Questions and Responses to Draft RFP
These are responses to questions the Government has received in response to the draft evaluation language. These are not all the received questions. As responses become available to be published, the Government will add them to www.FBO.gov until all questions are responded to.
Question 1: For clarification, Is the contractor required to supervise the physical conditioning or will the government supervise the physical conditioning? If the contractor provides, what do we provide, specifically?
Answer 1: The contractor will be required to supervise the physical conditioning. The specifics will be included in an updated PWS that will be included in the final RFP. (PWS 1.2.f.)
Question 2: Are lesson plans and records of student participation required to be provided?
Answer 2: The lesson plans and records of student participation must be provided. (PWS 1.2.f.)
Question 3: Does the contractor perform the student’s Fitness Assessment (FA) required by AETCI 36 2205?
Answer 3: The fitness assessment will be performed by the contractor. (PWS 1.2.f.)
Question 4: Which syllabus applies to IFT students? AFI 36-2905, Fitness Program; AETCI 11-406, Fighter Aircrew Conditioning Program (FACP); or AFPAM 11-419, G-Awareness for Aircrew. (T-1)
Answer 4: These syllabuses do not apply to IFT.
Question 5: Food Service: 1.2.15.3 mentions the need for personnel to buss appropriately. Is a dish/utensil return station a suitable form of bussing?
Answer 5: Yes
Question 6: Will the RFP limit Contractor liability to the Government and the Students to $200k per person per occurrence?
Answer 6: The PWS specifies the minimum insurance limits. (PWS 1.2.3.1.2)
Question 7: PWS 1.2.5.1 - W/R to the government funded fuel, how does the government plan to deliver the fuel? At what point does the government responsibility stop and the contractor responsibility start?
(port, truck, fuel tank, etc…)
Answer 7: The Government will not provide fuel. The contractor must make arrangements for acquiring and dispensing the fuel. The reimbursement CLIN on the contract reimburses the actual fuel cost only.
Question 8: PWS CSO Syllabus - Please confirm which # of hours is correct in the CSO Syllabus. The table indicates a total of 55.3 hours total for the course, but if you add up all of the cells you get a total of 56.3 hours. [chapter 1 page 1]
Answer 8: The current syllabus lists 56.8 hours. As stated in the PWS, IFT is an evolving program and syllabuses may be modified to meet USAF requirements.
Question 9: PWS 1.2.2.1.10 - Prior Q&A stated that there would be a time frame to provide ADS-B compliant aircraft (2020 perhaps) that would coincide with the FAA requirement. Does the Government still intend on making that change?
Answer 9: Yes. The PWS will be modified to clarify the ADS-B equipment must meet FAA requirements.
Question 10: PWS 1.2.9.1 – Will the bidders be required to report only employees that will be affiliated with the IFT program?
Answer 10: Yes.
Question 11: PWS 1.2.2.1.6,7,8 – If the proposed training location (and flight pattern) does not reach a density altitude of 7000 feet, does this requirement still apply to the proposed training aircraft?
Answer 11: The proposed aircraft must be capable of the PWS stipulated performance minimums.
Question 12: PWS 1.2.2.1 says that tighter requirements might be stipulated in a proposed environment that exceeds 7,000 feet density altitude, so the inverse of that must also be true. Right?
Answer 12: The proposed aircraft must be capable of the PWS stipulated performance minimums.
Question 13: Would the Government consider leveling the aircraft minimum requirements relative to the proposed training airspace.
Answer 13: The proposed aircraft must be capable of the PWS stipulated performance minimums. (PWS 1.2.1.10)
Question 14: Suggested possible language modification: Aircraft must be able to climb at a rate of 500 feet/minute throughout the operating conditions and density altitudes common to the operating airfields both primary and auxiliary.
Answer 14: The proposed aircraft must be capable of the PWS stipulated performance minimums. (PWS 1.2.1.10)
Question 15: PWS 1.2.12.2 – Can the government clarify who is qualified to fly the AF-Directed Air show and fly-by support, and AF-directed static display missions?
Answer 15: The Contractor CFIs and Military Flight Instructors may fly AF-directed missions.
Question 16: PWS A-3.4 – Will you confirm that the AETCI 36-2909 Recruiting, Educating, and Training Standards is the correct publication listed as: Professional and Unprofessional Relationships?
Answer 16: Yes. The PWS has been updated to reflect the title change.
Question 17: PWS A-3.3 – Will you confirm that the AFI 13-213 Airfield Driving is the correct publication listed for Airfield Management
Answer 17: No. The correct publication is AFI 13-204, Airfield Operations Procedures and Programs.
The PWS has been updated to reflect the change.
Question 18: PWS A-3.3 – Will you confirm that AFI 11-401 Aviation Management is the correct publication listed as: Flight Management in the PWS?
Answer 18: Yes. The PWS has been updated to reflect the title change.
Question 19: Section L 4.0 & Section L 5.0 – Does the government intend on releasing another draft RFP with the Past Performance requirements included, or will that only be released in the final RFP?
Answer 19: No further draft information is anticipated to be posted.
Question 20: Section M 4.0 & Section M 5.0 – does the government intend on releasing another draft RFP with the Past Performance requirements included, or will that only be released in the final RFP?
Answer 20: No further draft information is anticipated to be posted.
Question 21: Provide update on Draft RFP Release.
Answer 21: The draft RFP was released on 15 Oct. Industry was given 30 days to respond with questions and recommendations. The Government is in the process of answering the questions we received and updating the PWS and Sections L & M of the RFP. We anticipate posting remaining answers to questions on Fed Biz Ops next week.
Question 22: Provide update on PWS release.
Answer 22: The final RFP, which includes the PWS, is scheduled to be released late Jan / early Feb.
Question 23: Provided expected Final RFP release.
Answer 23: The RFP is anticipated to be released in late Jan 16 or early Feb 16.
Question 24: Does the bidder get additional weight for having instructors with greater than the 100 hr minimum?
Answer 24: Part of our evaluation of the offerors' proposals will be their staffing plan, which is pass/fail.
If the staffing plan meets the minimum requirements dictated in the RFP, then it is acceptable.
Question 25: Is there no requirement for reinforcing the IP/student relationship separation?
Answer 25: The PWS requires offerors to comply with AETCI 36-2909, Recruiting, Education, and Training Standards of Conduct.
Question 26: Are the force protection requirements clearly articulated?
Answer 26: The security requirements in Sections L & M of RFP are currently being updated by AETC/A7S with the new DoD security requirements, which were just recently published.
