Questions and Responses to the Request for Proposals (RFP) Question and Answer 2 - 16

These are responses to questions the Government has received in response to the RFP. These are not all the received questions. As responses become available to be published, the Government will add them to www.FBO.gov until all questions are responded to. Questions from the Request for Information, Industry Day, and Draft RFP have already been posted on the previous Question and Response documents.

Question 2: Section L.2.2.2 item “b” describes the requirement for an Executive Summary. Can the Government please specify how many pages are allocated to the Executive Summary and please exclude the Executive Summary from the Volume I page count limitations?

Answer 2: There is no specific limitation to pages for the executive summary. Offerors will need to include the executive summary as part of the 125 page limit (reference question 7 below on page limit increase) of the Technical Volume.

Question 3: In reference to Section L.3.6, does the Government want organizational change history for the prime and all subcontractors?

Answer 3: Yes, if the subcontractor is submitting past performance information.

Question 4: PPIS, Section 3, para A requires the offeror to address the citations relevancy against the Technical Volumes’ Subfactors (Mobilization, Staffing, Security, and Integrated Ops).

However, Section M.3.2.2 requires offerors to write/align past performance information to the Primary Evaluation Areas (Mobilization, Mgt of Instructor Personnel, Integrated Ancillary Operation Services, and Integrated Flying Operation Services). These two areas are different enough to require separate write ups in order to be compliant but similar enough to provide significant overlap within those write-ups. Would the Government consider modifying Attachment 9, Section 3, para A to address the M.3.2.2 Primary Evaluation areas vice the Technical Subfactors?

Answer 4: PPIS, Section 3, para A will be revised via an amendment to state, “Describe how the experience on the contract/program is relevant to the primary evaluation areas identified in Section M.3.2.2, mobilization, management of instructor personnel, integrated ancillary operation services, and integrated flying operation services.”

Question 5: PPIS, Section 3, para D – if the business entity being reported is a proposed subcontractor, is para D applicable?

Answer 5: No

Question 6: In reference to PWS Appendix A-9, can the Government please list the standards or combination of standards that will be used to evaluate medium level façade protection?

Answer 6: Standards are available online in the Unified Facilities Criteria (UFC 4-010-01) DoD Minimum Antiterrorism Standards for Buildings dated 9 Feb 12 (revised 1 Oct 13). A copy of the document will be added to the RFP via an amendment.

Question 7: Due to the additional security requirements in the Final RFP will the Government please consider increasing the page count for Volume 1 Technical to 125 pages (Section L.2.5)?

Answer 7: The government will increase the page count for Volume 1 from 100 to 125 pages via an amendment.

Question 8: Will the Government expand the page count exclusion of signed letters of agreement from suppliers/vendors/agencies beyond buy/use/lease agreements (Section L 1.2.3.3)?

Answer 8: Section L 1.2.3.3 will be revised via an amendment to state, “All signed letters of agreements are excluded from the page count”.

Question 9: Friday's FBO post regarding "past performance information is due 45 days (16 May

16) after initial release of RFP" is a bit confusing. As you know, there is a Past Performance Volume (Volume II), Past Performance Information Sheets (PPIS) (Section L3.5) and Past Performance Questionnaires (PPQs) (Section L3.7), but "past performance information" is a looser term not explicitly defined in the solicitation. Section L3.7 states that PPQs are due 45 days after issuance of this solicitation. Can you please clarify Friday's point with regards to "PPQs", PPISs" and/or the entire PP Volume (Vol II)?

Answer 9: Past performance information is everything section L requires to be submitted for past performance (Volume II and PPIS). The Government extended the date that the past performance information is due from 45 to 90 days (due 30 Jun 16) with the issuance of Amendment 01. PPQs are an exception. The deadline for submitting PPQs has been removed.

Question 10: If you would like the PPISs and/or PP Volume delivered in 45-days, please realize that the workshare percentages requested will likely change between day-45 and day-90 of the proposal development. As such, if the PPISs or PP Volume is requested at 45-days, we would respectfully request an ability to update these numbers at final proposal submission.

Answer 10: See answer 9.

Question 11: In reference to PWS para 1.2.15.1.3, can you please clarify if a "core night" meal is required and if so the example menu?

Answer 11: Night meals are not required, but may be offered, depending on a proposer's concept of operations. If offered, night meals should have the same nutritional standards as the breakfast meal and the breakfast menu selection examples may be used for night meals.

Question 12: Section L.2.6.4 states: “The Offeror shall provide aircraft performance charts/data from the proposed aircraft's pilot operations handbook/flight manual/aircraft performance charts/etc.” Will the Government please exclude this information from the page count limitations?

Answer 12: Yes. An amendment will be issued to revise Section L to exclude aircraft performance charts/data from the page count.

Question 13: What is the method to inform you of our teaming arrangements so that you can correctly associate the PPQs to the prime vendor?

Answer 13: RFP Section L 3.5 requires complete information be provided in the Past Performance Information Sheet (PPIS) pertaining to teaming arrangements. For the purposes of the past performance evaluation, the Government will use the PPIS to determine associations for PPQs.

Question 14: If some teaming arrangements solidify after the 15 May submission date, is it possible to incorporate these new partners’ PPQs? Or do we just wait until the final proposal submission on 30 Jun using the PPIS data and submission requirement.

Answer 14: See question 9. The submission of past performance has been extended to coincide with the submittal of all other proposal requirements on 30 Jun 16. All teaming arrangements must be solidified prior to submitting the past performance information.

Question 15: Are we correct in stating that the PPQ is a supplement to the final proposal and not a requirement? In other words, is the PPQ’s primary intent to permit you to perform some research in advance of the final submission?

Answer 15: Correct. The PPQs are not a requirement. PPQs will be utilized, along with all of the other past performance information submitted by the offeror, or gathered by the Government, in determining the past performance rating.

Question 16: What are the negative scores associated with missing the PPQ submission date?

Answer 16: See question 9. The PPQ submission date has been removed.
