Initial Flight Training (IFT) RFI Questions and Responses FA3002-15-R-IFT
Question 9: Will the Government provide specifics for the courseware, how many hours are to be developed each year, how many hours are to be reviewed/revised each year, what type courseware (instructor led, Computer Based Training, etc)?
Answer 9: The contractor will propose the best way(s) to conduct the required academic training to include the media. The contractor must provide their academic strategy and concept of operations with their proposal. The contractor, as an expert in flying training, is expected to propose the academic courseware/curriculums they believe best fit the syllabus training requirements, which will be provided with the Request for Proposals (RFP). Not later than approximately two months beforeperformance start , the contractor will provide the courseware/curriculums for the academic lessons required in the syllabus to the Chief COR. The Chief COR must approve the courseware/curriculums initially and annually, thereafter.
Question 10: Does the number of Government personnel fluctuate with student load (800- 2000 students possible)? Is there a specific ratio of Government personnel to students the Government plans to maintain?
Question 10: The government personnel numbers will not normally fluctuate with the student load; i.e., there is not a specific ratio. The government may, however, change the number of personnel, if required.
Question 11: Does the Government require trained security personnel in place to meet this requirement (i.e. security guards, periodic patrols, etc)?
Question 11: Based on the security situation at the proposed location, trained security personnel must be provided and appropriate security equipment, facilities, and procedures in place to safeguard all personnel, facilities, and aircraft.
Question 12: Are there any restrictions on the PM also being a CFI?
Answer 12: No. There are no restriction on the PM also being a CFI..
Question 13: What are the specific requirements for GTIMS beyond what is discussed in PWS 3.1.6 for the winning contractor?
Answer 13: None. The GTIMS contractor is responsible for GTIMS. The IFT contractor is responsible for all other IT requirements and services identified in the IFT PWS.
