Vendor Questions
1. Given the date of the site visit and when we expect answers to our questions, would the Government consider offering an extension of the proposal response due date?
Due date was extended to the 16th of June.
2. Will any GFE be provided other than space?
See PWS 3.0
3. Can you provide the square footage of storage and work spaces being provided to contractor?
We do not have the exact square footage of the provided space, but the areas provided to the contractor include the boiling room, an operations space, multiple closets throughout the facility and a break room.
4. Does contractor procure/provide ALL tools and materials required to service equipment?
See PWS 3.1, 3.2, 4.1.2.
5. Has an environmental survey been conducted for HAZMAT? Can we see the findings/analyses?
Wing Safety performs an inspection every year, and the workplace is OSHA compliant. See PWS 1.5.1
6. Can you please provide a list of Subcontractors currently servicing equipment?
This is proprietary information and will not be released.
7. Is support for the Building 500 elevators provided by another contract?
Yes.
8. How many people are working on this contract now?
This is proprietary information and will not be released.
9. Can you please provide the current labor mix?
This is proprietary information and will not be released.
10. What is the length of service of the employees for benefit calculation purposes?
This is proprietary information and will not be released.
11. What is the actual square footage of the total of all the buildings, and the age of each building?
Building 500 was built in 1949 and the rest of the complex was added in phases after. We do not have an exact account of each buildings age.

12. Would you provide a list of subcontractors currently providing an O&M service and the area they are responsible for?
This is proprietary information and will not be released.
13. Is there a CBA (union) as part of the current contract? If so, can you provide a copy of the CBA and wage rates?
There is not CBA.
14. Is there a requirement to have 2 personnel on shift at any given time based on the high-pressure boilers in the mech room?
No.
15. For purposes of calculating vacation compensation, please provide the number of personnel in each seniority category.

16. What is the current CMMS that is currently used on site, and will the contractor be required to use the same system? If not, how will the continuity of that system be passed over to any new contractor with a different CMMS?
See PWS 4.1.4. The current contractor’s CMMS will not be passed on to the new contractor.
17. How are items that are not WOs or PMs funded?
See PWS 4.2
18. Are there any restrictions on working areas in the Bldg 500 complex? How is that handled with in-house personnel? How is that handled with subcontractors?
Yes, see PWS 5.1, 5.1.2.
Some employees will become escort authorities, and the COR will help get access as needed.
For subcontractors, frequency and need will dictate the level of access.
19. Are there existing O&M manuals on each piece of equipment? Are they current?
No there is not.
20. Is there As-builts available, current, and electronic?
There are as-built drawings on site. Contractors will have access as needed. Some are electronic and some are not. However, some as-builts are not current and reliable.
21. How is equipment currently tracked in reference to PMs and WOs, and to what standard?
A CMMS tracks inspections and work orders. See PWS 4.1.3, 4.1.2.
22. What is the concept of Maintenance Master plan? Is there currently one on site now?
Yes one is utilized currently. The requirements of the MMP are spelled out in the PWS 4.1.2.
23. How accurate is the current inventory? When was the last one performed?
The current inventory list is constantly updated as needed. See PWS 1.1, “During the first 60 days of the contract, the Contractor shall validate the inventory list and add any missing equipment to the list.”
24. Is there currently an inventory of spare parts on hand? Does it belong to the contractor or government?
There is not a list of spare parts. See PWS 1.4.2
25. Is there a list of government provided equipment that the contractor uses? If so, can you provide a copy to us?
See PWS 3.
26. What special training is required of O&M personnel working on site, and how often is it required?
See PWS 4.5.2, 5.1.2
27. Is there any special security requirements for personnel working in any of the restricted areas?
Yes, support will be provided below the Red Line and in other secure areas. Some employees will get Red Line Access and others will be escorted by government appointed escort officials.
28. What is the current predictive maintenance being used on site today? Is this documented and will it be turned over to the new contractor if awarded?
Predictive maintenance isn’t being used currently.
29. The SOW states that a new contractor will be given 60 days to validate the existing RPIE.
Is there documentation available showing all existing equipment by location and condition? Will all areas to be validated be given access to the contractor?

30. What is the standard/publication for RPIE to be performed to?
See PWS 4.2 Industry Standards and AFPTMLs..
31. What is the last date to submit questions?
NLT Close of Business 13 June 2017
32. Who and what determines the funding of equipment replacement?
The Government decides if it is advantageous for the Government to replace equipment verses repairing it. This will be decided case by case with the COR and CE personnel.
33. Is the contractor expected to provide support to levels below the Red Line? How will access to those areas be handled?
Yes, support will be provided below the Red Line. Some employees will get Red Line Access and others will be escorted by government appointed escort officials.
34. Current/Most Recent inspection reports on for the fire sprinkler systems on the current buildings (Building 500 Compound)?
Inspections are current. The Base Fire Department is required to do annual inspections of the Building 500 complex to include the reports developed by the contractor under the PWS 1.3.1.2 requirements and similar PWS requirements.
35. Who is responsible for Hemp Shield maintenance? What are the specifications for Hemp Shield maintenance including specific frequencies and maintenance tasks?

36. Please clarify financial responsibilities for DSW. (1)What is the Contractor’s financial responsibility for DSW that has material costs of $1,500 and labor hours of less than 50 man-hours in labor effort? (2)What is the Contractor’s financial responsibility for DSW that has material costs of $2,000 and labor hours of less than 50 man-hours in labor effort? (3)What is the Contractor’s financial responsibility for DSW that has material costs of $2,000 and labor hours of 60 man-hours in labor effort? (4)What is the Contractor’s financial responsibility for DSW that has material costs of $2,500 and labor hours of 60 man-hours in labor effort?
Scenarios 1 and 2 would be the responsibility of the contractor. Scenarios 3 and 4 exceed the monetary and hourly requirement and would require a bid and COR approval. See PWS 1.2.1.3
37. Addendum to 52.212-1 (Page 8 of RFP) 2.3.6 and 2.4.5 both ask for a WBS. Will the Government please allow us to provide the WBS in 2.4.5 only to save pages?
Paragraphs 2.3.6 and 2.4.5 are in separate subfactors of technical. It is up to the offeror to determine the best method in communicating within their proposal to ensure the Government understands that both paragraphs of each subfactor has been answered and has complied with the requirements of the RFP.
38. Who is responsible for the purchase of replacement X09 and X10 locks?
Per PWS 1.3.2.2 the Contractor.
39. How does the increased security requirements for Building 500 Complex impact service order [SO] completion times and preventive maintenance [PM] schedules?
It does not impact service times.
40. Please clarify the request for a “table” demonstrating estimated laborers and man-hours per day by discipline. Wouldn’t annual productive hours be more useful?
The purpose of the labor table by discipline per hour is to identify skilled labor. A table would demonstrate the difference between each skilled discipline verses general laborers. It also provides an obvious comparison for hours per disciple with a cost breakout.
41. Will you please confirm that Offutt is currently utilizing USAF Next Gen It? If they are not what system is currently being utilized?
Currently, under this contract NextGenIt will not be used. This is subject to change at the Governments discretion.
42. Can the Government please define “Work Breakdown Structure” in their terms for the contractor?
The RFP does not mandate a WBS format. Any WBS submitted must meet the RFP requirements.
43. What level clearance and Investigation Type?
See PWS 5.1
44. When do you anticipate answering the first round of questions?
All questions asked have been answered now.
45. Do you anticipate extending the proposal due date again?
Due date was extended to the 16th of June. An additional extension has not been considered.
46. In regard to CLIN’s X007 and 0008, does the government anticipate having two personnel onsite 24/7? Are these CLIN’s optional or required? (PWS says required, CLIN’s say optional)
As stated in PWS 1.3.3 the intent of these CLINs is for after-hours coverage where 24/7 implies coverage after normal work hours, holidays, and weekends.
These are ‘option’ CLINs. This means that the Government will choose to utilize these CLINs or they may choose not to, it is an option for the Government.
However, for a proposal to meet the requirements of the RFP the offeror must submit CLINs X007 and X008 as if they would be utilized by the Government.
47. CLIN X010 Mobilization, will the contractor be responsible for operations during this training period?
The incumbent will be responsible for operations during the 30-day transition period.
