Period of Time between Award date and Transition Date– will the Government consider making the Award Date and the Transition Start Date the same date to significantly mitigate risk associated with potential employee retention during the five month period currently planned between 8 April 2020 and 31 August 2020?
This will be clarified in the Final RFP and PWS.

This is a full and open competition and the Government cannot say if a company is found unacceptable until a proposal is received and evaluated.

RFI #3 and RFI #4 looked at industry capabilities. Based on the responses, the Government does not have a reasonable expectation that offers will be obtained from at least two responsible small business concerns.
General N/A N/A OCI - Sound like you will have mitigation flexibility. Do you think you would allow a MOSSAIC and a GEODSS Prime Contractor to be the same company?
The Government would need to see the OCI mitigation plan. The quicker it is presented to the Government the sooner we can evaluate and determine if the mitigation plan is acceptable.

Key personnel is an Offerors initiated piece. What is the minimum number of KP and how would they be evaluated? If we only determine a PM is essential, would that be acceptable? Suggest a min and max what is expected to meet the requirements
This will be clarified in the Final RFP and PWS.
General N/A N/A Are you providing a plug number for travel? What about supplies? Would you provide historic information for the FFP non-labor items?
Supply items through the supply system are provided by the Government. If something comes up out of the ordinary, then we would provide the number. We have provided workload data.
All of that information is in the Bidders' Library for the Mission side. For the CE side, we will clarify and get more information.

General N/A N/A If we propose multiple key positions, would that be multiplied to each key position not filled if we have multiple vacancies This will be clarified in the Final RFP and PWS.

The Government is asking for the Contractor's mitigation plan from businesses regardless if there role subcontracting or priming.

General N/A N/A Are there any new technologies associated with the upgrade?
We have no specific requirements for the upgrades at this point in time. These requirements and the O&M involved will be negotiated by the CO and CLIN type determined at the time of need. We have unknowns and we have an understanding of the upgrade, but it will not be proposed on until after the upgrade is defined and we can provide a requirement.
General N/A N/A Is there going to be any more information to gauge the staffing levels to support the upgrades and additional sites?
We have no definitive information regarding the future sites or specific requirements for the upgrades at this point in time. These requirements and the O&M involved will be negotiated by the CO and CLIN type determined at that point time. As we get closer to a change, then we will negotiate.

Appendix F lists Government-Furnished Training. If turnover of personnel creates the need for another Government-furnished training quota within 1 year of completion of the last training, the contractor is solely responsible for all costs of obtaining training (including course, travel and per diem costs) and any failure in meeting contract requirements. Upgrade training is provided by the SPO.

General N/A N/A Is the O&M contractor responsible for red time if an EDLM or UDLM is declared?
If we have an issue with the system, then the time is to the O&M, from the time that the report is made to the depot level, then the time stops.
Determination has to be made after the fact many times if the Contractor could have fixed it.
General N/A N/A Is the Government going to be looking at a Basis of Estimate for the Cost CLIN? The CR CLIN number will be provided.

GEODSS OIs are a contract deliverable and are posted in the Bidder's Library. If other OIs are a deliverable in the PWS, they become Government information.
General N/A N/A Have you thought about a CPFF for Diego Garcia rather than a FFP? Would say that Diego is not forecastable?
The issue with Diego Garcia is the retention risk and is not related to the requirements, which are stable and workload data has been provided to bid FFP.
General N/A N/A Precious Metals - Assuming that would be an issue with a site closure
Site closure has not been determined nor requirements for site closure defined. If this were to occur, any necessary requirements would be negotiated at that point in time.
General N/A N/A Could you further explain the TPT risk evaluation?
The government is willing to pay a higher price for a technically superior approach. If the approach is acceptable but contains risk, it will be assessed a lower technical/risk rating. If the approach has strengths that are considered a benefit to the Government, and is lower risk, it will be assessed a higher technical/risk rating.
General N/A N/A Is the Govt anticipating the contractor to be on the local nation pay system? Risk if there is no title 10 SOFA agreement. This will need a lead time so registering will take time.
International agreements vary, but have not been completed to our knowledge. We have no definitive information regarding the future sites at this point in time. These requirements will be negotiated in the future at the time of need.

Award date is an estimate, but there are other actions that need to happen after award before phase-in starts.

This requirement is a full and open competition and all offerors will be evaluated according to the
RFP.

Regarding the GEODSS requirement, I was trying to get clarification regarding the scope requirements. Based on my research, it appears to be relatively the same scope as the current contract - are there any major changes with the follow-on?
The GEODSS requirement has changed. Please review the full RFP, including the PWS, for the current requirement.
General N/A N/A Will the Government consider adding CBA experience to the evaluation criteria? CBA experience will not be an evaluation criteria.
General N/A Site Visit Will the pre-proposal conference be held before or after the site visit? The pre-proposal conference will be held at the Maui site visit. Information is posted on FBO.
General N/A Final RFP Do you anticipate the final RFP release after the site visit? The Government anticipates the RFP to be released prior to site visit.
Section B CLINs x001, x002, x003
Included are all equipment, parts, labor and associated costs for all maintenance that is foreseeable and can be forecasted. Also included are all consumable items that may be necessary as part of day-to-day site operations.
Can the Government identify the GFE/GFP that will be transitioned from the incumbent contractor, as well as a historical metric of equipment/consumable items that will need to be provided by the offeror in their FFP bid? Based upon the definition of FFP in the PWS, please provide historical metrics of consumables used and amount of both official/un-official travel.
GFE/GFP will be identified in the bidders' library as well as all equipment to be maintained.
Workload data is also posted in the Bidder's Library.
Section L Pages 53-54 Did you intend insurance amounts to be in Euros and Spanish language to be included?
Clause is not included in the RFP. Do not include future potential site locations and requirements in your proposal. These will be negotiated at time of need in the future.
Section L Page 67, Table 1 Since the completed Staffing Matrix (Attachment 3) is in Excel and excluded from the page limitations, please confirm that delivery as a separate file is acceptable.
The Attachment 3 Staffing matrix does not have to be submitted in Excel, it can be in Microsoft Word, but all elements identified need to be included. Submitting in a separate file, or included in one file is acceptable. See Attachment 3 template instructions.

INSTRUCTIONS
Include a proposed monthly Operations crew schedule (using the Operations Crew Schedule format provided in Attachment 2, Tab 1, Ops Crew Schedule)
Does the Government want Attachment 2 completed and included as a separate files and will those pages be included in the page limitation identified in Table 1?
If not included as a separate Excel file, what font size can this table be shrunk down to for inclusion in the Volume I, with 40 page limit?
Attachment 2 does not have to be submitted in Excel, it can be in Microsoft Word, but all elements identified need to be included.
Submitting in a separate file, or included in one file is acceptable. See Attachment 2 template instructions and updated font requirements in Section L, Instructions to Offerors.
Section L Page 69, GEODSS Retention (Subfactor 4).
Will the Government identify a minimum number of key personnel for an acceptable approach? We recommend a minimum number of key personnel be identified and offerors can provide additional key personnel as their approach would dictate roles and responsibilities.
This will be clarified in the RFP.
Section L L-5, D, 1, d, page 69
“GEODSS Retention (Subfactor 4). Provide a tailored approach for each of the three GEODSS Detachments to recruit, train, incentivize and retain qualified personnel considering the unique challenges at each location. Identify key positions to meet or exceed mission and facility requirements IAW PWS paragraph 1.1.6.”
Will the Government please clarify whether key positions will be identified in the RFP, or are key positions solely determined by the offeror? This will be clarified in the RFP.
Section L N/A Page Count and Page Limitations Will the Government consider waiving the page count limitation on the required submission of Attachment 3, GEODSS Staffing Matrix? If so, will the Government consider requiring offerors place the matrix in an appendix?

Will the Government also exempt Attachment 2 (OPS & MAINT CREW SCHEDULE) from the page limitation?
No, the Operations and Maintenance Crew Schedules will not be exempt from the page limitation. Crew schedules do not need to be submitted in Excel as long as all the identified elements are included in Microsoft Word. This will be taken into consideration for the Final RFP

Section L
L-1, 52.215-1 Instructions to Offerors--Competitive Acquisition (JAN 2017).f.6 (page 60)
“(6) The Government reserves the right to make multiple awards if, after considering the additional administrative costs, it is in the Government's best interest to do so.”
Under what circumstance would the Government issue multiple awards? Would the Government consider issuing multiple awards as a mitigation to offerors OCI plans?
The Government does not intend to award multiple awards at this time.
Section L Page 69, FACTOR 2 - Small Business Commitment
If the offeror is a small business, will a "Small Business Participation Commitment Document" be required or does Factor 2 become an automatic Acceptable rating?
This will be clarified in the final RFP.
Section M Para 5. c, p, 20, Government Furnished Property Equalizing a contractor's price
If you (the contractor) have another contract and you propose to use GFP from that contract on the GEODSS contract, then the Government has to take that into consideration during the evaluations.
PWS 2.2.1.1, page 18 SOFTWARE MAINTENANCE PLAN Would the Government please provide a copy of the current software maintenance plan?
The most current documents will be provided in the Bidders' library.
PWS Section 2.1.3.6 Will TS/SCI personnel only be required for the COMSEC, ISSO, and SSR roles?
TS/SCI personnel are required to meet mission planning requirements. COMSEC, ISSO, and SSR roles are required in support of SCIF operations and maintenance. However, the PWS has been revised to only "known" requirements at this time.
Attachment 4 GEODSS CLIN Schedule Worksheet
Please provide guidance for the necessary tasks to be completed as part of Det/Site terminations (worksheet rows 73-101) and if pricing is needed to be included as part of Section B, as well as part of the evaluated price.
RFP updated to state termination costs shall be included in the Attachment 4 CLIN Schedule Worksheet, but termination costs will not be included as part of the Total Evaluated Price
(TEP)
