Section J Attachment 4 (CLIN Schedule Worksheet)
"Complete the tables below for the termination costs required for each CLIN."
What should bidders put into the “QTY” column for the termination costs section?
Attachment 4 updated to reflect a unit of issue of MO and QTY of 12.
Section L L.D.3.a (4) "All offerors must submit a fully completed SF‐30 as well as the summary page using Attachment 4, CLIN Schedule Worksheet."
Reference to SF‐30s seems out of context. SF 30s are required in Volume 4 (Contracts Documents).
1. Will the Government confirm a completed SF 30 is required in Volume 3 (Price Documents)?
2. If confirmed, will the Government clarify if it is expecting a specific SF‐30 to coincide with the Atch 4 (CLIN Schedule Worksheet) summary or all SF‐30s that are issued for this procurement?
Reference to SF‐30 was removed from L.D.3.a (4)
Section L L.D.4.b "Additionally, include any FAR, DFARS, or AFFARS clause requiring fill‐in information, as well as any other acknowledgments required."
Does the Government want additional clauses requiring fill‐in or acknowledgement included with the Section K or submitted separately as called out in L.D.4.n?
Include one set of documents. L.D.4.n. is repetitive to ensure all clauses are filled in or acknowledged.
Section L L.D.4.k
"Company/Division Street Address. Provide company/division's street address, county and facility code, and size of business (large or small) as it applies to NAICS 517919."
Will a company's DUNS or CAGE code suffice for facility code? CAGE code can be utilized for the facility code.
Section L L.D.1.c "The approach shall provide a composition of the proposed workforce by site…"
Attachment 3 (GEODSS Staffing Matrix) will show staffing by site (detachment). For those positions such as the Program Management staff that are allocable across all sites, will the Government clarify that evenly spreading their hours at all sites will be considered appropriate?
Your proposed approach to Program Management may be captured in the staffing narrative since the staffing matrices are Site‐specific.
Section J Attachment 3 (GEODSS Staffing Matrix)
For "Tab 1 – Staffing Matrix, " should bidders put in gross hours (e.g. 2080) or productive hours (e.g. 1880) In the “Hours” column?
Offerors should include what is appropriate to meet the requirements and what is priced in Schedule B.
Amendment 2 SF 30, Block 14 Continuation
L.D.4.a "The offeror's proposal shall include a signed copy of the Model Contract, which are Sections A through K of the RFP, completed as required."
Is the Government expecting the Section J attachments in their entirety and completed as required to also be included in the Model Contract in Volume 4 or can Offerors consider them as being incorporated by reference?
Section J attachments can be incorporated by reference in the Model Contract in Volume 4.
Amendment 2, Attch 1, Draft CPAR Matrix v2
Will the Government identify changes made to the Matrix v2 as they are not indicated in the Amendment 2 or readily apparent?
The only changes that were made in the CPAR Matrix were to Row 19, Personnel Management and the sub‐elements descriptions.

L.3.a.3
3) The Government shall incorporate all current and applicable Collective Bargaining Agreements (CBAs) and Department of Labor Wage Determinations (WDs) into Section J of the RFP. For those positions covered by CBA, the contractor must meet the minimum requirements of the CBA and shall also propose the latest negotiated labor rate, FY19, for all contract years. Do not escalate proposed out‐ year CBA labor rates. Subsequent option year CBA labor rates and associated costs shall not be escalated. Wage increase adjustments for subsequent option years will be made as authorized and in accordance with FAR 52.222‐43 "Fair Labor Standards Act and Service Contract Labor Standards ‐ Price Adjustment (Multiple Year and Option Contracts)" if and when terms of the applicable CBA change.
At that time the contractor will be authorized to submit requests for equitable adjustments for subsequent option year increases if all applicable FAR clause requirements have been met.
The updated CBAs provide rates through 2020 and 2021, should contractors use the updated CBA rates or the CBA rates provided for 2019 as referenced in section L?
RFP Amended based on new CBAs provided. Propose using FY20 rates and DO NOT escalate any out years.
PWS 2.2.1
PWS 2.2.1 references a requirement for IA Level 2 but Appendix F references IA Level 1. Please clarify.
Appendix F does not reference IAT Level training at any level as this training is not provided by the Government. Anti‐Terrorism (AT) Level I Training is referenced in Appendix F, but does not reference back to PWS 2.2.1.

Changes were only made to Attachments 1 and 6. The system generating the SF30 does not identify the specific changes made to Section J, only that a change was made. There are not updated versions of Attachments 2‐5 and the most recent ones posted should be utilized.
Section M C. NA There is an M.C.b. but no M.C.a. Is something missing or just mis‐numbered?
Renumbered in RFP. Tables now referenced vice included here due to contract writing system limitations.

Now that we have copies of the current CBAs, should we now bid the published rates for the FY beginning October 2020 rather than FY 19 rates?

RFP L‐S.3.a.(3) Subsequent option year CBA labor rates and associated costs shall not be escalated.
Is it still the intent of the Government for bidders to price the same labor rates for every contract year, even though the Det 1 CBA contains rates beyond FY2021?

GEODSS_CBA_2019‐2021
(Maui CBA)
Article XXII WAGES Section 2
Remote Site Differential: Employees covered under this agreement will receive a remote site differential of eleven and one half percent (11.5%).
Please confirm that this applied only to the base rate and not to any shift differential.
The CBA is an agreement between companies and the union and not with the Government. Companies can contact the union for an answer to this question.
RFP L‐B.2(3) Volume 1 ‐ GEODSS System Technical 45 Page Limit
Including the GEODSS crew schedules requires use of 11x17 pages in order to ensure that Arial 11pt can be used. With three Operations crew schedules and three Maintenance crew schedules to include, and each 11x17 counting as two pages, would the Government please consider increasing the Volume 1 page count to 50 pages?
Page count will remain at 45.
PWS 3.3.10
Government will furnish emergency transportation of a patient via USAF aero‐medical evacuation aircraft to the CONUS when directed by authorized medical authority. The contractor shall reimburse the Government for emergency airlift costs.
Would the Government provide current estimated emergency airlift costs from Diego Garcia to CONUS, or provide PACAF or other contact details for the agency who would be able to provide that estimate?
Cost will vary depending on the available airlift capability used and when. The Government will not speculate on these potential costs.
Amendment 2, Section L B. 2.a.6)
Charts, Tables, Headers and Footers. Charts, tables, headers and footers shall be in Arial font, and shall not be smaller than Microsoft Word 11 point font, normal proportional spacing.
The font size for tables, headers, footers, etc. was originally established at 9 point font in the Final RFP and maintained as such in Amendment 1. Is it the Government's intention to increase the size of the font for these items?
The font size for charts, tables, headers, and footers is Microsoft Word 11 point font in Arial font type.
L, M, Q&A L.D.1.a, L.D.1.b, M.C.b.1, M.C.b.2
Government's response to Q&A as well as site visit discussion indicated revisions would be made to Sections L and M, Subfactors 1 and 2 requirements to clarify which PWS requirements will be evaluated in these subfactors. Language for Subfactor 1 and 2 instructions and evaluation criteria is exactly the same in Amendment 2 as the Original RFP. Please provide updated guidance as referenced in Q&A.
The Government did not commit to any revisions of L and M and stated a revision would be considered. A revision will not be done to Sections L and M, Subfactor 1 and 2 as it pertains to this question.
