MEMORANDUM FOR INTERESTED PARTIES 09 May 19

SUBJECT: FA251719RA005 Ground-Based Electro Optical Deep Space Surveillance (GEODSS) Site Visit
1. Site Visits
a. Two GEODSS site visits are anticipated. The first site visit will be held at GEODSS Detachment 1, on White Sands Missile Range (WSMR), near Socorro, NM on 4 June 2019 from 1900 – 2300 local time. The second site visit will be held at GEODSS Detachment 3, Maui, HI and will be 12-13 June 2019, beginning at 0900 local time each day. All persons attending the site visits must have a current SECRET CLEARANCE.
b. Due to space constraints, offerors participating in the site visit will be limited to no more than three (3) representatives, to include teaming partners and/or subcontractors.
c. There will be no cell phones or recording equipment allowed in either of the GEODSS sites.
2. Required Information and Submission Instructions
a. For Socorro, NM:
1. Due to base security procedures, all companies interested in attending the site visit must submit the following information
a. Company name and address
b. Full name(s) of those representative(s) planning to attend
c. Representative(s) official company title/affiliation
d. Representative(s) email address
e. Representative(s) contact phone number
2. To gain access to WSMR you will also need to complete the form titled “WSMR 102” embedded in this document. DO NOT ALTER THIS FORM. SECTION 6 SHOULD BE ANSWERED “Yes.” All forms submitted before the date of this modified memorandum will be changed by the Contracting Office to “Yes.”

3. Submit the requested information from paragraph 1 and the form from paragraph 2, via email, to the Contracting Specialist, Jodi West, at jodi.west@us.af.mil and the Contracting Officer, Stephanie Tancik, at stephanie.tancik.1@us.af.mil, AS SOON AS POSSIBLE, but no later than 1200 Mountain Time (MT) on 23 May 2019. Please ensure your email has your Company Name and “Socorro Site Visit” in the Subject line.
4. In order to gain access to the GEODSS site and the building, the contractor’s Security Manager must submit, as soon as possible, but no later than 1200 MT on 23 May 2019, a visit request through JPAS using the following information:

5. An itinerary of the time and a map for the site meeting will be sent out to the emails that are provided to us NLT 29 May 2019. Failure to provide all of the information requested in this section could result in non-admittance to the base or the facilities.
b. For Maui, HI
1. Due to base security procedures, all companies interested in attending the site visit must submit the following information
a. Company name and address
b. Full name(s) of those representative(s) planning to attend
c. Representative(s) official company title/affiliation
d. Representative(s) email address
e. Representative(s) contact phone number
2. In order to gain access to the GEODSS site and the building, the contractor’s Security Manager must submit, as soon as possible, but no later than 1200 MT on 23 May 2019, a visit request through JPAS using the following information:
i. SMO Code: HL1MFTKP (Air Force MSSC) EP1SF6Z6 (Air Force Det 3)
ii. POC: Maj Michael J Moore (808) 874-1548
3. Submit the completed the requested information from paragraph 1 and the form from paragraph 2, via email, to the Contracting Specialist, Jodi West, at jodi.west@us.af.mil and the Contracting Officer, Stephanie Tancik, at stephanie.tancik.1@us.af.mil, AS SOON AS POSSIBLE, but no later than 1200 Mountain Time (MT) on 23 May 2019. Please ensure your email has your Company Name and “Maui Site Visit” in the Subject line.
4. An itinerary of the time and a map for the site meeting will be sent out to the emails provided in paragraph 1 of this section NLT 29 May 2019. Failure to provide all of the information requested in this section could result in non-admittance to the base or the facilities.
3. You may clarify information by contacting Jodi West at 719-556-7509 or Stephanie Tancik at 719-556-6165, do not contact the JPAS POCs. All requested information must be provided via email, do not provide requested information via telephone.
