Question 23: What is the anticipated IFT contract award date?
Response 23: The Government does not have an anticipated award date at this time.
Question 24: If the IFT contract is awarded to a non-incumbent, the new Contractor will require time to establish/expand operations, and construct/expand facilities and services. Will the Government provide sufficient time from contract award to implementation to allow a new operation to stand-up?

Question 26: Will the Government consider extending the current contract to permit a new Contractor the time to establish an IFT operation?

Response 30: No.
Question 31: What are the expectations of the Active Duty Instructor Pilot supporting this program?
Response 31: The role of Military Flight Instructors are detailed in the posted draft PWS paragraphs 1.2 a. and 1.2.1.8.2.
Question 32: Has the government formalized the acquisition strategy, and if so what is that strategy?
Response 32: The acquisition strategy has not been formalized
Question 33: How many average flying days per year are currently being executed on the current program?
Response 33: 245
Question 34: Is the Government willing to accept simulator time to reduce the number of flight hours required?
Response 34: No, simulator time may not be used to reduce the number of flight hours.
Question 35: Are aircraft required to be exclusive use to this program?
Response 35: No. However, IAW PWS paragraph 1.2.a., “Civilian students will not be mixed with IFT students in the IFT training environment.”
Question 36: Would the government consider modifying the PWS to establish a date in the future for all aircraft to be ADSB Out compliant? For example, "no later than 1 Jan 2020" to align with the FAA compliance date. Even establishing a more conservative date of "no later than 1 Jan 2019" would allow for early FAA compliance and avoid unnecessary costs earlier in the program.
Response 36: Yes. PWS paragraph 1.2.2.1.10 will be changed to reflect a future date requiring ADS-B compliance.
