MEMORANDUM FOR PROSPECTIVE OFFERORS

SUBJECT: Request For Proposal (RFP) No. FA3002-12-R-0022, Fairchild Aircraft Maintenance
Support Services, Fairchild AFB, WA
1. Enclosed is the subject Request for Proposal (RFP) (consisting of 11 documents/files, including this transmittal letter) for the Fairchild Aircraft Maintenance Support Services, Fairchild AFB, WA.
2. This requirement will be solicited with the issuance of a RFP using competitive procedures as a 100% total small business set aside. Proposals are required to ensure Offerors’ full understanding of the contract requirements and to determine technical acceptability. The evaluation approach for this requirement will be a Lowest Price Technical Acceptable. The factors to be evaluated are Technical, Past
Performance, and Price. The resulting award will be a Firm-Fixed-Price (FFP) contract. The proposed contract performance period will consist of a one-year basic period that includes a 30 day mobilization period, plus five one-year option periods.
3. Please read the RFP package carefully and complete all documents in accordance with the provided instructions in Section L. Submit the Past Performance volume by 25 Apr 13 (CST).
4. Your proposal shall be submitted and received no later than 10 May 13 (CST). Late receipt of your proposal shall be handled in accordance with FAR Provision 52.215 paragraph (c). The proposal shall be mailed or delivered to the Contracting Officer, Ms. Liz Preston, AETC CONS/LGCK, 2021 First
Street West, Randolph AFB TX 78150-4302.
5. Offerors are reminded to carefully review their compliance status before submitting their proposals.
Misrepresentation or false certification can lead to criminal liability and adverse administrative actions.
Please consult the Small Business Administration for further guidance and a full explanation of small business eligibility requirements.
6. The issuance of the RFP constitutes the initiation of the source selection process. The Contracting
Officer (CO) is the only point of contact (POC) for this acquisition. Any questions, clarifications, or concerns regarding this solicitation shall be addressed in writing by mail, e-mail, or fax (e-mail is the preferred method of communication) to the CO, Ms. Liz Preston at elizabeth.preston@us.af.mil, Ms.
