Vendor Questions Round 3

1. Question: After reviewing 3.1.1.1 (the bolded highlight), is the government requiring resumes for Key Management personnel?

3.1.1 - SUBFACTOR 1: TECHNICAL APPROACH

3.1.1.1. MANAGEMENT OF HUMAN RESOURCES: MANNING SCHEDULE AND

ORGANIZATION STRUCTURE

The standard has been met when the proposed organizational structure shows Full or Part Time Equivalent sufficient to accomplish the projected workload provided in the PWS detailed to the “shop/function” level and how the offeror will maintain a qualified work force.

o Identifies the key program management and dedicated support staff by job title, demonstrates a brief job description and the qualifications required of each staff member (e.g., education, training, professional qualifications, licenses, and experience relative to the tasks he/she will perform if awarded the contract); professional qualifications and/or work experience for key staff members proposed to be assigned each given role will be presented showing the individual meets the respective job description and required qualifications; and/or work experience for key staff members proposed to be assigned each given role will be presented showing the individual meets the respective job description and required qualifications

ANSWER: A resume would be an appropriate method to capture some or all of the highlighted requirement. However, it is not the only method.

2. Question: 1449 Block 10: States the small business size standard is $35.5 million this should be $38.5 million for NAICS 561210. Will this be corrected?

ANSWER: This is a typo. You are correct, the size standard is $38.5M for the NAICS 561210.

This will be corrected.

3. Question: Is there is a DD254 for this contract.

ANSWER: No.

4. Question: Is it the government’s intent to have 24/7 attendance for the EMCS?

1.3.1.4 Heating Ventilation, Air Conditioning (HVAC) The Contractor shall perform required testing and balance actions to meet American Society of Heating, Refrigeration, Air-conditioning Engineers (ASHRAE) standards. The Central Utility Plant in the LeMay Complex includes a High Pressure Boiler Plant that operates between 5,000,000 Btu/h and 30,000,000 Btu/h). Therefore, per Table 2 of AFI 32-1068 dated 18

September 2014, the minimum frequency of attendance is twice per 8-hour shift during operation. The Contractor shall maintain EMCS programing, schedules, set points, set back and trending data per 55th Civil Engineering policy. The Contractor shall maintain a water treatment and corrosion control program to control scale, algae, slime, mold, and corrosion on HVAC systems and associated components. This includes but is not limited to the regular inspection, minor remediation as necessary, and actions to prevent the recurrence of mold within the HVAC systems.

ANSWER: Yes.

5. Question: Will the contractor be required to provide 24/7 coverage for the High Pressure

Boiler Plant during operation?

1.3.1.4. The Central Utility Plant in the LeMay Complex includes a High Pressure Boiler Plant that operates between 5,000,000 Btu/h and 30,000,000 Btu/h). Therefore, per table 2 AFI 32-1068 dated 18 September 2014, the minimum frequency of attendance is twice per 8-hour shift during operation.

ANSWER: Yes.

6. Question: What level clearance (Top Secret, Secret, or Public Trust) and Investigation

Type (SSBI, NACI or NACLC) is required by section 5.1 Security Requirements of the

PWS?

ANSWER: It is considered a Tier 1 background investigation which are NACI. There is not a Top Secret, or Secret clearance requirement. However, the Contractor will be working in a secure area and is required to abide by all applicable rules and regulations. The Contractor will coordinate with the appropriate government representative for government escorts to be present while working on the job site should the security rules require this occurrence. All Contractor and subcontractor personnel are required to obtain and maintain a “favorable” level National Agency Check with Inquiries (NACI) to perform work under this contract. The successful offeror must demonstrate that all contractor and subcontractor personnel have pending investigations within the first 30 days of performance and must demonstrate active pursuit of this end state every 30 days until achieved. The government will provide escorts as required within the first 6 months of contract performance of the base year.

7. Question: Per the answer to question #41 (below), can you please provide updated

Solicitation language in Section 2.3.7 (Page 8 of attached solicitation) and Section 3.1.1.7 (Page 19 of attached solicitation), as both reference the USAF Next Gen IT system, which we will not be using?

41. Will you please confirm that Offutt is currently utilizing USAF Next Gen It? If they are not what system is currently being utilized?

Government Answer: Currently, under this contract NextGenIt will not be used. This is subject to change at the Governments discretion.

ANSWER: The solicitation sections 2.3.7 and 3.1.1.7 and PWS section 1.5.2 will be updated to reflect that the NextGenIt will not be required under this contract at this time.

The Contractor shall initiate Direct Scheduled Work requests, Work Orders and Recurring Work Program tasks utilizing a database management/computerized work management tool. The Contractor shall understand that when the USAF CE community migrates to the Next Gen IT system, the Contractor's required to utilize the Next Gen IT system to manage and track work.

o Demonstrates the ability to control/tracks the schedule or work in progress by using industry standards and the ability to train personnel to use the USAF Next Gen IT.

8. Question: What are the 300K in ODC's precisely utilized for? (CLIN series X003

& X006)

ANSWER: SEE PWS sections 1.2.1.3, 1.2.1.3.4, 1.2.1.4 & 1.2.2.4 WORK ORDER PROGRAM.

The work order program is for work that would still be considered in scope of the contract, but was not scheduled for maintenance, over $2000 or 50 man-hours, and did not deteriorate/break due to maintenance & repair contractor negligence.

9. Question: Can you please confirm if the Building Automation System (BAS) alarm system has capability of communicating 24/7 alarms to off-site personnel?

ANSWER: No, It does not.

10. Question: PWS lists Figures 1 through 24. We only see Figure 1 and Figure 2. Will the

PWS be updated to include Figures 3 – 24?

ANSWER: The PWS was only able to provide Figures 1 & 2 due to the other Figures being restricted in FOUO (For Office Use Only) Status. To receive the other figures the contractor was required to follow the directions of Appendices C & D that were uploaded to FBO on 18 May 2017.

11. Question: Regarding optional CLIN 0007 and 0008, what is the Government's expectation of the optional personnel's duty requirements?

ANSWER: See PWS 1.3.3.

12. Question: For the Government to evaluate total price, are you going to count CLIN 0007 and 0008, being that they're optional?

ANSWER: Yes, see Addendum to 52.212-2 para 4.4 Total Evaluated Price.

13. Question: Regarding optional CLIN 0007 and 0008, are you looking for the price per individual, or the aggregate cost to provide 24/7/365 support?

ANSWER: Aggregate

14. Question: To ensure adequate competition, please provide a one week extension.

ANSWER: Proposal due date was extended on 13 June 2017 from 16 June 2017 to 21 June 2017, Wednesday, 2pm CST.

15. Question: Did the incumbent contract contain the optional CLINS X007 Maintenance

Worker 24/7 Onsite and X008 Watchman 24/7 On-Site?

ANSWER: This is proprietary information and will not be released.

16. Question: Please provide a definition, and some examples of Real Property Similar Equipment (RPSE), and non-RPIE items? There seems to be different interpretations of what each is.

ANSWER: Please see Air Force Instruction 32-9004 dated 4 March 2015. Attachments 2 & 3 will provide the answer to this question.

17. Question: Who is responsible for maintaining the master set of building keys? Who is responsible for issuing and collecting keys from the occupants?

ANSWER: The contractor will be responsible for the master set of building keys. Please see PWS

5.4.2. The contractor is responsible for issuing and collecting keys from occupants. Please see

PWS 1.3.1.9.

18. Question: Para 1.3.1.11 Are parking lot lights powered from within the facility? Is the parking lot the responsibility of the O&M contractor? Is the parking lot lights the responsibility of the O&M contractor?

ANSWER: Parking lot lights are powered by a public power company. The contractor is not responsible for the parking lots of the LeMay complex. The parking lot lights are not the responsibility of the contractor.

19. Question: What is the PGS Bldg #, and sqft of that facility? B503 is part of the SOW para 1.3.2.1, but that B503 was not listed in list of building in Q&A 11. What is the sqft of B503?

ANSWER: The PGS is not a building. It is a piece of equipment. B503 has 384 sqft.

20. Question: Para 1.3.2.1.2 What is the frequency requirement for reading the fuel system meters, and how many fuel systems are part of this contract?

ANSWER: There are three different fuel systems. Please see PWS 1.3.2.1.2. and AFI 23-204.

21. Question: Para 1.3.3 Is it the intent of the government to have CLIN X008 (CLIN 0007 on price list), Optional 24/7 Maintenance Worker the same as the Optional 24/7 Watchman, to “provide coverage after hours”. After hours means between 4:30pm to 7am M-F, and all day Sat-Sun. That is different from 24/7/365 days a year. Please clarify.

ANSWER: As stated in PWS 1.3.3 the intent of these CLINs is for after-hours coverage where 24/7 implies coverage after normal work hours, holidays, and weekends.

22. Question: Para 1.4.1 Inventory Management. Will the government provide sufficient storage space for the required inventory for RPIE and non-RPIE items, or will the contractor be restricted in its allowable inventory? Per AF Reg, storage of inventory and parts cannot be stored in mechanical rooms without authorization? Will that restriction be waived?

ANSWER: The amount of allowable inventory is restricted to a reasonable amount of supplies for RPIE and non-RPIE items. The AF Regulation will not be waived.

23. Question: This SOW states that all contractor generated records will be turned in the government, to include maintenance, warranty, inventory, etc. documents. Can an incoming contractor expect to get those records from the current incumbent contractor?

ANSWER: The Government will provide all necessary documentation to the incoming contractor that would be required for performance of the contract requirements, but will not provide documents that are proprietary in nature.

24. Question: Is there any months during the year that the high pressure steam boilers are not required to be operating, i.e. peak summer months?

ANSWER: No

25. Question: Para 4.4 for BCE and other than the O&M contractor working in the mechanic spaces under the responsibility of the O&M contractor, do they have the same responsibilities and requirements (safety, cleanliness, reports, organization, etc.) as the O&M contractor?

ANSWER: Yes

26. Question: Para 4.5.4 are there any restrictions on the O&M contractor using 2 way radios based on the Command & Control Facility guidelines?

ANSWER: Use of 2 way radios will need to be pre-approved by command and control facility per para 4.5.4.

27. Question: Para 5.1 What is a “favorable” level security clearance? (Clearances are confidential, Secret, TS, SCI)? What is the requirements for background checks to work in this facility? Normally it is 5 yrs, but if different, need to know as it will be harder to get mechanics to fill positions? Once a person has been cleared, is he/she allowed to escort other non-cleared O&M employees as an escort?

If an employee passes the Tier 1 background investigation, they will be authorized to act as an escort.

28. Question: Para 5.1.2 How long is the initial and reoccurring security education training?

ANSWER: The amount of time per person will vary depending on experience and reading comprehension. A possible range could be from 30 minutes to 3 hours.

29. Question: Para 5.1.3 Our experience is that it takes 2-4 months to get a CAC? Will this process be expedited for the O&M contractor? What is normal time period for a subcontractor vehicle to get through the vehicle search?

ANSWER: The Government cannot guarantee a time-frame or the ability to expedite either the CAC or the vehicle search.
