I. Contracting Activity.

49th Contracting Squadron, Air Combat Command, Holloman AFB, NM

II. Nature and/or description of the action being processed.

Holloman AFB is proposing to extend the term of a one-year bridge contract by six months in accordance with FAR 52.217-8, Option to Extend the Term of the Contract. This contract is for technical support services for the Basic Expeditionary Airfield Resources (BEAR) base, a geographically-separated unit headquartered at Scott AFB, Illinois.

Basic Expeditionary Airfield Resources are used to facilitate worldwide natural disaster response, humanitarian support, counter-drug operations, military exercises, and contingency operations. There are currently 2,082 equipment packages and 132 general and special purpose vehicles located at BEAR base.

III. Description of supplies/services required to meet agency needs.

Technical support services consist of assessing if commercial equipment is capable for use as BEAR assets; field-testing proposed BEAR equipment changes and modernizations; aiding in planning logistics support for BEAR equipment; and identifying equipment/material deficiencies and recommending effective maintenance and repair solutions.

IV. Statutory authority permitting other than full and open competition.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The incumbent already has qualified personnel in-place with valid secret security clearances. Any successor contractor would have to offer a right of first refusal of employment to those employees. In the event incumbent employees refused an offer, the successor would have to recruit employees and they would need to be vetted in order to obtain a security clearance. The clearance process alone takes three months.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

A sources sought notice was posted to FedBizOps.gov on 7 August for a duration of 15 days, 4 businesses replied via email. Burgos Group, Frankie Friend and Associates, Delta Airport Consultants, and Dawson Enterprises responded with capabilities statements.

See paragraph 10 for listing of interested parties.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The base period was determined to be fair and reasonable based on the incumbent keeping the fully burdened wage rates from the last option year of the predecessor contract, FA4801-12-C-0002. The incumbent also agreed to keep their fully-burdened labor rates the same with the bridge contract and throughout the extension. In accordance with FAR 15.404(b)(2)(ii)(A), there has not been a significant time lapse between the last acquisition and the present one, therefore the prior price may be used.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

The 49th Materiel Maintenance Group (49 MMG) was an Air Combat Command (ACC) asset assigned to the 49th Wing (WG), Holloman AFB until reassignment, 01October 2016. The unit was re-designated as the 635th MMG assigned to the 635th WG, Air Mobility Command (AMC), Scott AFB.

On 27 December 2017, commander of the 635 MMG engaged with Chief of the War Reserve (Material) Program Management Office to look for a course of action in lieu of a finalized support agreement between 49 CONS and 635 MMG with regards to BEAR Base Technical Support. recommended the 763 SCONS to help with the procurement.

On 26 January 2018, , Director of Business Operations for the 763 Specialized Contracting Squadron stated they would be able to execute the follow-on contract for 635 MMG, provided 49 CONS exercised the extension option IAW FAR 52.217-8, in order to prevent any lapse in service.

49 CONS will turn over all market research obtained to the 635 CONS contract specialist/contracting officer assigned to the follow-on requirement to ensure proper turnover.
