Vendor Question
1. This is a clarification due to a lack of information in the PWS pertaining to the maintenance of the Power Generation Shelter [PGS] HEMP Shield.
PWS Para 1.3.2.1.1, PGS Equipment, states the Contractor is responsible for "shield maintenance & repair". We can only assume the statement refers to the HEMP Shield maintenance. No information has been provided by the Government on the specific requirements for Annual Hardness Surveillance/Monitoring, or the requirement for
Reverification Testing. Is the reverification testing to be performed every three [3] years or evey five [5] years? This maintenance information should be contained in the HM/HS
[Hardness Maintenance/Hardness Surveillance] Manual for the facility.
All of these inspections and maintenance services require specialized certifications and will require a specialized subcontractor to perform. The cost of this will be significant and can vary wildly based on frequencies and specific maintenance to accomplish.
A. Is it the Contractor's responsibility to perform the Annual Hardness
Surveillance/Monitoring and the Reverification Testing?
There are no requirements for the facility maintenance contractor to perform
Hardness Maintenance/Hardness Surveillance functions for the PGS. See answer below.
B. If yes, how often will the reverification testing be performed?
C. Would the government please provide the HM/HS (Hardness
Maintenance/Hardness Surveillance) Manual for the facility?
ANSWER: The Government considers the portion of PWS para 1.2.3.1.1 that states “..shield maintenance & repair…” confusing and misleading. Therefore, any mention of “shield maintenance & repair” should be considered an error and ignored for proposal preparation.
There are no requirements for the facility maintenance contractor to perform Hardness
Maintenance/Hardness Surveillance functions for the PGS. The PWS will be amended to reflect this change.
