elects not to submit a proposal for a TO requirement, that Contractor shall submit a “no bid” statement to the CO, as specified in the TO solicitation, on or before the TO proposal due date.
2.0 STANDARD TASK ORDER PROPOSAL REQUIREMENTS.
2.1 CAAS IV Contractors electing to compete for a TO requirement shall submit their TO proposals in the timeframe specified in the RFP. If a TO proposal does not reach the Government on time, the burden of proof lies with the CAAS IV Contractor to show that delays were out of their control (e.g., post office did not meet advertised delivery date/time, Government server issues affected receipt of TO proposal sent via e-mail, etc.). The CO will consider late TO proposals on a case-by-case basis.
2.2 CAAS IV Contractors proposing on a TO requirement shall address Organizational Conflict of Interest (OCI) as part of TO proposal submissions in accordance with the CAAS IV ID/IQ RFP, Section H, paragraph H-3. Unmitigated OCI issue(s) may result in ineligibility for award.
2.3 Proposals shall be clear, concise, and shall include sufficient detail for effective evaluation. Proposals should not simply rephrase or restate the Government’s requirements; rather, they shall provide convincing rationale to address how the CAAS IV Contractor proposing on the TO requirement intends to meet requirements. CAAS IV Contractors shall assume that the Government has no prior knowledge of their facilities and experience, and will base evaluation solely on information presented in the TO proposal. Therefore, proposals shall be orderly, sufficiently documented, and easy to understand, which will allow for a thorough and fair evaluation.
2.4 Proposal Content & Format. Proposals shall include all of the information requested in the TO RFP and its attachments and shall be submitted in the format specified in the TO RFP. Failure to include all information requested may adversely affect the evaluation and result in removal from consideration for award. A complete proposal shall consist of a separate volume for each of the factors applicable to the source selection methodology (see paragraph 1.3.4).
2.4.1 Technical Proposal. The Technical proposal shall include a qualification summary for each of the proposed positions (individual Full Time Equivalents) in accordance with the TO RFP. However, depending on the requirement, qualification summaries may not be required.
2.4.2 Cost/Price Proposal. The Cost/Price Volume shall contain a complete TO Cost/Price Proposal, using the template provided by the Government with the TO RFP (see basic TO template at Attachment 1). Cost/Price proposals shall include the following, as specified in the TO RFP:
2.4.2.1 Direct labor. The Cost/Price proposal shall include the CAAS IV Contractor’s proposed labor category(ies) deemed appropriate to meet the requirement, to include number of personnel per labor category and the task(s) that those numbers support, hours, rates, total labor cost for each proposed labor category, and total overall labor cost for each performance period. The labor rates proposed and awarded at the ID/IQ level against the 24 labor categories (Attachment 2) will serve as the maximum allowable rates (ceiling) for all FFP LOE Term TOs. These maximum allowable rates can be discounted at the TO level. If task order performance crosses CAAS IV ID/IQ contract years, payment for the portions of performance in each CAAS IV contract year will not exceed those years’ applicable rates. FFP, CPFF Term, overseas and OCONUS requirements will be negotiated at the TO level, with the pre-established rates serving as the basis for negotiations. CAAS IV Contractors may propose alternate labor categories and rates, but must fully justify the new category(ies) and rate(s). It is up to the Government whether or not the alternately proposed areas will be deemed acceptable.
2.4.2.2 For all CAAS IV TOs, the CAAS IV Contractor’s cost/price proposal prices shall include a breakout of the cost elements associated with any proposed capabilities.
2.4.2.3 Travel and Material and associated handling rates, as applicable. Any material cost exceeding a unit price of $3,000 must be itemized and approved by a CO; all other materials need only a total cost. Contractors will be required to provide the specifics on any materials purchased for any TO. Contractors must compete all material requirements above $3,000.00 to get the best value for the Government.
2.4.2.4 Any backup documentation requested in the TO RFP or later by the CO.
2.4.2.5 Adequate Accounting System. For CPFF Term contracts, proposals shall provide evidence of an accounting system that can adequately track, segregate, accumulate and report incurred costs for each CLIN, as applicable, per FAR 16.301-3. Failure to maintain an adequate accounting system for CPFF TOs may be basis for removal from competition at the TO level.
2.4.2.6 Approved Purchasing System. An approved purchasing system may be required for TOs based on the complexity, dollar value and subcontracting involvement of the TO requirement. When this is the case, the TO RFP will document the requirement, and proposals shall provide evidence of an approved purchasing system capable of supporting cost type contracts per FAR Part 44.
2.4.2.7 Other information, as required by the TO RFP.
2.4.3 Limitations on Subcontracting. Contractors in the Small Business competition pool shall be in compliance with FAR 52.219-14, Limitations on Subcontracting for all TO efforts.
3.0 KEY EVALUATION PARAMETERS.
3.1 Establishing the TO Evaluation Pool. The Government may reduce the pool of offerors eligible for evaluation. For FFP and FFP LOE Term TOs, the Government intends to only evaluate the three lowest priced proposals for the applicable requirement, in addition to any proposals within 10% of the average of the three lowest priced proposals. Once an evaluation pool is established, evaluation will proceed based on the source selection methodology selected and identified in the TO RFP.
3.2 Technical/Mission Capability. CAAS IV Contractors’ TO proposals shall demonstrate a comprehensive understanding of the nature and scope of work required. The Government will not search for data to cure problems or address inconsistencies in CAAS IV Contractors’ TO proposals. The Government also will not evaluate proposals based on what is known or perceived about the contractor and will only evaluate the information provided in the proposal. A TO proposal that merely reiterates or promises to accomplish the requirements of the PWS will be considered unacceptable. All Technical/Mission Capability proposals will address Organizational Conflict of Interest per Section H, paragraph H-3 of the CAAS IV contract. The Government reserves the right to incorporate all or parts of the Contractor’s proposal into the resulting TO, but will include only the portions of the TO proposal that are of benefit to the Government, contributed to the award decision (such as qualifications of proposed personnel), and are negotiated with the CAAS IV Contractor for inclusion.
3.2.1 Technical Pass/Fail (PPT (if Technical used) and LPTA). Each subfactor will be evaluated on a pass/fail basis and assigned a rating based on whether the TO proposal meets the basic PWS requirements and standards, and satisfactorily addresses the subfactor evaluation criteria identified in the TO RFP. Extra credit will not be assigned for exceeding the pass/fail subfactor criteria. A rating of “Acceptable” will be required in all subfactors to be eligible for award.
3.2.2 Mission Capability (FTO). This evaluation factor provides for two distinct but related assessments: Mission Capability Technical Rating and Mission Capability Risk Rating. Each subfactor will be assigned a technical rating and a risk rating IAW with the most recent AFFARS Mandatory Procedures (MP) 5315.3 definitions.
3.3 Past Performance.
3.3.1 Determination of Responsibility. Even though the assessment of Past Performance is separate and distinct from Determination of Responsibility required by FAR Part 9, any past performance references provided in the Past Performance Volume may be used to support the Determination of Responsibility.
3.3.2 Other Sources. The Government may utilize references other than those identified by CAAS IV Contractors proposing on a TO requirement in evaluation of Past Performance. While the Government may elect to consider data obtained from other sources, the burden of providing accurate and complete, recent and relevant past performance references that demonstrate the ability to perform this requirement rests with each CAAS IV Contractor.
3.3.3 Integrated Performance Confidence Assessment. For FTO and PPT source selection methodologies, each CAAS IV Contractor proposing on the TO requirement will receive one integrated performance confidence assessment rating at the Past Performance factor level per the definitions provided in the AFFARS MP5315 in effect at the time of release of the TO RFP. This rating will represent the Government’s confidence in the Contractor’s ability to perform on the TO requirement.
3.3.4 Adverse Past Performance. Adverse past performance is defined as any past performance information with a less than satisfactory rating on any evaluation aspect or any unfavorable comments received from sources without a formal rating system. When a Contractor’s relevant performance record indicates performance problems, the Government will consider the number and severity of the problems and the appropriateness and effectiveness of any actual corrective actions taken (not just planned or promised). The Government may review more recent contracts or performance evaluations to ensure corrective actions have been implemented and to evaluate their effectiveness. In accordance with FAR 15.306(b), Communications must be held with any Contractor who would be excluded from competition because of adverse past performance, unless the Contractor has previously had the opportunity to comment on such information.
3.3.5 CAAS IV Contractors without a record of relevant past performance or for whom information on past performance is not available will not be evaluated favorably or unfavorably on past performance and, as a result, will receive a commensurate rating for the Past Performance factor.
3.4 Cost/Price.
3.4.1 The Government intends to award TOs with fair and reasonable costs/prices that provide reasonable fees/profit to Contractor’s for their risk. The Government will establish an estimate before soliciting for each TO, with the estimate serving as an initial baseline against which to measure proposed costs/prices. The Government will conduct cost analysis at the TO level for all CAAS IV TOs since the Government will require, as a minimum, a break-out of cost elements (fringe, overhead, general & administration, and profit) so that the Government has insight into the elements that contribute to each offeror’s loaded labor rates. This will allow the Government to determine if the rates proposed against the established labor categories are realistic for the work to be performed, reflect an understanding of the TO requirement (proposed rates are in line with proposed labor category descriptions), are consistent with the various aspects of the offerors’ technical proposals (demonstrate ability to attract, hire, train and retain contractor personnel at proposed rates), and are appropriate for the specified performance locations. The Government will conduct cost realism and a most probable cost analysis for all CPFF TOs. A price analysis and cost analysis will be conducted in accordance with FAR 15.404-1. Price reasonableness will be determined based on a comparison of offerors’ total overall evaluated prices, which consist of all labor and travel and/or material with associated handling rates, as applicable for the basic TO contract period and any options.
3.4.2 The Government will evaluate proposed prices to determine whether prices are consistent with the skill sets required for the work to be performed, reflect a clear understanding of the TO requirement, and are consistent with the various aspects of the TO proposal.
3.4.3 The Government will evaluate all cost elements to determine if each element is realistic for the capability proposed and meets the best value expectations of the Government.
3.4.4 Comparison of proposed prices received in response to the TO RFP is the preferred and intended cost/price analysis technique. Other techniques and procedures, if deemed necessary, may be used to ensure a fair and reasonable price and realistic cost, to include, but not limited to, the following: comparison of previously proposed costs/prices and previous Government and commercial contract costs/prices with current proposed costs/prices for the same or similar service/items; comparison with competitive market prices of similar indexes; GSA Schedule(s) or Department of Labor wage/salary indexes; or comparison of proposed prices with the independent Government estimate.
3.4.5 Unrealistically low proposed prices or unrealistic costs, initially or subsequently, may be grounds for eliminating a TO proposal from competition either on the basis that the CAAS IV Contractor does not understand the requirement or the CAAS IV Contractor has provided an unrealistic proposal.
3.4.6 The Government will analyze offers to determine whether they are unbalanced with respect to cost/price. An example of an unbalanced offer would be proposed labor rates that are significantly less than or significantly overstated in relation to the proposed rates for other labor categories (either of the offeror’s proposal or the same labor categories as proposed by other offerors). The Government may also consider an offer unbalanced if there is a significant difference between proposed labor rates in the same labor category between option periods or the proposed prices from year to year are above what would be considered a reasonable adjustment for inflation. Offers that are determined unbalanced may be rejected.
4.0 AWARD.
4.1 If no offer is determined acceptable, the Government will notify the contractor(s) of the TO RFP cancellation.
4.2 A Contractor is not authorized to commence task performance prior to the issuance of the TO award documents or a written notice to proceed from the CO.
4.3 The CO may issue a written notice, citing the funding line of accounting, when funds are available, but a modification cannot be completed in time for continuation of performance. This alternative will only be used in extraordinary circumstances, and not as a standard way of conducting business.
4.4 Quality Assurance Evaluators (QAEs) will be highly qualified, fully trained and officially appointed in writing by the CO. The Government will provide a copy of the appointment letter to the Contractor as part of the award documentation.

CAAS IV LABOR CATEGORIES
1.0 GENERAL.
1.1 This document specifies the required minimum levels of education and experience for contractor employees provided under the labor categories listed below. There may also be a requirement that the individual possess a specified security clearance in addition to the requirements listed below. Most clearances will be at the Secret level.
1.2 The categories listed below are the Government’s best estimate as to what categories of Advisory and Assistance Services (A&AS) will be needed for the contract period of performance. Contractors are hereby advised that there is no guarantee that requirements will exist for all categories listed and that some categories may not be utilized during the performance of the contract. When the Contractor determines that a labor category may not exist to meet a task order (TO) requirement, the Contractors may propose alternate labor categories and rates, but must fully justify the new category(ies) and rate(s). The Government also reserves the right to create new labor categories during the course of CAAS IV to meet unforeseen mission requirements. Any new labor categories will be negotiated separately. Overseas Continental United States (OCONUS) and overseas rates will be negotiated per applicable TO, with the pre-established maximum allowable rates serving as the basis for negotiations.
1.3 TO PWSs may better describe the type of support needed. However, for each task, the Contractor shall propose the labor categories and skill mix deemed most appropriate to accomplish TO requirements.
2.0 EXPERIENCE IN LIEU OF EDUCATION.
2.1 At a minimum, all Contractor personnel assigned to TOs under CAAS IV shall have either a high school diploma or a General Equivalency Diploma.
2.2 Table D-1, CAAS IV Labor Categories, provides the minimum degree and experience requirements for each labor category. When a degree is specified, the Government will not accept a lower level degree. When a Contractor proposes a higher level degree than the minimum (or no degree requirement is stipulated) the following apply:
2.2.1 An Associate’s Degree may be substituted for one (1) year of experience, e.g., a 15 year experience requirement may be satisfied by an Associate’s Degree and 14 years of experience.
2.2.2 A Bachelor’s Degree may be substituted for three (3) years of experience, e.g. a 15 year experience requirement may be satisfied by a Bachelor’s Degree and 12 years of experience.
2.2.3 A Master’s Degree may be substituted for five (5) years of experience, e.g. a 15 year experience requirement may be satisfied by a Master’s Degree and 10 years of experience.

Instructions: This format shall be used for all Price Proposals for CAAS IV Task Orders (TO), unless the Government provides a separate template with the TO solicitation. As a minimum, offerors shall fill in the items in blue (blue text or text box filled in blue), as applicable to the requirement.
1. General:
a. It is the offeror's responsibility to ensure all columns and rows with formulas calculate correctly and provide a true representation of the proposed effort.
b. The Core FTE sheet will only include proposed pricing for all FTEs required by the effort (i.e., those other than optional).
c. The Optional FTE sheet will only include proposed pricing for all optional FTEs.
2. Top Row: If the Government has not provided the TO number, name and competition pool in a TO solicitation price proposal template, insert 4-digit TO number, short TO name utilized in the TO RFP letter, and, in parentheses, the contract type - Firm Fixed Price (FFP), FFP Level of Effort (LOE) Term, or Cost Plus Fixed Fee (CPFF), and competition pool - small business (SB) or full and open (F&O). For example, "Price Proposal for CAAS IV Task Order 0301, ACC/A9 AFSO21 Support (FFP, SB) - Core FTEs"
3. Insert PoPs Row (2nd Row): If the Government has not provided the TO dates in a TO solicitation price proposal template, use the dates provided in the TO RFP letter to insert the base period in the "Insert TO Base PoP" and the option years in the remaining TO PoP columns. For instance, if the TO PoP is 15 Mar 12 - 14 Mar 15, insert applicable dates in each PoP column (15 Mar 12 - 14 Mar 13, 15 Mar 13 - 14 Mar 14, and 15 Mar 14 - 14 Mar 15).
4. Labor Category: Insert the titles of applicable labor categories and, in parentheses, include the task(s) to which they apply and the number of FTEs in the labor category working on that task(s). For example: Program Manager (task 4.2 (2 FTEs), task 4.5 (1 FTE)). If there are more than four labor categories proposed, copy one of the previous grouping of rows (for example rows 31-39) and insert at the bottom. Repeat as many times as required. If less that four labor categories are required, offers may delete additional rows not required.
5. Est. Hrs (separate columns for each PoP): Insert estimated hours for each labor category for each TO performance year (blue boxes). Unless the TO PoP matches the CAAS IV PoPs, you will likely have to insert Est. Hrs for two CAAS IV years for each TO PoP. Each FTE should add up to 1920 hours for each labor category, unless otherwise specified in the TO RFP. In the example PoP of 15 Mar 12 - 14 Mar 15, for the first TO performance year for one FTE, take 1920 hours divided by 12, which is 160 hours per month. The TO PoP covers portions of two CAAS IV years, so for column D, offerors would put 1120 (160 x 7) for Est. Hrs beside the proposed Base rate and 800 (160 x 5) for Est. Hrs beside proposed OP 1 rate. The same would then apply for the following years, with Est. Hrs in the OP 1 and OP 2 rows for the first TO option year and in the OP 2 and OP 3 rows for the 2nd TO option year.
6. Rate: Insert your proposed cost elements for each of the labor categories for the solicited effort (light blue). The Total Cost and Loaded Rate columns will automatically calculate. The resulting values in the Loaded Rate column shall be equal or less than rates proposed as part of the CAAS IV ID/IQ solicitation and included in the basic CAAS IV ID/IQ award, and will cover the entire PoP. For instance, if the TO PoP is 15 Mar 12 - 14 Mar 15, insert rates for the CAAS IV Base, OP 1, OP 2 and OP 3 for each labor category. Offerors may delete any additional rows not requiring rates (in the example, OP 4, OP X, OP Y, and OP Z) for each labor category.
7. Total Labor (three separate columns): These columns will auto calculate. If additional labor categories are added, ensure the totals for Total Labor are updated to include totals for all labor categories.
8. Material and Travel: Insert costs provided in the TO RFP for each TO performance year. If not provided in the RFP but included as part of the requirement, insert proposed costs for each TO performance year (light blue).
9. Material and Travel Handling Rates: Insert percentages in cells highlighted in blue for each TO performance year. These shall be equal to or less than the rates proposed as part of the CAAS IV ID/IQ RFP and subsequent award. The associated dollar value will automatically calculate and become part of the Total Other Direct Costs row in light purple/gray.
10. Total Other Direct Costs: This column auto calculates. Ensure the totals for each year include all the dollar values for ODCs for that year.
11. TOTAL LABOR & ODC: Ensure the totals for each TO performance year calculate to include labor and ODC, particularly if additional performance years were added.
12. Total for Core FTEs: Insert total number of core FTEs in the blue column to the right of the column with 'No.' for number, then ensure the dollar value cell equals the sum of the total labor for the base and all option years for the TO proposal.
13. Total for Optional FTEs: This column will pull from the total numbers (number of FTEs and $ value) on the Optional FTEs Spreadsheet. Ensure the data pulls from the total column in blue on the Optional spreadsheet (when there are optional FTEs for the solicited TO).
14. Total Award Value: Ensure the total includes the total funded and total optional for the TO. This will represent the total evaluated price for the solicitation for FFP contracts.
