Questions and Responses to the Request For Proposals (RFP)
These are responses to questions the Government has received in response to the RFP. These are not all the received questions. As responses become available to be published, the Government will add them to www.FBO.gov until all questions are responded to. Questions from the Request for Information, Industry Day, and Draft RFP have already been posted on the previous Question and Response documents.
Original Posting:
Question 1: The Government received an inquiry pertaining to the use of P-4, installation-community partnerships, for potential offerors to respond to this RFP.
Answer 1: Neither the 338 SCONS nor the requirement owner at AETC will provide any Government Furnished Property (GFP) or Equipment (GFE) for a potential offeror to perform this requirement. Each offeror's technical approach will be evaluated under the criteria and instructions outlined in sections L and M of the RFP.
Supplement to RFP Question 1:
In reference to RFP Question 1 posted on 19 Apr 16, the use of public-public-private partnership (P-4), installation-community partnerships, or enhanced use lease (EUL) will not be allowable to fulfill this requirement. The use of P-4 or EUL is contrary to the terms and conditions of this solicitation in which no Government Furnished Property (GFP) or Equipment (GFE) will be provided to perform this requirement unless specifically stated in the PWS. Specifically, PWS paragraph 1.2.13.1 states that “the contractor shall furnish everything needed to perform this contract to all its terms, except for any items or services specifically stated as Government furnished”.
