Questions and Responses to the Request For Proposals (RFP)
These are responses to questions the Government has received in response to the RFP. These are not all the received questions. As responses become available to be published, the Government will add them to www.FBO.gov until all questions are responded to. Questions from the Request for Information, Industry Day, and Draft RFP have already been posted on the previous Question and Response documents.
Question 24: Will the Government please consider excluding the outline for the plans and programs from the page count?
Answer 24: Section L 1.2.3.3 will be revised via an amendment to exclude the outline for the plans and programs from the page count.
Question 25: Can you please clarify if letters of agreement (L 1.2.3.3) and other non-page counted reproduced documents (e.g., teaming agreements, collective bargaining agreements, etc. in the Price Volume) can be submitted in contractor format as long as they are legible? We do not have the native versions of some of these documents or they are under signature by outside agencies that makes it difficult to ensure they comply with Section L 1.2.3.1.
Answer 25: Reproduced documents are not required to comply with Section L 1.2.3.1 as long as they are legible.
Question 26: The answer to question 19 states the following: “The Facility security plan is part of the Physical Security plan listed in Appendix A-4 and will be provided with offeror’s response to L.2.6.3.2.”
The answer to question 20 states the following: “The OEP is part of the Physical Security Plan and will be provided in offeror’s response to L.2.6.3.2.”
Question: Should the bidder submit the FSP and OEP with Subfactor 3 Security, or with Subfactor 4 Integrated Operations?
Answer 26: The Facility Security Plan (FSP) and the Occupant Emergency Plan (OEP) shall be submitted with Subfactor 3 Security. The Section L references to Questions 19 & 20 are hereby corrected as follows: Question 19 revised answer – “The Facility security plan is part of the Physical Security plan listed in Appendix A-4 and will be provided with offeror’s response to L 3.5.17.” Question 20 revised answer – “The OEP is part of the Physical Security Plan and will be provided in offeror’s response to L 3.5.18.”
