1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued.

2. This solicitation is being issued as a(n) Request for Quotation (RFQ).

3. This solicitation document and incorporated provisions and clauses are those in effect through:

4. This acquisition is set-aside for 100% Total Small Business Competition

The North American Industry Size Classification System (NAICS) code associated with this requirement is 334519

The Small Business Size Standard associated with this NAICS is 600 Employees

Description:

Work will be to purchase and install replacement of existing Veeder Root 350PLUS to Veeder Root 450PLUS systems in one (1) Squadron of five (5) Missile Alert Facilities (MAF) and fifty (50) Launch Facilities (LFs). Two (2) additional Squadrons with five (5) MAFs fifty (50) LFs for each squadron (possible total of 15 MAFs and 150 LFs) will be included under this contract as options and one (1) additional option for seven (7) extra Veeder Root TLS 450PLUS consoles & accessories. Locations under this contract are located in the Missile Complex at Minot Air Force Base (AFB), which is located throughout northwestern North Dakota. Site order shall be set by the Government and can be changed to meet mission requirements at no additional cost to the Government.

Please see attached quote sheet (attachment 3) for site locations and option CLIN's.

The work shall include but is not limited to the replacement of the existing Veeder Root 350/350PLUS fuel monitoring systems with the new Veeder Root 450PLUS systems. All wiring shall be replaced with the Veeder Root network (i.e. from the console out to each sensor, probe, alarm and switch). Wire is required to be EMI shielded cable for all probes and sensors at LFs. The contractor is to follow all Veeder Root requirements for proper installation and setup. See Manual No: 577014-073 and Manual No: 577014-074. W3 MAF 450PLUS Programming Instructions W3 LF 450PLUS Programming Instructions for Air Force specific programming requirements. The contractor or subcontractor must have the following minimum training certificates to install and set up the equipment: Level 2 or 3 Service Technician Certification and Level 1 - Installer Certification. Contractor must have North Dakota licensed master electrician on-site working and must be physically on site during electrical installations. The conduit must be properly sealed in accordance with the latest National Electric Code (NFPA 70) and the Code for Motor Fuel Dispensing Facilities and Repair Garages (NFPA 30A). The contractor shall comply with applicable Occupational Safety and Health Administration (OSHA) directives.

FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:

A site visit to one Launch Facility will be conducted on Thursday, 31 July. *PLEASE NOTE: EAL’s must be provided to the contracting office no later than 4:00 pm central time 8 July to allow for 2 weeks to process the EAL for access to the Launch Facility.

If the information is not provided by the 8 July date/time, access to the site or processing of the EAL is not guaranteed. This site visit is MANDATORY for any prime contractor and/or sub-contractor to provide a quote. The Government reserves the right to change the site visit date in the event EAL’s are not processed within the 2-week timeframe. Additionally, acceptable documentation to comply with REAL ID is required. Submit full details as provided in Attachment 18 – Site Security, para 1.9.4 and 1.9.5 to nikole.braddy@us.af.mil and sherry.platt.1@us.af.mil. The receipt of quotes will be compared against the site visit sign in sheet. If a company is not on the sign-in sheet, the quote will be excluded from competition.

Questions may be submitted to the points of contact above, as well as the Contracting Officer, no later than 07 August 2025. Questions submitted after this date may not be answered.

Quotes in response to this solicitation must be submitted via email to all the points of contact above, including the Contracting Officer listed above, no later than the established deadline. Quotes must be valid through 31 December 2025.

All price quotations must be submitted on Attachment 3 - Quote Sheet and must be filled in entirely.

Simplified Acquisition Procedures will be used in accordance with (IAW) FAR Subpart 13.5 in awarding this contract. The Government intends to award a Firm-Fixed-Price (FFP) contract to satisfy this requirement. This requirement is being solicited as a Request for Quotation (RFQ); submission of a quote does not guarantee receipt of award.

This acquisition is being conducted according to FAR part 13 and FAR subpart 13.5. The terms and processes used in this acquisition are not subject to the definitions nor processes found in FAR subpart 15.3, even if defined or described in FAR part 15. Reference to offers, offerers, or proposals in this acquisition shall be read as quotations, vendors, quoters, or quotes. Any clerical errors in this solicitation, to include the attachments, that use the source selection nomenclature in FAR part 15 shall be read and interpreted in a manner consistent with FAR part 13. Examples of nomenclature found in FAR part 15 include: Request for Proposals (RFP), De-briefing, Discussions, Clarifications, etc. Unless otherwise defined in this solicitation, or in the specific FAR part being referenced, definitions of words retain their definition under FAR 2.101, unless no definition is provided, in which the common dictionary meaning shall be used IAW FAR 1.108(a).

FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:

The Government intends to award a firm fixed price purchase order resulting from this solicitation to the responsible quoter whose quote provides the best value to the Government IAW FAR 13.106-1(a)(2)(II). The use of FAR 15.3 and DoD Source Selection Procedures are not applicable to this solicitation, or any award resulting from this solicitation. The Government will award a contract resulting from this solicitation to the responsible quoter whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, Past Performance and Price

Solicitation Requirements (Terms and Conditions)

Quoter's are required to meet all material solicitation requirements, such as terms and conditions, representations and certifications, deliverables, Statement of Work (SOW), etc. Failure to comply with the terms and conditions of the solicitation may result in the Quoter being ineligible for award. Quoter's must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale. The Government reserves the right to determine any such exceptions unacceptable, and the quote, therefore, ineligible for award. For a quote to be eligible for award, the quoter must have a current registration in the System for Award Management (SAM): https://www.sam.gov, prior to submitting a quote, IAW FAR 4.1102. SAM will be checked to verify the quoter's status before any evaluation is conducted. Quoter's are advised that their quotation may exceed the requirements of the SOW, but the Government is not requesting or accepting alternate quotes, and each response must respond to the solicitation requirement stated in the RFQ. The Government intends to evaluate quotes and issue a purchase order based on the initial quotes received.

Therefore, the contractor's initial quote should contain the contractor's best terms from a pricing standpoint. The Government reserves the right to request revised quotes from, or discuss final terms with, one or more contractors if later determined by the Contracting Officer to be necessary. Additionally, the Contracting Officer will not establish a competitive range, conduct discussions, or otherwise use the procedures described at FAR 15.306.

Two copies of the quote are required: (1) original quote and (2) redacted and sanitized copy of the quote removing all company or personally identifiable information (e.g., company name, logo, individual names, etc.). Failure to submit redacted copy may result in disqualification.

FACTOR 1 - PRICE

PRICE - Price will be evaluated on a comparative basis amongst all received quotations and the Government's estimate, or in accordance with FAR 13.106-3. Total Evaluated Price (TEP) will be evaluated based on base quote and all options incorporated in this solicitation.

FACTOR 2 - TECHNICAL

TECHNICAL CAPABILITY - An offerer's quotation will be considered technically acceptable if it meets the subfactors listed below and the brand name purchase description specifications in Statement of Work (SOW) and other attachments. Quotations that do not meet these requirements will be considered unacceptable and therefore under the evaluation process will not be considered for award.

Evaluation will consider alignment with manufacturer's recommendations and industry best practices, as detailed in the quoters technical submission.

Sub factor 1: Veeder Root Certification

Description: All maintenance, repair, and installation work on the Veeder-Root TLS-450 PLUS system shall be performed only by personnel possessing valid and current Veeder-Root certifications, specifically including Level 2 or 3 Service Technician and Level 1

Installer as required by the nature of the task. The quoter is required to submit proof of certification for all personnel assigned to perform work on this system.

Sub factor 2: Training Plan for the Veeder Root 450PLUS.

Description: The Air Force requires comprehensive training on the Veeder-Root 450PLUS upgrade for Government personnel. This training is required for the proper operation and maintenance of the system. The Contractor shall provide an in person, on site, comprehensive training on the Veeder-Root 450PLUS upgrade to Government personnel, meeting the following requirements:

Training Content:

Training must cover, at a minimum, the following topics:

System Overview and Architecture Hardware Components Software Navigation and Functionality Data Interpretation and Reporting Alarm Management Troubleshooting Techniques Maintenance Procedures Provide an in person training session that is a minimum of one (1) hour and does not exceed four (4) hours. Accommodate a class size of up to twenty (20) Government personnel.

FACTOR 3 - PAST PERFORMANCE

PAST PERFORMANCE - Past Performance record history will be assessed as one of the multiple standards required for a successful quote to be determined responsible as described in FAR 9.104. Past performance may be evaluated based upon previous experience with the similar commodity being acquired, services, customer surveys, past performance questionnaires and government-wide contract performance assessments rating system (CPARS). Quoter's may submit up to five (5) past performance documents, to display the quality of work performed. Quoter's must use the attached Past Performance Questionnaire (PPQ), Attachment 6, in order to submit past performance information. PPQ’s must be received from references, to be evaluated. If received from the quoter, the Government will not use the PPQ in the evaluation. For purposes of this evaluation, recency is defined as active or completed efforts performed within the past five (5) years from the date of issue of this solicitation. If the past performance is not considered recent, it will not be evaluated any further. Quoter’s shall submit a completed Financial Questionnaire Attachment 5.

The government may use a combination of the following methods to evaluate past performance:

• PPQ Submissions (Attachment 6)

• Relevant past performance identified by the Government from a wide variety of sources both inside and outside the Federal

Government

• CPARS and Federal Awardee Performance and Integrity Information System (FAPIIS)

• Any other reasonable basis not otherwise noted
