Solicitation will result in a single Firm-Fixed-Price Contract 1-year basic period, to include 30-day mobilization, plus Five (5) one-year option periods Basis of Award is Lowest Price Technically Acceptable The Govt. intends to Award without Discussions

TECHNICAL CAPABILITY
The proposals shall be evaluated against the following Technical Capability subfactors:
Management Approach Technical Approach Staffing and Workforce Plan During evaluations of each proposal, the Government will assign each subfactor a rating as shown in the next slide. Separate ratings will be assessed for each subfactor. During evaluation of each proposal, the Government will assign a rating of either “Acceptable” or “Unacceptable”. A rating of unacceptable in one or more technical subfactors will constitute an overall unacceptable rating for the technical evaluation.

TECHNICAL CAPABILITY
Risk is inherent in the government’s evaluation/assessment of this Factor. Risks have the potential to disrupt schedule, increase costs, degrade performance, increase need for Government oversight, or increase likelihood of unsuccessful contract performance. A rating of “Unacceptable” in one or more technical subfactor(s) will constitute an overall rating of “Unacceptable” for the technical evaluation.

Provide safe, reliable, mission capable aircraft to support the 36 RQF flying mission requirements Aggressively work toward meeting AETC Aircraft Availability and maintenance goals
Maintenance Requirements On-Equipment (flight line maintenance) Limited off-equipment maintenance/host unit provides remaining support (NDI, PMEL, Fabrication, AGE) Periodic/Phase maintenance Off-Station recovery Support Deployments Provide Mission Essential Ground Personnel

RULES OF ENGAGEMENT
Group must remain together for security reasons Cell phones must be turned off or on silent Be courteous of incumbent contractor and staff Please refrain from discussions with them while on tour
All questions will be written on the provided questionnaire and submitted to the contracting office Only clarification questions concerning the sites will be answered during the site visit
