PETERSON-SCHRIEVER GARRISON

SCHRIEVER AFB PAINTING IDIQ RFI’S

1. Will past performance of a Teaming Arrangement be reviewed and considered?

GOVERNMENT RESPONSE: Past Performance is not an evaluation factor. It’s up to the contractor if they decide to submit this in this proposal as it’s not required.

2. At the prebid, it was mentioned that the USAF would want a license to whatever estimating software the winning bidder planned to use. Would that be billable?

GOVERNMENT RESPONSE: This is a Firm Fixed Price contract, not a Cost Reimbursable contract. All contractors’ costs are included in the contractor proposal and we will look at the Lowest Priced Technically Acceptable.

3. Standard Form 1442, Block 11 requires completion within 365 calendar days; however, the period of performance for CLIN 0001 is 01MAR2021 through 29FEB2024 which is

1,096 calendar days – please clarify?

GOVERNMENT RESPONSE: This has been changed to 1,096 days as it is for three years. The Period of Performance (PoP) is a base period of 3 years from March 2021-

Feb 2024 and two 1-year option periods. The PoP that is guaranteed is the base period of

3 years. The PoP could go up to 5 years if the option years are exercised.

4. BONDING REQUIREMENTS -- from page 15 of 58 of the Solicitation

See clause 52.228-15, Performance and Payment Bonds-Construction.

Contractors shall consider the cumulative effects of Task Orders placed against this contract and warranty requirements in determining total bonding liability and costs. Any resultant contract shall be an Indefinite Delivery, Indefinite Quantity contract. The Government's minimum bonding requirement is not necessarily the amount on which the surety company may base the contractor's premium charge for the bonding requirements of the resultant contract.

The Contractor shall furnish all executed bonds to the Contracting Officer within 10 calendar days after award, and before starting work.

Performance Bonds:

(a) The Contractor shall ensure full (100%) performance bond coverage of the total contract amount for each Task Order.

Payment Bonds:

(a) The Contractor shall ensure full (100%) payment bond coverage of the total contract amount for each Task Order.

The bonds shall be in the form of firm commitment, supported by corporate sureties whose names appear on the list contained in Treasury Department Circular 570, individual sureties, or by other acceptable security such as postal money order, certified check, cashier's check, irrevocable letter of credit, or, in accordance with Treasury Department regulations, certain bonds or notes of the United States.

Treasury Circular 570 is published in the Federal Register, or may be obtained from the U.S. Department of Treasury, Financial Management Services, Surety Bonds Branch, 401 14th Street, NW, 2nd Floor, West Wing, Washington DC 20227.

Bond Report: provide a report showing how the blanket bond coverage meets the requirements of this section. The report shall include as a minimum the contract number, total dollar amount awarded, total amount covered by the blanket bonds.

Provide the reports upon request via email to the Schriever Contracting Office. Email addresses will be provided following contract award.

Bonding questions:

Solicitation page 15, Bonding Requirements:

A. Please clarify that the 100% performance and 100% payment bonds are to be provided for each Task Order, as issued under this contract, in the total proposed amount of that specific Task Order [see Section 2 (a) and (b)]?

GOVERNMENT RESPONSE: The contractor will need to provide performance and payment bonds for the total amount of each task order.

Requirement for performance and payment bonds will be at the task order level.

Reference FAR Clause 52.228-15(b)(1) and (2):

(1) Performance bonds (Standard Form 25). The penal amount of performance bonds at the time of contract award shall be 100 percent of the original contract price.

(2) Payment Bonds (Standard Form 25A). The penal amount of payment bonds at the time of contract award shall be 100 percent of the original contract price.

B. Further please clarify that the required Bond Report (see section 4.) is intended as an accumulation of payment and performance bond information from all Task Orders as issued. Note: the term “blanket bond coverage” is understood to mean the total of all performance and payment bonds as provided for each Task Order as they are issued during contract performance – please confirm this understanding and if it is incorrect please advise how the term “blanket bond coverage” is being used in this solicitation.

GOVERNMENT RESPONSE: We are not requiring a blanket bond coverage but rather bond coverage for each task order. The report should show, at a minimum, the contract number, total award amount, performance bond amount, and payment bond amount.

C. There is some concern that the government may be asking for 100% payment and

100% performance bonds on each Task Order AND some form of duplicate bonding through “blanket bond coverage” – please confirm that the government only requires

100% payment and 100% performance bonds for each Task Order. If “blanket bond coverage” refers to some additional form of bonding what is the amount of such a bond?

GOVERNMENT RESPONSE: The Government will require bonds at the task order level only.

D. Finally, with regard to bonding will the government allow contractors to immediately invoice and obtain payment for a percentage of the Task Order commensurate with the costs of the bonds upon the contractor’s delivery of said bonds?

GOVERNMENT RESPONSE: Bonds will be reflected as a percentage in the Progress

Schedule (AF 3064) and Progress Report (AF 3065). Once reviewed and approved, contractor may submit an invoice through WAWF.

5. Amendment 0001 dated 06JAN2021 questions:

A. Is the only difference between the newly added clause 52.219-14 Limitations on

Subcontracting, attached to the Amendment 0001, and clause 52.219-14 Limitations on Subcontracting as provided on page 23 of the original solicitation – that the

Contracting Officer has removed the check mark indicated in that section 52.219-

14(d)(1)?

GOVERNMENT RESPONSE: The box was checked on the original solicitation. This also applies to the same contract clause for Amendment 001.

X By the end of the base term of the contract and then by the end of each subsequent option period

B. Is the original clause 52.219-14 being deleted from the Solicitation?

Please provide an explanation regarding the effect of this change on the contract.

GOVERNMENT RESPONSE: The Government isn’t removing the clause 52.219-14, it is included in the solicitation and applies.

C. Pages 4 of 13 through 13 of 13 contain numerous other clauses and what appears to be a new Section L -- are these clauses and this new Section L also being incorporated into the Solicitation documents and if so, are they replacing any of the original solicitation clauses or Section L? Note: these additional clauses and the changes to Solicitation Section L have not been included in the Amendment’s

“Summary of Changes” at the top of page

GOVERNMENT RESPONSE: The clauses listed under Section L on the solicitation apply to this project. The clauses listed on Amendment 0001 apply to the solicitation as well. Only these 2 clauses were added, no clauses have been removed. Add clauses to

Amendment 0001: 52.219-14 Limitations on Subcontracting and 52.215-23 Limitations on

Pass-Through Charges.

6. The technical proposal, Volume II Sub-Factor2, requires a written description of the work to be performed. During the job walk the contract officer identified work to be done that was not on the sample task orders. This included items such as furniture relocation, cove base removal/install, large soffit to be painted in building 30, and rooms to be painted that are not on the plans. Do we include these additional items of work that were identified on the job walk, or are we to only include the items listed in the demonstration project Task Orders included as attachments to the Solicitation?

GOVERNMENT RESPONSE: See Amendment 0002, Revised TO for B120 and B30 that addresses the additional areas that were discussed during the site visit. Proposals should be based on original Request for Proposal (RFP) & Amendments.

B120- Fitness Center

7. Please provide room schedule for order of rooms to be painted.

GOVERNMENT RESPONSE: See Revised TO for B120

8. Is the contractor supposed to take gypsum/wall paper off?

GOVERNMENT RESPONSE: Yes, contractor should take off wall paper in order for new paint to adhere correctly to wall without running the risk of peeling. Repair any holes/dings when removal of wallpaper occurs.

9. During the site visit, it was mentioned that contractors are to move equipment and office furniture. Please advise which rooms contractors are supposed to move furniture.

GOVERNMENT RESPONSE: See Revised TO for B120 for more information. This will include moving furniture in Room 122, 121, and 123 only. The exception in Room 123 is the equipment that is bolted to the floor.

10. Are contractors supposed to remove pictures/paintings, anything on walls? Are contractors supposed to put pictures back up?

GOVERNMENT RESPONSE: See Revised TO for B120 for more information. Remove all fatheads (gym and lobby logos). NO to pictures or award boards, gym staff will remove those and place back up once painting concludes.

11. Advise what patching work needed that was not in original Task order or SOW.

GOVERNMENT RESPONSE: See Revised TO for B120. Not limited to: Behind banner in main lobby, foyer behind resale machines (west wall), West Wall of Main Lobby (behind marketing TV), Main Hall outside of Cardio Room (east wall), Weight Room (east wall), Cardio Room (east lower wall below windows), Aerobics Room West Wall, Room 123, Supply Room (doorway).

12. Any additional areas adding for B120?

GOVERNMENT RESPONSE: No

B30- West Portal

13. Are contractors supposed to move any furniture before painting?

GOVERNMENT RESPONSE: No, there is no furniture to be moved that should infringe on painting the walls.

14. Will Civil Engineering be adding holding cell to floor plan that was mentioned at the site visit?

GOVERNMENT RESPONSE: Yes. We currently do not have an updated as-built. See TO B30 for a better description on location of the room.

15. During the site visit, it was mentioned that CE would be adding ceilings, vestibules door/entry way to paint. Please provide added areas.

GOVERNMENT RESPONSE: See Revised TO for B30.

16. Any additional areas adding?

GOVERNMENT RESPONSE: No
