Submitted Questions and Responses from IFT Industry Day
Question 14: Will AETC/AFICA Conduct Company/Site assessments as part of the solicitation process?
Response 14: The Government has not yet determined if site visits will be conducted as part of the solicitation process. If yes, it will be in the RFP.
Question 15: Can you please provide the historical annual elimination (without) rate or, conversely, the annual completion rate for the past 15-20 years?
Response 15: The historic attrition rate is roughly 10%.
Question 16: Will the winning contractor have access to the current instructional documentation (curriculum, phase guides, instructor lesson plans/guides), testing materials (test bank, master questions file, ETC) and student courseware (course manuals, pamphlets and handbooks), lesson plan, reading materials, reference documents, local area procedures manual, local area guide, student handbook, in-flight guide, course-related checklist, safety procedures, and related materials?
Response 16: No. The current materials were developed by the current contractor and are proprietary.
Question 17: Would the Air Force consider allowing the contractor to partner with local institutions, such as a college, to provide dining and PT student services?
Response 17: Yes. However, civilian students will not be mixed with IFT students in the IFT training environment and IFT students will be segregated in the lodging and dining facilities as much as feasible.
Question 18: Will the Government value a solution that exceeds technical requirements and provides more innovative and adaptable training; as well as enhance the safety of pilots?
Response 18: The Government has not yet determined the acquisition strategy. It will be published in the RFP.
Question 19: Will the Government be evaluating mobilization in terms of a time frame? Will the Government consider removing or changing this requirement?
Response 19: The Government does not intend to evaluate mobilization in terms of a time frame. The evaluation factors will be published in the RFP.
Question 20: Would the Government be open to receiving a briefing on how incentives can provide the Government with quality innovations and a more effective IFT program?
Response 20: The Government is not entertaining briefings from contractors at this time.
Question 21: Is it the Governments desire to have all 3 syllabi (pilots/CSO/RPA) and student training based from 1 location, or multiple?
Response 21: It is up to the contractor to propose their solution to include location(s).
Question 22: With the student in the right seat, are there any specific aircraft avionics cockpit configuration requirements? For instance, does the instrument panel need to be reversed (from a normal DA-20 as an example) to accommodate this seating arrangement?
Response 22: The aircraft must meet the requirements stipulated in PWS section 1.2.2. Student seating is not stipulated in the PWS.
