APPENDIX B – CURRENT EQUIPMENT INVENTORY
For planning and pricing purposes, the Contractor will be provided detailed inventories of the following systems via excel spreadsheet. The Contractor shall note that should additional equipment be found in the field that was not captured during the inventory effort, it will still be a requirement to maintain and repair them accordingly:
- Architectural
- Electrical
- Fire Protection
- HVAC
- Plumbing
APPENDIX C – MAPS
For planning and pricing purposes, the Contractor may be provided the floorplans via CD‐ROM upon their request, submission of documents below, and approval from the government Security manager of this requirement. Media will be provided once it is available.
All drawings pertaining to the Bldg 500 (LeMay) complex are ‘For Official Use Only’ (FOUO). The scope given in para. 5.2 of this PWS directs that the Contractor use FOUO documents to create additional FOUO documents. Therefore, compliance with Governmental guidance on handling unclassified but sensitive information is mandatory. Any references to US Strategic Command, USSTRATCOM, or Offutt AFB shall be removed from all contractor unclassified or FOUO drawings. Specific guidance is listed below.
The prime contractor shall be responsible for compliance to the below guidance of all sub‐contractors and/or employees supporting the Bldg 500 Mx & Repair. The Government may require any of the below forms to be submitted in order to receive the maps and drawings.
B.1 Certificate Pertaining to Foreign Interests: Standard Form (SF) 328, included in RFP attachments must be completed and submitted prior to obtaining FOUO documents. The form shall be signed by the company president or general manager on behalf of the company and employees.
Companies will require approval from Government security representatives prior to obtaining FOUO documents. The Government reserves the right to deny a bidder FOUO documents, establishing the bidder as unqualified to perform the scope of this contract.
B.2 Nondisclosure Agreement: Included in the RFP attachments, must be completed and submitted prior to obtaining FOUO documents. This nondisclosure agreement (NDA) was developed for any contractor working with information pertaining to the B500 complex. The form shall be signed by the company president or general manager on behalf of the company and employees.
B.3 DOD Guidance: Two DOD publications outline specific measures concerning the handling, transmittal, and disposal of information/material not intended for public release. The contractor shall comply with and actively engage in all measures outlined in the below publications. Failure to do so shall be considered a breach of the nondisclosure agreement.
B.3.1 DODI 8582.01: The contractor shall reference Enclosure 3 of title document included in RFP attachments for handling soft copy materials.
B.3.2 DODM 5200.1, Volume 4: The contractor shall reference Enclosure 3, paragraph 2e of title document included in RFP attachments for handling hard copy materials.
B.4 Contractor Validation Data: The winning bidder shall be required to complete data entry pertaining to their own company, any subcontractors, and any subcontractors to each subcontractor, and major suppliers of materials and services to each. Failure to complete the form in good faith to represent the total contractor’s team shall be considered a breach of the NDA. The Contractor shall use the formatting provided in RFP attachment titled Contractor Validation Data.
B.5. Products may not be labeled in a way that refers to sensitive missions or equipment, special access controls, or similar designations.
Generally this requirement is interpreted as only labeling products with room number only.
