STATEMENT OF WORK
Project Title: Veeder Root TLS450PLUS Fuel Monitoring System Upgrade
1. GENERAL INFORMATION
1.1. SCOPE: This Statement of Work (SOW) outlines the requirements for the Commercial purchase and installation of Veeder Root TLS 450PLUS fuel monitoring systems at Missile Alert Facilities (MAFs) and Launch Facilities (LFs) within the Minot Air Force Base (AFB) Missile Complex. The contractor shall provide all plant, labor, equipment, supervision, services, fuel, transportation, and materials necessary to execute and satisfy the requirements of this Contract.
The work will include the replacement of the existing Veeder Root 350/350PLUS fuel monitoring systems with the new TLS 450PLUS systems, cleaning site and furnishing all required materials/labor for a fully functioning replacement system.
1.2. BACKGROUND: The existing Veeder Root TLS 350/350PLUS fuel monitoring systems at Minot AFB require upgrading to the TLS 450PLUS model to maintain operational readiness and compliance with current standards.
1.3. OBJECTIVES:
Replace existing Veeder Root TLS 350/350PLUS systems with new TLS 450PLUS systems at specified MAF and LF locations. The contractor is to perform the removal of the existing Veeder Root TLS 350 or TLS 350 Plus and replace it with the Veeder Root TLS 450PLUS. The work will include the removal of the Veeder Root control console, removal of all sensors/probes/floats/alarms and applicable wiring. EMC enclosures will be added at the LFs as well as some standardization for console placement at the LF sites. All items removed will be replaced with new versions. All wiring shall be replaced with the Veeder Root network (i.e. from the console out to each sensor, probe, alarm and switch). Wire is required to be EMI shielded cable for all probes and sensors at LFs. The contractor is to follow all Veeder Root manuals and requirements for proper installation and setup. See Attachment 15 - W3 MAF TLS 450PLUS Programming Instructions and Attachment 16 - W3 LF TLS450 PLUS Programming Instructions for Air Force specific programming requirements.
Ensure proper installation, configuration, and functionality of the new systems according to Veeder Root specifications and Air Force-specific requirements.
Properly salvage and return replaced components to the Government.
Minimize disruption to ongoing operations during the upgrade process.
1.4. Period of Performance: The period of performance for this contract will be determined upon contract award.
1.5. PLACE OF PERFORMANCE:
CLIN 0001-0008: Base Bid - 1st Squadron (5 MAFs and 50 LFs)
Five (5) MAF’s – K-1, L-1, M-1, N-1, and O-1.
Fifty (50) LF’s: K-2 through K-11, L-2 through L-11, M-2 through M-11, N-2 through N-11, and O-2 through O-11.

Seven (7) Universal input/output interface module (UIOM) for relay control and input signal monitoring (0332813-001). All locations are within the Minot AFB missile complex in northwestern North Dakota.
2.1.2. SITE PREPARATION:
The Veeder Root console at MAFs will be installed on the existing vertical Unistrut mounted on the wall. The EMC enclosure at LFs will be mounted on vertical Unistrut on the walls, with the Veeder Root console mounted inside the enclosure. Ensure proper grounding of EMC enclosures and consoles.
Government Delays: The Contractor shall allow 60 minutes each day for personnel to process on and off the work site that will not be considered delay time. All site access delays must be reported by the Contractor, in writing/email, to the Contracting Officer within 24 hours of occurrence. All Government-caused work stoppages must be documented by Government Officials and Contractor at the time of occurrence and reported by the Prime Contractor. The Prime Contractor must report all delays to the Contracting Officer.
Should work at a site be completed and the Contractor mobilizes to another site during working hours, the time it takes the escort to process off the completed site, drive to the next site following the Air Force designated primary route at the prescribed driving speeds of 25 MPH on gravel and as posted all others), and process onto the next site, shall not be considered delay time.
2.1.4. PROGRAMMING & CONFIGURATION:
Program the TLS450 PLUS consoles according to Air Force-specific programming instructions (Attachments 15 & 16).
Ensure proper wiring configuration for GMR alarms (Attachments 11-14).
2.1.5. TESTING & VERIFICATION:
Perform verification and functional testing at each site before final acceptance.
Conduct tank test verification at each site before moving to the next site.
In addition to the Contractor's standard commercial warranty, the Contractor warrants that the installation services will be free from defects in workmanship for a period of one (1) year from the date of acceptance. If the installation is found to be defective during the warranty period, the Contractor shall, at its own expense, repair or re-perform the installation services to correct the defect. This warranty does not cover defects caused by misuse, neglect, or unauthorized modification.
Compaction/Testing: If compaction/testing is required for this project. Testing and Compaction shall be the responsibility of the Contractor and shall be performed at no additional cost to the Government. All backfilling must be compacted to 95% using standard proctor density. Dirt shall be backfilled in trenches in lifts not to exceed 12 inches in depth. Any settling that occurs within the 1-year warranty period shall be corrected by the Contractor at no expense to the Government. Cables installed underground shall be installed IAW NEC Article 300.5F. Any approved compact layers that are disturbed by the Contractor's operations shall be recompacted, as specified herein before, to the required density prior to further construction thereon.
Site Grading and Seeding: If site grading & seeding is required for this project. In grass areas, the last 4 inches of fill in the trench shall be topsoil. It shall be spread level with the existing ground surface and of a fine enough texture to support seed growth. Soil lumps larger than 2 inches shall be broken up. Grass seed shall be planted on all new topsoil areas and all existing grass areas which have been disturbed.
2.1.9 MAF UPGRADES:
MAF locations will be swapping out existing Veeder Root components with Veeder Root TLS450 PLUS (probes, gauges, alarms, etc.) These replacements will go in the same location as the current configuration. The new wiring will utilize the existing conduit runs. All current MAF site configurations should be in similar configurations.
Probe and sensor wiring will be replaced with updated wiring spec’d to 1802SVNTCK1:
18AWG 2/c 600V VNTC SHLD K. All gray wire (like telephone wire) shall be removed.
Approximate footages from console to each tank are: To MUR/Diesel above ground tank (475 ft) x3 wires, to TK107 (150 ft) x1 wire and to TK115 (250 ft) x3 wires.
All conduit and junction boxes at MAFs will be used in existing locations. Conduit will only be replaced if it is determined that some are broken/not sufficient for reuse/can’t pull new wire through. The Contractor is to submit findings of any issues that will prevent proper installation for approval to the Contracting Officer.
Programming Console: Attachment 15 – W3 MAF TLS 450PLUS.
2.1.10 LF UPGRADES:
Important Note: There are three (3) relevant site configurations that exist depending on whether the conduit penetration for the fuel tank sensor wires is on the South wall, center of the East wall, or at the corner of the East wall, as shown in Attachment 17 configurations 1, 2 and 3. Tanks will not be required to be moved. The Contractor will re-use existing penetrations. The only change will be the box and conduit.
Ensure accurate installation of new system hardware by referencing the modification figure that best represents the current site configuration for dimensions and layout. Verify that the completed installation matches the corresponding existing configuration as documented in the three layouts of Attachment 17. To prevent issues, do not seal any conduit until all new wiring, conduit runs, and junction boxes are fully installed.
An EMC enclosure is mandatory for the TLS 450PLUS console at LF locations, but not at MAF locations. Regardless of location, ensure that both the EMC enclosure (when installed) and the console are properly grounded to the designated ground stud.
Programming Console: See Attachment 16 – W3 LF TLS 450PLUS Programming Instructions.
Existing overfill alarm bell will be reused.
Remove any conduit, wiring, screws, junction boxes, etc. that will not be reused from the walls/facility. The Contractor is responsible for proper disposal.
All conduit and equipment will be attached to the walls per industry standards and best practices.
New 12 AWG (2 conductors + ground) wiring will be required for power since the console is moving walls. New 18 AWG (Belden 88760) wire for the probes and sensors will be required since the console is moving walls. All gray wire will be replaced if present.
LF locations will also require components (7), (8) and (10) on the table below. These will be installed inside the EMC cabinet above the Veeder Root console (Attachment 9). Also shown in wiring (Attachments 8 & 11-14).
Adhere to Air Force-specific programming requirements (Attachments 16).

The above general outline of principle features does not in any way limit the responsibility of the Contractor to perform all work and furnish all plant, equipment, tools, supervision, labor, and materials required by the specifications and contract.
2.1.3. SALVAGE & DISPOSAL:
Salvage all Veeder Root parts and components (consoles, probes, gauges, alarms, sensors, switches, float kits, etc.). All Veeder Root parts and components (examples are Veeder Root 350/350Plus consoles, tank probes, tank gauges, alarms, sensors, switches, float kits, etc.) must be salvaged, inventoried per site and totaled up and surrendered over to the Government for retainment. Any other debris from removal (examples are wiring, conduit, trash, etc.) must be disposed of by the contractor at an approved dump location complying with all local, state and federal regulations. Contractor is to collect and drop off material to Minot AFB: 50% LF site parts and 100% MAF parts to 5 CES Water/Fuels at 505 Bomber Blvd Minot AFB, ND 58705 POC is Rob Theiler 701-723-6003. 50% LF parts to 91st MW FMS at FMS Office, POC is SSgt McGee or MSgt Nathan Asay 701-723-7153, 546 Minuteman Dr., Room 517, Minot AFB 58704.
Split sites as equally as possible. (Example LF sites 2-5 parts go to Water/Fuels, sites 6-10 go to 91 MW FMS. All MAF parts go to Water/Fuels shop). Contact shop representatives to schedule drop off. The Contractor is to validate the equipment as viable/non-viable and dispose of the equipment that is broken/unserviceable.
Provide a master copy of the inventoried parts to 5 CES Missile Engineering and a separate copy to each shop.
All debris, excess material, and salvaged material which become the property of the Contractor shall be disposed of off Government property in North Dakota State-approved disposal facilities using North Dakota State-approved procedures by the Contractor at no additional cost to the Government. In accordance with North Dakota Solid Waste Management Plan. The Contractor must submit salvage, reuse, recycle, and disposal weight tickets and/or transportation documentation to the CO Monthly or Quarterly (Jan-Mar, Apr-Jun, Jul-Sep, Oct-Dec). This also includes all recycled electrical wire/metals.
2.1.8. WIRING:
Shielded cables must be used in all LF installations. Probe- and Sensor-to-console wires shall be Belden 88760 #18 AWG stranded copper wire and installed as a Class 2 circuit. Probe and Sensor-to-console wires for MAFs shall be specified to: 1802SVNTCK1: 18AWG 2/c 600V VNTC SHLD K Ensure wire runs are less than 1000 feet to meet intrinsic safety requirements.
No splices made in the wire run between a sensor or probe junction box and the console.
Individual wires should be color-coded/labeled between the console and the junction box at each probe and sensor location.
Wires carrying 120 or 240 Vac from the power panel to the console (branch circuit) shall be #12 AWG copper wire for line, neutral and chassis ground (3); and #12 AWG copper wire for barrier ground. All MAF power wires will be reused. All LF power wires will require replacement since console move requires it.
Weatherproof electrical junction boxes with a gasketed cover are required on the end of each probe and sensor conduit run at the manhole or monitoring well location. Gasketing or sealing compound must be used at each entry to the junction box to ensure a waterproof junction. The interior volume of each junction box must be a minimum of 16 cubic inches. It is recommended to use the following or equivalent: Appleton Electric Co. - JBDX junction box, JBK-B cover, JB- GK-V gasket or Crouse-Hinds Co. - GRFX-139 junction box, GRF-10 cover, GASK-643 gasket or industry standard equivalent.
Due to limited space within the Veeder-Root TLS 450PLUS console's power/relay bay, an additional junction box is required to accommodate all necessary wire connections (refer to Attachment 7 for illustrative examples). At MAF locations, the junction box should be wall-mounted using standard practices. At LF locations, the junction box must be installed within the EMC enclosure. All wiring must be replaced with Veeder-Root network-compliant, EMI-shielded cable (Belden 88760 for LF locations; 1802SVNTCK1 for MAF locations). As previously stated, LF locations require the installation of an EMC enclosure for the TLS 450PLUS console, while MAF locations do not. Both the EMC enclosure (where installed) and the console must be wired to the designated ground stud. The Contractor is responsible for utilizing the appropriate wiring schematic/instructions based on the specific GMR alarm system in use at each site
See Attachment 8 for wiring for GMR3 relay. Attachments 10-14 show additional LF wiring details for both GMR 3 and GMR 5.
2.1.9 REQUIRED DOCUMENTATION:
Work Clearance Request (AF 103): If required, 30 days prior to start of work. CE’s Missile Engineering office will be the POC for guidance on how to accomplish AF Form 103.
Work Execution Schedule: 10 days prior to site work via e-mail. Updated schedules shall be submitted EVERY Tuesday of the week prior to the scheduled work week.
Electrician Licenses: 10 days after Contract Award
Veeder Root Certifications: 10 days after the Contract Award
Materials Information and Manufacturer Warranties: 15 days after Contract Award (wire, shielding, EMI cabinet, Veeder Root TLS450PLUS console, Back Panel Hoffman, AC surge protector, RFI power line filter, 12 circuit touch safe terminal block, Veeder Root components) and manufacturer warranties:
Veeder Root Salvaged Parts List: (per site and totals): within five (5) days after each site is completed. Total summary sheet within 10 days of entire project completion and before final acceptance.
Manufacturer Manuals: 10 days prior to pre-acceptance.
Field Notes: 10 days prior to pre-acceptance. For both MAFs and LFs, a figure sheet clearly labeled with the respective MAF or LF name must be created. This sheet should meticulously document all dimensions, measurements, and any modifications made. These figure sheets are required to be submitted to CE before the final inspection.
Warranty Documents: 10 days prior to pre-acceptance.
Veeder Root TLS 450PLUS Manuals: 15 days after the Contract Award.
Veeder Root Probes, Sensors, Alarms, Data Sheets & any other associated documents: 15 days after the Contract Award.
Tank Test Verification: completed at each site before moving to next site.
Figure Sheets: For MAF and LFs, due a minimum of 10 days prior to final acceptance. Sites that are the same may use the same figure sheets but must denote all sites that it applies to. Each LF must have a figure sheet labeled with the LF name, note all dimensions/measurements and any changes on the figure sheet as precisely as possible. Each figure sheet must be turned into the Government prior to final inspection.
EAL: Minimum 30 days prior to site work. The EAL Request template will be provided prior to the start of on-site work.
Utility Outages: 10 working days in advance of the outage schedule at a time that is convenient for the Government. POC Contracting Officer.
Hot Work (DD Form 592): If required, the Contractor shall submit and obtain a written permit prior to performing “Hot Work” (welding, cutting, etc.) or operating other flame-producing/spark producing devices, from the Base Fire Department. CONTRACTORS ARE REQUIRED TO MEET ALL THE CRITERIA BEFORE A PERMIT WLL BE ISSUED. Provide at least two (2) twenty (20) pound 4A:20 BC rated extinguishers for normal “Hot Work”. Forms will be provided at the Pre-Performance Meeting.
2.3. TECHNICAL SPECIFICATIONS:
2.3.1. General:
Work shall meet the requirements of plans, specifications, manufacturer installation instructions, warranties, and latest codes and standards (NEC, NESC, OSHA, UFC, UFGS, UL).
Whenever brand names of products are listed throughout this Statement of Work (SOW) it shall be implied that the brand specified has passed AFGSC hardness testing and is the ONLY approved material to be used.
Wiring must adhere to specifications outlined in section 2.1.8.
2.3.2. MAF EQUIPMENT (PER SITE): (Reference Section 2.1.9)
(1) Veeder Root TLS450PLUS console with accessories with 8” WCGA color touch screen display, printer, 3 ethernet and dual USB/expansion, dual RS-232/RS-485, UL/cUL and CSLD preinstalled.

2.4. GOVERNMENT FURNISHED PROPERTY (GFP): The Government will not furnish any property to the Contractor for use in the performance of this contract.
2.5. ACCEPTANCE CRITERIA:
Successful installation and configuration of TLS 450PLUS systems at all specified locations.
Verification of system functionality through testing and demonstration.
Delivery of required documentation.
Adherence to safety and security requirements see Attachment 18
The Contractor shall provide comprehensive training on the Veeder-Root TLS 450PLUS upgrade to Government personnel. The training schedule, including the date and time, must be coordinated with the Contracting Officer prior to final acceptance.
The training shall cover, but not be limited to, the following topics:
System Overview and Architecture

Maintenance Procedures
The Contractor shall provide both digital and hard copies of all training materials. The training session shall be a minimum of one (1) hour and shall not exceed four (4) hours in duration. The class size shall be limited to a maximum of twenty (20) Government personnel. The Contractor's personnel providing the training must possess demonstrable experience with the Veeder-Root TLS 450 PLUS system and have prior experience conducting technical training.
3. GOVERNMENT RESPONSIBILITIES:
3.1. Access: Provide access to MAF and LF locations for site visits and installation work.
3.2. Escort/Inspection: Provide Government Escort/Inspector for all on-site work.
3.3. Site Order: Set the site order and can be changed to meet mission requirements at no additional cost to the Government.
3.4. Approval: Provide timely review and approval of required documentation and Contractor requests.
3.5. Point of Contact: Designate a Contracting Officer (CO) and other relevant points of contact for communication and coordination.
4. CONTRACTOR RESPONSIBILITIES:
4.1. Personnel:
All work performed on the Veeder Root TLS 450PLUS system must be conducted by personnel holding current and valid Veeder Root certifications, specifically including Service Technician, Level 1 Installer, and Level 2/3 Technician, as applicable to the specific task. This requirement ensures adherence to the manufacturer’s recommended procedures and best practices.
Employ a North Dakota Licensed Master Electrician on-site, working and overseeing Electrical installations.
Ensure all personnel comply with safety and security regulations.
Site working hours for the Contractor will be (5) five 8-hour days between the hours of 7:30 a.m.
and 4:30 p.m., excluding Saturdays, Sundays, and all observed Federal holidays.
Winter exclusion may be granted from 15 November through 15 April. With a written request from the Prime Contractor, the Government reserves the right to grant exceptions to the winter exclusion time frame.
4.2. MANAGEMENT:
A bi-weekly project status meeting, utilizing teleconference or Microsoft Teams, will be held with representatives from 5 CES Missile Engineering, 5 CONS Contracting Office, and the Prime Contractor. The Prime Contractor retains the option to include subcontractors in these meetings. The Contracting Officer reserves the right to invite any additional personnel whose attendance is deemed beneficial to the discussion.
Provide a Site Project Manager to coordinate with the Government Escort/Inspector.
Submit required documentation in a timely manner.
Obey Federal Equal Employment Opportunity directives.
There shall be a pre-performance meeting between the Government and the Contractor after the award of work under this contract. Date and time will be coordinated by the Contracting Officer.
4.3. SAFETY:
Comply with all applicable OSHA regulations and industry-accepted safe practices.
Indoctrinate employees on hazards, safety procedures, and emergency protocols.
Maintain an emergency first aid kit at the work site.
Ensure all MAF/LF Air Force personnel on site are protected from all potential hazards.
Report all accidents immediately to the Government Escort/Inspector and within 24 hours to the Contracting Officer.
4.4. SECURITY:
Comply with all site security procedures and regulations, see Attachment18.
Submit Contractor Entry Authorization List (EAL) as required. All Prime and Sub-Contractor EAL’s need to be completed prior to the start of scheduled work on-site or the Contracting Officer will refuse to allow installation to start. After the initial EAL approval any/all changes will be at no cost to the Government. The Contracting Officer will have the final say for any/all considerations. All EAL template requests and supporting documents shall be submitted to the follow email (5ces.cem.eal@us.af.mil) for processing. Each Government Escort/Inspector is only allowed to escort six (6) personnel at one time. Coordinate with the Contracting Officer & Missile Engineering (1) week in advance if more Escorts/Inspectors are required.
Ensure all personnel are restricted to the project area and remain in visible contact with the Escort/Inspector.
All Contractor personnel must undergo background checks and obtain necessary security clearances. The site visit is critical. Allocate sufficient time to thoroughly assess the existing conditions and gather accurate measurements.
4.5 ENVIRONMENTAL:
Handle all hazardous waste/material in accordance with all Federal and State hazardous waste and toxic substances control regulations.
Any hazardous waste/material used by the Contractor must contain a National Stock Number (NSN) with Product Name and current Safety Data Sheet (SDS). The SDS must match the manufacturer and date of manufacture. This information shall be provided to the Contracting Officer which will provide it to the 5 CES Environmental Management (CEIE) for analyzing chemicals. The Contractor shall also provide to the CO/CEIE the type and quantity of chemicals brought, used and stored each month and the location of chemical storage. The Contractor shall provide the requested to the Contracting Officer for APPROVAL (not analysis) no later than 15 days before material is to be brought on site. Generation of any hazardous waste must be characterized either via official process knowledge or analytical results and submitted to 5 CES/CEIE digitally. Only 5 CES/CEIE Hazardous Waste Program Manager can sign hazardous waste manifests on behalf of the Government Generator. Comply with all environmental regulations.
The contractor shall provide a list of all materials prior to project start for any chemical/hazardous material products including but not limited to Caulking, solvents, fuels, paints, etc. The list includes the following but, not limited to: Material Type, Product Name, SDS, Container Type and Size, and if it is an Aerosol. Reference Section 4.5
4.6. WORKMANSHIP:
Perform all work in a professional and workmanlike manner.
Ensure proper installation, configuration, and functionality of the new systems according to Veeder Root specifications and Air Force-specific requirements.
Ensure proper sealing of conduit according to NEC and NFPA standards.
Provide all necessary portable power needed to perform and complete the work.
Provide all vehicles and equipment necessary to accomplish the Contract work. All equipment shall be in safe and efficient operating condition. USAF controls the sites, the 25-foot perimeter area outside the security fence, and the access road easement. The access road leading from the main road adjacent to each site is under military control. The area off to the sides of the access road is private property and, in some cases, county or state property. The parking of vehicles on the access road overnight or adjacent property is strictly prohibited unless written permission has been obtained from the Contracting Officer or property owners by the Contractor.
The Contractor shall not store materials and equipment in the work area without approval and coordination with 5 CES escort/inspector. Material and equipment approved for storage shall be placed to provide continued facility use, in a neat appearance and shall ensure safety.
4.7 PERMITS:
Be responsible for securing all permits as may be necessary for the completion of all the work required by this project.
5. QUALITY ASSURANCE:
The Government will conduct inspections and monitor the Contractor's performance to ensure compliance with the requirements of this SOW.
The Contractor is responsible for implementing a quality control plan to ensure the quality of workmanship and materials.
6. REPORTING REQUIREMENTS:
The Contractor shall submit regular progress reports to the Contracting Officer, detailing the status of the project, any issues encountered, and planned activities.
The Contractor shall provide notification of any delays or problems that may impact the project schedule.
The Contractor should field verify lengths at one MAF and one LF for accurate bidding.
Calculate lengths for the other (2) two LF configurations based on one LF site visit and provided attachments. (Attachments 1-21).
