1. Factor 3 Past Performance – states a maximum of 5 projects. Is there a required minimum? Reference Combined Synopsis/Solicitation: Quoter’s may submit up to five (5) past performance documents, to display the quality of work performed. Quoter's must use the attached Past Performance Questionnaire (PPQ), Attachment 6, in order to submit past performance information. PPQ’s must be received from references, to be evaluated. If received from the quoter, the Government will not use the PPQ in the evaluation. For purposes of this evaluation, recency is defined as active or completed efforts performed within the past five (5) years from the date of issue of this solicitation. If the past performance is not considered recent, it will not be evaluated any further.
2. Factor 3 Past Performance – is the Offeror allowed to use past performance of its subcontractors? If yes, is there a minimum number of projects that must be provided by
2 | Pa g e the Offeror? Past Performance may be evaluated based upon previous experience within the similar commodity being acquired, services, customer surveys, past performance questionnaires and government-wide contract performance assessment rating system.
Quoter’s may submit up to five (5) past performance documents to display the quality of work performed.
3. Factor 3 Past Performance – Can the Offeror provide CPARS with their proposal in lieu of obtaining PPQs via Attachment 6? If Quoter’s are using PPQ’s, PPQ’s must be received from references, to be evaluated. Past performance may be evaluated based upon previous experience with the similar commodity being acquired, services, customer surveys, past performance questionnaires and government-wide contract performance assessments rating system (CPARS). Quoter’s can supply CPARS; however, the Government may use a combination of PPQ’s, relevant past performance from sources inside and outside the Government, CPARS and FAPIIS and any other reasonable basis not otherwise noted.
4. Where are the Gauges on the Lauch Facility (LF) Site located? Is the Day Tank monitored? Day tank is not monitored.
5. Can a picture of the Launch Support Building (LSB) and Missile Alert Facility (MAF) be taken and posted? 5 CONS posted on SAM.GOV—please request access to these through SAM.GOV.
6. What panel is the power coming into at the LF site? See site visit pictures (SAM.GOV controlled item, please request access to view them in attachments)
7. Are the wires required to be new at the MAF’s and LF’s sites? Yes
8. What is the conduit at the bottom of the current Veeder Root going to at the LF? It is the wire to connect the system to the GMR3/GMR5. Also ties the day tank into the GMR system as well, at the junction box by the day tank.
9. Can the probe be extended at the LF? Not sure what this is asking. Tank probes are specified in the SOW.
10. What turns the Day Tank Pump on at the LF site? An internal float switch.
11. Is the Day Tank being monitored at the LF site? Not by the Veeder Root system.
12. Can the lock out tag out process be explained?
1. Contractor notifies team chief / escort of circuit breaker (CB) to be shut off / lockout.
2. Team chief / escort contacts Missile Maintenance Operations Center (MMOC) representative at 723-3034 to notify them of the CB being shut-off/ locked out and to obtain the Danger Tag Number and Job Control Number (JCN).

3. Team chief / escort applies Danger tag to electrical panels, the contractor shuts off / locks out the CB, and the work proceeds.
4. Team chief notifies Missile Control Center (MCC) in charge of site about the CB lockout / tag out done and provides MCC, for their records, the Danger Tag number and JCN assigned by MMOC.
5. When work is completed or the CB can be re-energized, the contractor notifies the team chief / escort. The team chief / escort will contact MMOC representative at 723-3034 to let them know that the CB is being energized and the Danger tag is being removed.
6. Team chief / escort provides the Danger Tag number and JCN on the Danger tag to the MMOC representative. The MMOC representative clears Danger tag number and JCN in their system and confirms this with the site MCC to clear their log.
13. What breakers in the Wing Panel III are related to this project? See attached picture on page 7.
At the Launch Facility (LF), the Circuit Breaker panel is the LDA panel.
The LF CBs related to this project are LDA 20 Amp CB 3 Diesel Fuel Transfer pump and 20 Amp CB 13 Fuel Leak Detection Monitor.
At the Missile Alert Facility (MAF), the Circuit Breaker panel is the LCLB panel in room 101, Security Control Center. The CB related to this project is LCLB 20 Amp CB 19 Veeder Root RM 105, Fuel Tank Red lights & Alarm.
14. What GMR needs to be installed for this project? Whatever is currently in place, either GMR3 or GMR5. Not installing anything new with this system, just wiring it from the old console to the new Veeder Root console.
15. Are all the MAF’s in the same layout? Yes
16. How many alarms/locations/what tanks do they monitor at the MAF’s? 3 alarms, 3 tanks (one is a split tank, so 4). Locations are outside of the Generator Room Exit door, Middle of the MAF exterior wall, near the Laundry Room Exit Door and between the GUR/Diesel pumps. See site visit pictures (SAM.GOV controlled item, please request access to view them in attachments).
17. How many underground tanks/sizes are at the MAFs? 14000 diesel gallon underground, 2500 diesel gallon underground, above ground split tank is 600-gallon diesel + 2000-gallon MUR.
18. Is the wiring at the MAF’s for the alarm’s high voltage? No, 120V
19. Does the Veeder Root TLS 450 plus use the same paper/size printout? No, the paper size is wider.

20. How often are the MAF alarms tested? Annual Test
21. Is the alarm test documented/for any current issues? Yes, issues are repaired
22. Is there conduit in the MAF attic? Yes, going to the breaker box in the FSC office and running to the front alarm.
23. What will happen with the current Electrical Quazite Underground Enclosure boxes if they are found to be reuseable? The one at the Site Visit was raised up from the ground and not level. Reuse enclosures, if needed, a watertight J-box can be installed inside the enclosure. The Contractor is to ensure this won’t affect the warranty or system performance. The Contractor shall submit to the Contracting Officer, detailing, any issues encountered, and planned activities. If the Government, based on information obtained after award, desires to modify your contract, it will issue written changes signed by the Contracting Officer. Do not take any action to change the contract without a signed order or contract modification.
24. In the SOW 2.1.8 Wiring: The cables at all LF need to be shielded BELDEN 88760 #18 AWG. At the MAF’s not shielded 1802SVNTCK1: 18 AWG 2/c 600v. The TLS 450 PLUS are more sensitive this will cause many alarms if not shielded and useless warranty calls. Can this be changed to all shielded wiring at LF’s and MAF’s? Yes. Wire at both LF and MAF for probes and sensors will be shielded Belden 88760 wire see updated SOW dated 13 August 2025.
25. Does NDDEQ need to do an onsite inspection? No. MAFB will take care of any notification requirements.
26. Do you want the wiring for probs and sensors at the MAFs to be EMI shielded? Yes, it changed to Belden 88760 in SOW dated 13 August 2025.
27. Can we locate a Conex box on base to store the Veeder Root components in? No.
Feel free to store the items at your facility, a sub-contractor’s facility or a rented facility locally.
28. What are the submittals for this project? See 2.2 Required Documentation in SOW dated 13 August 2025.
29. Is the conduit threaded? At the LF’s, yes. At the MAFs, No.
30. Can the power wire at the LFs be reused and a junction box be installed on the wall near the current console. The run new wire from there to the new console for power? No, must be single wire/no splices. New power must be run from the panel to the new console location.
31. Do the LF day tanks have interstitial probes in them? No

33. What drives the day tank to call for fuel? Float switch
34. Can the power wires at the MAFs that feed the alarms be reused? If existing ones are in good condition and won’t affect the warranty or system performance use existing ones. The contractor is to thoroughly inspect each existing power wire. Check the manufacturer's guidelines and local regulations. Are these 120V? Yes
35. Sensor cabling at (15) MAF site is spec’d to be unshielded cabling. This does not comply with Veeder Root requirements. Will this be changed to Belden 88760 or equivalent? Yes, it changed to Belden 88760 in the SOW dated 13 August 2025.
36. Sensor cabling for LF is spec’d to be Belden 88760. Is equivalent cabling acceptable at either the LF’s or the MAF’s? No, it must be Belden 88760 see updated SOW dated 13 August 2025.
37. Are the LF sites to be BAA compliant EMT conduit and fittings, or are they to be threaded rigid metal conduit and explosion proof boxes? Needs to be BAA compliant.
38. Is a Master Electrician required on site, during every install or that the electrical contractor employs a Master license? A master electrician must approve the electrical work, so a journeyman electrician can perform the work, but it must be inspected and signed off by the master electrician they work under. Both of whom must be licensed in North Dakota.
39. Are any spares wires to be pulled from the monitor to the tank pad at the MAF sites?
No
40. SOW states that the LF power wires will require replacement since the console is getting moved. Please clarify whether this means the entirety back to the breaker, or just to the first J-box. Yes, the entire wire goes back to the electrical panel.
41. Are we to replace all field install J-boxes for sensors, regardless of condition? If existing ones are in good condition and won’t affect the warranty or system performance use existing ones. The contractor is to thoroughly inspect each existing J-Boxes. Check the manufacturer's guidelines and local regulations.
42. Are we to install new sealing fittings (seal-offs) from field to monitor location, regardless of condition? If existing ones are in good condition and won’t affect the warranty or system performance use existing ones. The contractor is to thoroughly inspect each existing seal-off. Check the manufacturer's guidelines and local regulations.
43. Is the electrical contractor required to be on site during the training session? The person(s) who are the certified Veeder Root installers will be since they are the subject matter experts. If the Prime Contractor requires the Electrical Contractor to be present, then that requirement will be between the Prime & Subcontractor.

44. Are seal packs (3-M 5760 G-N) required in field sensor junction boxes? Refer to 2.1.
WIRING of the SOW. The boxes should be sealed, but I am not sure how that 3M product would be used since we aren’t splicing. The J- Boxes should include seals already as well.
45. If there are any additional delays beyond what is written in the SOW, will the contractor be reimbursed for wages? Or how will that be handled after the required reporting per SOW. Answer: This will be handled on a case-by-case basis. IAW FAR 52.212-4(f) Excusable delays would be incorporated into the contract.
46. Please clarify whether all electrical parts, in addition to the Table in the SOW, are to be BAA compliant. Needs to be BAA compliant.
47. While we were on the launch site, we requested a photo looking down into the access holes on top of the underground storage tanks to see how the tank sensors interact at the tank. Weather can be accessed thru the access holes, or we have to excavate.
48. If we can get all 165 Veeder Root Units at 1 time at a more cost-efficient price, can you provide a secure place to inventory and accept them and we bill for them upon delivery and inventory?
Answer: This is up to the contractor to know how they would like to manage and store the Veeder Root systems. The Government does not have storage space available to keep on hand. This depends on the warranty for the Veeder Root. Does the manufacturer warranty begin when installed or when received? If manufacturer warranty begins when it’s installed, that is when acceptance takes place and can be billed.
49. Since Location of current Veeder Root System is perfectly Functional is there any room for negotiating the new ones remain in current location to save substantial time and money on install of new systems?
Answers: All Veeder Roots are to be replaced with new 450PLUS Veeder Roots. The placement of these new Veeder-Roots at the LFs will provide the Government with a standardized configuration across all LFs.
50. Can we invoice monthly based on the number of sites completed?
Answer: Contract line items will be set up with a unit of measure as LOT. This allows for the contractor to bill multiple times and as soon as acceptance is given.
51. Is Banded/Shielded cable a mandatory requirement for the run from the tank to the V/R system?
Answer: Yes, shielded wire is mandatory as spec’d in the SOW. MAF probe/sensor wires have now changed to also be Belden 88760.

52. Can you confirm that a Master electrician licensed in North Dakota is a requirement to be onsite.
Would a Journeyman Electrician licensed in North Dakota working under a Master Electrician suffice?
Answer: A master electrician must approve the electrical work, so a journeyman electrician can perform the work, but it must be inspected and signed off by the master electrician they work under.
Both of whom must be licensed in North Dakota.
53. Are all of these sites in North Dakota? If not, would we be required to have an Electrician Licensed in the State of location?
Answer: All sites are in the state of North Dakota.
54. Working hours state from 0730-1630 Monday – Friday. Would the meeting place each day begin at
0730 at the worksite or leaving Minot AFB and then traveling to site?
Answer: Meeting place will be at the worksite Reference SOW 2.1.2 Site Preparation: The Contractor shall allow 60 minutes each day for personnel to process on and off the work site. Record all delays beyond 60 minutes and report occurrence. Clean-up must be accomplished prior to 1630 and off site by 1630 to allow for Governmental procedures. Meet at worksite at 0730. Communicate with the inspector.
55. Please confirm that the gov’t wants to retain all of the old Veeder Root Systems, and Contractor is not to turn into Manufacturer.
Answer: Reference 2.1.3 Salvage & Disposal: Salvage all Veeder Root parts and components (consoles, probes, gauges, alarms, sensors, switches, float kits, etc.). All Veeder Root parts and components (examples are Veeder Root 350/350Plus consoles, tank probes, tank gauges, alarms, sensors, switches, float kits, etc.) must be salvaged, inventoried per site and totaled up and surrendered over to the Government for retainment. Any other debris from removal (examples are wiring, conduit, trash, etc.) must be disposed of by the contractor at an approved dump location complying with all local, state and federal regulations. Contractor is to collect and drop off material to Minot AFB: 50% LF site parts and 100% MAF parts to 5 CES Water/Fuels at 505 Bomber Blvd Minot AFB, ND 58705 POC is Rob Theiler 701-723-6003. 50% LF parts to 91st MW FMS at FMS Office, POC is SSgt McGee or MSgt Nathan Asay 701-723-7153, 546 Minuteman Dr., Room 517, Minot AFB. Provide a master copy of the inventoried parts to 5 CES Missile Engineering and a separate copy to each shop. Yes, salvage all usable veeder root components. If they can test for functionality that would be great. They can mark and dispose of any malfunctioning sensors and probes.
56. Section 2.1.5 TESTING AND VERIFICATION states to “Conduct tank test verification at each site.
Can you please clarify this is not a “tank test”, but a functionality test of the new Veeder Root System.
Answer: Yes, the functionality test that the new system is working correctly and all sensors, probes, alarms, switches, etc are working properly.
57. Is the POP that is stated in the RFQ of 30 Sep 2025 – 07 Feb 2027 for just the base bid or does that include all options as well?

Answer: The 495 days is for if all options are awarded. 165 days per squadron option.
58. Will weekly certified payroll be required for this project?
Answer: No, this contract is a commercial product with incidental installation. The Copeland Act under a noncommercial construction contract does not apply.
59. Can we run installation crews at one time?
Answer: What is this asking? One site will be open for work at a time.
