PETERSON-SCHRIEVER GARRISON

SCHRIEVER AFB PAINTING IDIQ RFI’S #2

1. Due to the revisions and number of questions submitted for the Demonstration Projects, will they be used as an “awardable project” upon award of the overall contract?

GOVERNMENT RESPONSE: As for the demonstration projects, (since B30 & B120 will be the seed project) if the contractor is determined to be the lowest price, then they will be evaluated for technical acceptability based on Subfactor 1 and 2.

2. Also, how accurate do the square footages and use of work items need to be for the Demonstration Projects? Or, is this an exercise to demonstrate knowledge of the work and how to accomplish it with the price being a non-factor for the technical acceptability? Please be aware that some bidders may not have been able to attend the site visit due to quarantine requirements from contact with individuals that are suspect to be positive with COVID-19 and were unable to perform site measurements.

GOVERNMENT RESPONSE: Since the demonstration projects are the seed projects to be awarded simultaneously with the basic contract, CE will validate the measurements are accurate.

Revised Task Order for B120:

1. Areas of patching were identified. Can the Government provide the square footage of patching? The square footage of wall painting was provided, but not the patching quantity.

GOVERNMENT RESPONSE: There is approximately 70 SF of patching. Majority of the patches will be screw and anchor holes repairs. There are several small holes throughout the facility that is included in the 70 SF estimate that will need to be patched before painting.

2. The removal of fatheads has been identified. Can the number and square footage of fatheads to be removed be provided? Also, is it the Government’s intention to use a wallpaper removal work item for removal of the fatheads? Again, the square footage of wall painting was provided, but not the quantity of fatheads to be removed.

GOVERNMENT RESPONSE: There is twenty-seven fatheads that measure 3.5’x4.5’ and one fathead that measures 13’x8’ totaling approx. 530 SF of fathead removal. The government’s intention is to use a wallpaper removal work item for the removal of the fatheads.

3. Can the Government provide the number and size of doors and door trim to be painted? The drawing shows the doors, but does not provide a size or whether the door/trim has existing protective coating and will require painting.

GOVERNMENT RESPONSE: There is 450 LF of door frame that will be painted Dovetail. There is six EXTERIOR double doors located at Rooms 119, 120, 117, 111 and two EXTERIOR single hung doors located at Rooms 116 and 124 that will be painted Dovetail to match door frames. Each door measures 3’x7.5’. ONLY the door frame for interior doors will be painted.

4. Wallpaper removal has been identified in the statement of work. Can the Government provide the square footage and locations of wallpaper removal? The square footage of wall painting was provided, but no square footage of wallpaper removal.

GOVERNMENT RESPONSE: There is 2,540 SF of wallpaper located down Corridors 116, 113, and 103 leading to the main lobby that will need to be removed before painting.

5. Ceiling painting was identified. Can the Government provide the square footage and location of ceilings to be painted? Are there more areas than the restrooms?

GOVERNMENT RESPONSE: Ceiling of Vestibule (100) will be painted and is 60.75 SF. Men’s locker room, restroom, and shower’s ceiling will be painted and is 255.25 SF. Women’s locker room and restroom ceiling will be painted and is 181.5 SF.

6. Cove base removal/installation has been identified, but no sizes or quantities have been provided. Will the Government provide the size and quantity of cove base to be removed and installed?

GOVERNMENT RESPONSE: Cove base is not being replaced.

7. Furniture removal has been identified. Can the Government provide a quantity and size for the furniture to be moved?

GOVERNMENT RESPONSE: In Room 121, there are ten 5.5’ tall cubicles, four 5’ tall cabinets, and five desks that will need to be moved before painting. In Room 122, there is one 5’ tall cabinet and two desks that will need to be moved before painting. In Room 123, there is seventeen 7’ tall metal cabinets, one 4’x5’ washer dryer combo, one washing machine, one dryer, and one 4’x5’ ice maker that will need to be moved before painting.

Revised Task Order for B30:

1. Ceilings were noted and not clearly identified in the revision. Can the Government provide the location and square footage of ceilings to be painted?

GOVERNMENT RESPONSE: The ceiling located above the turn stiles in room 103 will be painted and measures 1,500 SF.

2. Black pillars were added in the revision. Can the Government provide the square footage of the pillars, paint schemes (same color or change), and any surface preparation requirements?

GOVERNMENT RESPONSE: No surface prep is required. There is 180 SF and will be painted dovetail.

3. Cove base replacement was added to B30. Can the Government provide the quantity of base to be replaced?

GOVERNMENT RESPONSE: The cove base is 58 LF total and will be black in color.

4. The statement of work references a Unit Price Guidebook? We can’t find that in the bid package?

GOVERNMENT RESPONSE: Our intent is to not name a specific brand of unit price guide book or estimating software. An example of such would be RS Means, e4Clicks, or eGordian. RS Means is the data base, and e4Clicks or eGordian are the software that pulls line items from RS Means. Therefore, whichever estimating software the contractor decides to use, it should still equate in the same result.
