Appendix 2E, Collateral Tasks
The PWS reference indicates the Government removed the requirement for the SP to pick up explosives. The collateral tasks list calls for the SP to order AND pick-up explosives.
Please clarify if the SP will be transporting munitions.
The SP will order the required explosives to support UH-1N maintenance and the 36 RFQ military members will transport the explosives from the pickup area to the maintenance hanger. The
PWS Appendix 2E was revised via Amendment 0004 to clarify this process.

Appendix 3B, Table
13-3, Forecasted
Overtime.
It is our understanding that the current aircraft rotation to Cusick departs on Sunday and returns on Thursday. However, the
Government's response to questions indicated that the normal
TSP deployment duration is six days, leave Sunday with a Friday return. Based on this response, we would expect to see projected overtime in the Cusick line to cover the sixth work day requirement, however this overtime is not shown on Appendix
3B, Table 13-3, Forecasted Overtime.
Does the government intend to add forecasted overtime to Appendix 3B, Table 13-3, for this extended work week requirement?
The Government revises this statement. The standard schedule for
Cusick deployment is projected to be from Sunday through Thursday five (5) days. However, if additional support is required, SP controlled overtime will be utilized unless SP controlled overtime has or will be completely utilized, then the Government may approve
Government approved overtime. The PWS Section 3-1 was revised via Amendment 0004 to reflect this requirement.
2.1.7.1
2.1.7.1. The SP is responsible for establishing a safety and
occupational health program consistent with requirements of
OSHA Title 29, Code of Federal Regulations (CFRs) and AFPD
91-2, Safety Programs, (all). The Bio-Environmental (BE) evaluations may be used in support of the SP program. SP shall not be required to comply with Air Force Occupational Safety
Health (AFOSH) standards except as needed to protect AF resources (facilities to include hangars and industrial areas, equipment, and Government personnel). For flight line operations the SP shall comply with
AFI 91-203, Air Force Consolidated Occupational Safety
Instruction, Chapter 24, Aircraft Flight Line - Ground Operations and Activities, in areas where OSHA does not provide guidance.
The SP shall perform required personal exposure assessments and medical surveillance. The SP must also provide personnel protective equipment and training consistent with applicable standards. The SP’s procedures shall be submitted to the CO for acceptance no later than thirty (30) calendar days after contract start date.
Will the government clarify what personal exposure assessments and medical surveillance is required?
This is a general PWS requirement statement, not specific to a certain aircraft or it support requirement. The SP operates under
Occupational Safety and Health Administration (OSHA) health requirements and must follow this criteria. Compliance with OSHA and other applicable laws and regulations for the protection of the employees is exclusively the obligation of the SP. Area (State, local or base)-specific instructions and technical data may include other safety or health criteria. See PWS para 2.3.1.2., Facility Hazards, "The Government will notify the SP through the CO of any inherent hazards in the SP assigned facilities or equipment (i.e. location, type, and amount of asbestos-containing material, lead-based paint, and any other known hazards) or assigned Risk Assessment Codes
(RACs).", Para 2.3.1.1. "The identification of any hazardous conditions does not warrant or guarantee no other possible hazards exist, or the work around procedures currently employed will be adequate to meet the responsibilities of the SP." and Para 2.3.1.4., New Hazards. "The Government ESOH team members will provide copies of any notification of new facility or equipment hazards to the
CO and CORs."

2.1.9.1
2.1.9.1. The SP shall provide all general purpose vehicles defined as commercial design motor vehicles procurable and available from regular production lines and available also for civilian use. General purpose vehicles are normally used for movement of upplies, personnel and equipment in providing administrative and logistics support to installations or activities. Any such Government Furnished Property
(GFP) general and special purpose vehicles within the existing
Government inventory will be identified in Appendix 2FE. Once these vehicles are no longer serviceable the Government will remove them from service and the SP shall be responsible for providing replacement if determined by the SP as necessary to accomplish the required services.
The last sentence refers to "these vehicles". Is it the government's intent for the SP to replace only SP general purpose vehicles when they are no longer serviceable or will the SP be required to replace GFP identified in Appendix 2FE as well? If GFP, will the government provide the current age, condition, and estimated useful life of the GFP?
The SP will have to replace the GFE tool trailer if is becomes unservicable. The current tool trailer condition is "Excellent" and the Governments estimated life on this trailer is 20 years per the
Fairchild COR office.
2.1.10.25.1
2.1.10.25. Support Equipment Air Emission Inventory Records.
The SP shall provide the support equipment information, if required, for the annual base air emission inventory as requested by the base environmental coordinator, BE, or CEV. Records
(paper and electronic) shall be maintained and periodically submitted upon request for annual, monthly, daily, and hourly (if required by law) for the annual air emission inventory IAW AFI
32-7040, Air Quality Compliance and Resource Management, (all). Records may be forwarded to the SP environmental coordinator at the end of each calendar year to be maintained by the SP until requested by the Fairchild AFB Environmental
Coordinator, BE, or 92 CES/CEV.

PWS 2.1.23.11. Replacement of common hand tools. The SP shall provide replacement of Government provided tools and toolboxes with equal or higher quality tools and/or toolboxes.
Appendix 3B - 10. Estimated annual tool/equipment replacement cost is $10,000.
Is it the government's intent that the offeror price
$10,000 for tool/equipment replacement cost?
The Government has re-evaluated tool/equipment replacement costs and revised this cost to $5,000 from $10,000 per year. It is the
Government's intent for the offeror to price $5,000 per year for tool/equipment replacement costs. The PWS Appendix 3B was revised via Amendment 0004 to reflect the tool/equipment replacement costs.

10.1. Estimated annual fuel usage for service provider vehicles:
1,000 Gallons.
Is it the government's intent that the offeror price
1,000 gallons for fuel for service provider vehicles? If so, will the government provide current and historical fuel prices?
No, 2.1.9.17. Government fuel products issued to SP owned or leased vehicles and equipment will be charged to the SP based on the current DESC Price Bulletin and then reimbursed to the SP under the Fuel CLIN, without G&A, overhead, or profit through the use of a "T" Department of Defense Activity Address Code
(DoDAAC). Fuel is cost reinbusable under CLIN X005.
3.1.26.2.12
3.1.26.2.12. Annual Multi-functional Team Program Management
Review and/or Contract Management Review Meeting. Upon request or at least annually, The SP shall meet with the FC, COR, HQ AETC/A4PM PM, and the CO to promote a “partnership” in achieving clarifications, defining objectives and to discuss and resolve areas of concerns. The SP shall be required to meet during the first (1st ) month of the contract. The FC, CO, COR, SP and
HQ AETC/A4PM PM shall sign (e-sign is acceptable) written minutes of these meetings. If required, the SP shall so state any areas of non-concurrence, if any, in writing to the CO within five
(5) working days of receipt of the signed minutes.
Will the government clarify the location of the annual meeting? Will teleconference attendance be accepted?
The location of this meeting would be at Fairchild AFB, or by teleconference. Teleconferencing for personnel who are not able to attend in person will be accepted. The PWS was revised via
Amendment 0004 to clarify this concern.

Note 10: The SP shall perform receiving, preservation and shipping of UH-1N aircraft T400CP-400 engines.
Is the SP required to pay the shipping costs of the
UH-1N aircraft T400-CP-400 engines? If so, will the government provide the dimensions and weigh of the engines?
The UH-1N aircraft T400-CP-400 engines will be shipped at
Government expense. See PWS para. 2.3.3.1., Commercial
Transportation. "The Government will provide all commercial transportation, i.e., shipping and receiving of supplies and equipment necessary for successful accomplishment of contract requirements."
3.1.4.5
3.1.4.5. Responsibilities of SP at TCP Cusick WA: SP shall
support one (1) aircraft deployed to TCP Cusick WA, approximately six (6) days per week, fifty (50) weeks per year.
Transportation to TCP and within Cusick area during deployments shall be provided by the SP. The SP shall review aircraft records to ensure all hourly and calendar inspections that cannot be completed at TCP Cusick WA are completed prior to the aircraft’s deployment. The SP shall ensure they maintain the capability to clear Red X conditions (including items specifically related to the pre-flight, thru-flight, and basic post-flight inspections) while personnel are deployed to TCP Cusick WA.
The SP personnel shall adjust their work schedule, to accommodate the day/night deployed flying schedule (see workload in Appendix 3B). The SP shall provide a means for immediate voice contact to the mechanics by the standby crew when the mechanic(s) are away from the TCP Cusick WA.
Will the government provide the schedule for
Cusick in order that the offeror may competitively price the "approximately" 6 days per week requirement?

3.1.4.5. Responsibilities of SP at TCP Cusick WA: SP shall

The "Ops Tempo" slide providing during the site visit showed "…provide alert Saturday to
Thursday…". Additionally, the TCP schedule on the "Weekly Battle Rhythm" slide states, "Deploy on Sun and Re-deploy on Thursday. This implies
5 days. Please clarify the need for SP support at
Cusick (TCP) and at Fairchild in support of TCP operations. Specifically, will the SP be required to support operations at TCP for 5 or 6 days?
Also, which days are required? Saturday through
Thursday? or Sunday through Thursday? or another required schedule?
The Government revised this requirement. The standard schedule for
Cusick deployment is projected to be from Sunday through Thursday five (5) days. The Government will amend the PWS to reflect this requirement.
2.1.3.2
2.1.3.2. Provide an on-site manager and alternate(s). (See also
Section H-3) At least one (1) shall be physically present during normal duty hours (0700-1700) at the 36 RQF hanger. This individual shall be responsible for the overall management and coordination of this contract and shall act as the central point of contact with the Government. The on-site manager shall have full authority to act for the SP on all contract matters relating to daily operation of this contract. The on-site manager or alternate shall have full authority to submit cost proposals, negotiate changes, and sign modifications up to $100,000. SP shall sign and return modification(s) to the CO within three (3) duty days. The on-site manager or designated alternate(s) shall be available on-site within one-half (1/2) hour of notification at the 36 RQF maintenance hanger, when contract performance occurs outside normal working hours. In addition, the SP shall:
Please clarify, for Site Manager or designated alternate(s). Can this alternate be a qualified mechanic who has been designated by the Site
Manager for the weekend standby coverage who is not the Site Manager or Assistant Site Manager?
The PWS was revised via Amendment 0004 as follows: "If required by the FC, the on-site manager or designated alternate(s) shall be available on-site within one-half (1/2) hour of notification at the 36
RQF maintenance hanger, when contract performance occurs outside normal working hours."

3.1.21.4. Flight line Operations: The SP shall provide sufficient personnel to perform basic post-flights, pre-flights, thru-flights, launch and recovery procedures, servicing, engine runs, scheduled and unscheduled maintenance, perform oil sampling, on-equipment repairs, and special inspections. In addition, the SP shall:
It is our understanding that only Air Force pilots currently can perform engine runs, contracters currently perform engine motoring. Did the government intend to list engine motoring versus engine run?
The SP shall not perform engine runs and shall perform engine motoring only. The PWS was revised via Amendment 0004 to clarify this requirement.

L.3.1.3.4.3 Solication section L.3.1.3.4.3 states that the offeror shall provide the methodology used to determine projected overtime man-hours to include number of hours proposed and percentages above productive hours.
Section B - CLIN X001 states that the services provider shall include the forecasted contract overtime in the contract basic service price. The workload for the forecasted contract overtime data is contained in Appendix 3B 13.3 of the PWS, Forecasted
Overtime Table.
Would the government clarify that it desires the offeror to use the hours identified in Appendix 3B
13.3 of the PWS?
The Government has provided the fixed priced overtime forcast in
Appendix 3B 13.3. Forcasted Overtime Table. The offeror should use forcasted overtime amounts for the proper FYs/option years. The training overtime amounts will be zero (0) since the Governemnt expects the workforce to be fully trained. The PWS was revised via
Amendment 0004 to the reflect training not being considered overtime.
