Question 37: The most recent USAF IFT FBO posting states the RFP is anticipated to be released in Oct 2015 with a synopsis released approximately 15 days prior. Please confirm this timing is remains valid.
Answer 37: The RFP is anticipated to be released approximately late Oct/ Fall of 2015. This date is approximate and subject to change.
Question 38: The synopsis planned to be released 15 days prior to the RFP, provides little time to analyze the document(s), provide questions/inputs and permit the Government time to update the RFP document(s). Will the Government consider a 30-45 day period between the RFP synopsis and the RFP release to allow a thorough review and response from industry?
Answer 38: In accordance with FAR 5.203(a), a synopsis will be published 15 days before issuance of a solicitation. The Synopsis will be informative only and will not contain RFP documents. However draft RFP documents will be published for industry comments in advance of the RFP and will allow a 30 day response time from industry.
Question 39: How long a period do you anticipate for Proposal preparation and submission (RFP release to Proposal submission)?
Answer 39: The Government anticipates Past Performance information to be due 45 days after issuance of solicitation with technical, price and small business information being due 90 days after issuance of solicitation.
