GEODSS INDUSTRY DAYS
4 – 5 April 2019
Purpose:
This is an open forum seeking industry input on requirements and processes for the GEODSS reacquisition and to obtain feedback from industry on:
• Draft Request for Proposal (RFP)
• Draft Performance Work Statement (PWS)
• Draft CPAR Matrix
• Contractor recommendations may or may not be incorporated into Government documents
Ground Rules:
• No Recording
• Turn off cell phone ringers
• The following will be posted to FedBizOpps:
• All briefings
• Attendance roster
• Questions & answers, to include one-on-one sessions (all Q&As will be compiled and posted on a non-attribution basis)
• Proprietary questions & answers will be addressed with individual companies and will NOT be posted on FedBizOpps
• Ideas and information presented may be recorded and publicized (FedBizOpps) or otherwise recorded for this event
• General questions may be answered during the briefings at PCO’s discretion
• The Government chairperson will acknowledge each speaker and attempt to provide equal opportunity and time to speak. Please allow others to express themselves without interruptions
• No additional information will be provided by the Government that has not already been published or presented
• There will be no side‐bar meetings with any Government entity
• No agreements, promises or other commitments are made or implied by the Government or contractors participating in Industry Day
One-on-One Session Process:
• All one-on-ones will be in Building 350, Room 1205
• Upon arrival, wait in the main lobby and a Program Office representative will escort you to your session
• Each interested company will be allotted a firm 30-minute session. If you are late, you will only have whatever remains of your 30 minutes
• There will be no side‐bar meetings with any Government entity
• No agreements, promises or other commitments are made or implied by the Government or contractors participating in the one-on-one sessions
• There is no guarantee the Government will implement or react to the concerns, comments or ideas presented by the contractor at the one-on-one sessions
• Neither side shall make a presentation during the one-on-one sessions
• The Government reserves the right to end the meeting if the participants do not adhere to acceptable topics
Acceptable Topics for One-on-One Communications:
• Any information about GEODSS which has already been made accessible to the public or is otherwise being made available to all potential offerors
• Any lessons learned from historical information about prior contracts that are relevant to
GEODSS
• Information that describes the federal procurement process as defined in the Federal
Acquisition Regulations (FAR), DFARS, AFARS or other published procurement policy documents
• Procurement specific information already published such as information contained in the PWS, Sources Sought, draft RFP, CPARS Matrix, etc.
Unacceptable Topics for One-on-One Communications:
• Proprietary or confidential business information of contractor(s) or other business entities performing similar ongoing efforts
• Marketing pitches or contractor capability presentations
• Privacy Act protected information such as existing contractor employees' personal data
• Speculation on what the Government might be looking for in the proposals
• Performance of contractors providing similar requirements who could be potential competitors of GEODSS
